New system for buying dollars
The treasurer of the Central Bank, Yamileth García has announced that in March 2019, the Central Bank will begin the testing of a new automated platform for the sale of foreign currency. The automated system is being implemented to avoid duplicate requests for dollars along with other situations that create distortions in the currency exchange market, and which have obliged commercial banks to restrict the amount of currency available from their bank cashiers. García expects the platform to be operational by mid-year.

On the same topic, the deputy manager of the Central Bank, Frank Montaño shared that the Central Bank is looking for ways to improve the sale of dollars as some clients have expressed concerns some financial institutions limit the sale of dollars to a maximum of US$1,000 to US$2,000 per day per client from the bank tellers. He reiterated that there was no scarcity of dollars. Montaño explained that the Central Bank had around US$1.6 billion available in cash for sale, but that the problem was that certain agencies and foreigners would send different people, even their employees to buy US$10,000 per person. The ploy is to avoid having to pay the premium charged by banks for amounts larger than US$2,000 per day per client.

JCE turns down Al Pais + Opcion Democratica coalition for primary
In the understanding that the requested coalition is not contemplated in the Political Parties Law 33-18, the Central Electoral Board (JCE) rejected the request of the minority political parties Al Pais and Opción Democrática to jointly celebrate their primary to select their candidates for the 2020 general elections. The primary would have taken place on 6 October 2019 together with those organized by political parties choosing that option of open primaries.

The decision is contained in Resolution Number 01-2019 dated January 22, 2019, and is based on article 25, numeral 12 of Law 33-18 of Parties, Groups and Political Movements 33-18, which establishes an express prohibition for recognized parties to concur as allies in their first electoral process. This would be the first for Opción Democrática.

Cerro de Maimón mine goes underground
The Cerro de Maimón underground mine calls for a US$1.3 billion investment, according to the vice president of the mine company, Corporación Minera Dominicana (Cormidom), Elizabeth Mena. As reported in the Listin Diario, in its initial stage, US$100 million will be invested in the mine. Explorations will be made up to a maximum depth of 1,200 meters. Construction of the underground mine began in July 2018 and it is expected to be operational by the second half of this year. Mena explained that two 6 kilometer tunnels are being dug to reach the ore that is now being explored "in the form of an open pit". Mena said that the minerals obtained by Cormidom in the open pit are copper, zinc, gold and silver. The minerals are exported to Europe, Asia and the United States. Mena said the main buyer of copper is China. Other major buyers are in Belgium and Switzerland. She said the minerals go to foundries where the metal separation processes take place and the ingots are made.

Mena explained that an underground mine has less environmental impact than an open pit mine, such as the Cerro de Maimon mine currently operates. She explained an open pit mine requires that much more material must be extracted. She explained that underground mining is better from an environmental point of view because less land needs to be removed as the miners go directly to the resource.

Mainly Haitian children registered in the Foreigners’ Book
Non-resident mothers in the Dominican Republic, who have given birth in Dominican Hospitals, and who have registered the babies in the Libro de Extranjeria in the Civil Registry offices, come from at least 36 countries, with the majority coming from Haiti.

Records from the Civil Registry show that between 2017 and 2018, there were 34,947 children registered of which 34,188 were Haitian. In 2018 alone, of the 19,227 registered foreign births, some 18,892 were Haitian.

The second highest number both in 2017 and 2018 were from Venezuela with 241 in 2017 and 334 in 2018. This is followed by the United States with 30 in 2017 and 22 in 2018; China, 11 in 2017 and 12 in 2018; Mexico, 6 in 2017 and 12 in 2018 and Spain with 7 in 2017 and 10 in 2018.

In 2018, foreign births from 4 to 9 per country were registered to women from Colombia, Chile, Germany, Argentina, Brazil, France, Holland and India. Between one and three births were registered to non-resident women from Antigua and Barbuda, Bolivia, Canada, South Korea, Costa Rica, Cuba, Ecuador, Great Britain, Guatemala, Guyana, Hungary, Paraguay, Puerto Rico, Peru, and others.

El Dia points to under-reporting of tragic deaths during Christmas and New Year holiday
The Center for Emergency Operations (COE) announced the death toll over the Christmas and New Year holidays was 23 persons. A COE spokesperson insisted that the relatively low death count was attributed to an effective coordinated effort by government agencies. However, El Dia reports that the count of deaths for traffic accidents and intoxication kept by the National Health Service (SNS) was 34. In addition there were three victims that died due to bullet wounds and two due to knife wounds, for a total of 39. Those 39 deaths compare to the official number of 23 reported by the COE.

Prior to 2016, the COE would issue daily reports. But the press office of the Presidency (Dicom) put a stop to those more detailed reporting, and the COE then began issuing a single report at the end of the holiday. When the change was made, the director of the COE, Juan Manuel Mendez, had justified the change saying that it gave time for the reporting to be more accurate.

El Dia makes the point that the under accounting is even greater taking into account that the SNS statistics only account for persons who actually die in public hospitals, not previously on the road, or in private hospitals or clinics.

El Dia, in an editorial on 23 January 2019, criticizes the Medina administration for abandoning the transparency in its statistical bulletins with which the COE had earned credibility prior to 2016.

In addition to the restraints to the statistical reporting by the COE, the media has also criticized the restrictions now exercised by the National Police in its reporting of crime.

IDSS clinics abandoned; is the plan to sell them for cheap?
A former president of the Dominican Social Security Institute (IDSS), Dr. Carlos Roa expressed concern that the Medina administration has abandoned the 20 hospitals and 29 clinics of the IDSS system so that these lose value and leads him to wonder if the intention is that these structures will eventually be sold to the private sector for the price of “dead cows.” The IDSS hospitals were transferred to the National Health Service (SNS) in a process that began in 2015 and was completed in the beginning of 2019. Roa said that the SNS has practically left the medical establishments in oblivion. The remarks are made following a report in Listin Diario on the deteriorating of the Calle Las Mercedes former IDSS polyclinic in the Colonial City.

Sweeping changes at the DNCD
The new president of the National Drug Control Agency (DNCD), Vice Admiral Félix Alburquerque Comprés has ordered changes across the agency including in central departments, regional offices, as well as the ports and airports around the country. In addition, he has ordered that all of the Army, Armada and Air Force agents who were working for the DNCD in different areas to leave the agency and return to their respective institutions to be replaced by new personnel.

The DNCD heads of the international airports at Las Americas (Santo Domingo), Punta Cana, Santiago, and Puerto Plata have all been removed as well as the regional heads in San Francisco de Macoris, La Romana, Santiago and Puerto Plata cities. Other changes are of personnel in the areas of administration, investigation, intelligence and operations. The whole DNCD department in Bani has been transferred.

According to the new president, the changes are routine, to ensure the improvement in response faced with the current level of criminal activity.

The changes come after a respected Police colonel was murdered in a drug surveillance operation on 8 January 2019 in Baní.

Deported Colombian drug lord was living in Punta Cana
32-year old Colombian drug lord Julián Alberto Jiménez Monsalve (Machete) captured on Saturday, 19 January 2019, by Dominican authorities was living in a luxurious mansion in Punta Cana, posing as a prosperous Venezuelan cattle rancher. The head of the Grupo Delincuencial Organizado Robledo of Medellín was deported to Colombia on the same day he was captured.

Jimenez Monsalve is thought to be responsible for around 40 murders along with drug dealing in his home country, from where he escaped from authorities in 2015.

Now it is known that “Machete” is one of the most sought after criminals in the Valle de Aburra in 2018, and had been living in the Dominican Republic for some time. He was supposedly here legally. He had been issued an identity card (cedula) and driver’s license in the name of Venezuelan David José Mateo. The Central Electoral Board (JCE), that handles the civil registry in the country, said it would investigate how he obtained the fraudulent identification documents.

Media reports say that from the Dominican Republic, he continued his life in crime, directing operations in Colombia and Central America and was in close communication with Mexican drug cartels.

According to the mayor of Medellin, Federico Gutiérrez, his capture was a result of a coordinated effort involving Dominican and Colombian authorities. As reported, Machete’s arrest occurred during an operation led by the Policía Metropolitana del Valle de Aburrá of Colombia, in conjunction with the Dirección de Inteligencia Policial (DIPOL), with the backing of the Colombia Attorney General Office, INTERPOL and Dominican authorities.

The capture of “Machete” is the latest in a series of arrests of individuals from foreign countries who have set up residence in the Dominican Republic and are linked to organized crime and drug dealing. These including José Luis Díaz Sosa (Piru) from Puerto Rico, captured in November 2018, Canadians Kenny Joseph Pasacal Maheu and Denis Desputeaux who were arrested in June last year for drug dealing and Carlos José Gascon González, alias “El Gocho” who was a Venezuelan drug lord and hit man and he was arrested in December 2017.

Drug dealers assets confiscated
The Public Prosecution Agency has confiscated several kilos of drugs, different assets and firearms from Robinson Olivares Núñez (el Compa) along with others accused of being in a supposed network of drug dealers that was operating in the National District and Santo Domingo province. Those accused along with El Compa, are Ramón Domingo Hurtado Camilo, Margarito Mejía Aquino, Ángel Rafael Lluberes Belén and Alejandro Juan Brazobán Bautista, and a judge has handed down one year of preventive custody as well as declaring the case to be complex to allow more time to gather evidence for the case. They were all sent to jail in La Victoria.

The assets confiscated included a commercial center, vehicles and other properties valued at more than RD$400 million along with RD$600,000 in cash.

Illegal journeys to Puerto Rico
In the last five months the Dominican Armada (Navy) has impounded 154 boats that were being used for illegal journeys to Puerto Rico and rescued or arrested 911 people. Of those rescued 854 were Dominican, 45 Haitian, 6 Venezuelan, 4 Chinese, 2 Americans, one Italian and one Brazilian. In total 36 people have appeared in court in connection with the Illegal Traffic of Migrants of whom 28 are captains and the rest are journey organizers. Following court appearance 26 were sentenced to preventive custody awaiting trial and 10 have to make periodic appearances and are out on bail.

Of the 154 boats involved, 60 were not properly registered, 37 were registered (but the owners did not have authorization to leave port), 16 were Haitian owned, 26 were fiberglass, 12 were canoes, two speedboats and one semi-submersible.

The figures are based on illegal journeys carried out in the last five months from 23 August 2018 to 21 January 2019.

Due to increased surveillance of the areas of the coast from where the boats usually departed, there is now a new route leaving from Peravia province, even though it is much further to Puerto Rico from there.

Five killed in traffic accidents
In the last day or so at least five people have been killed and several injured in traffic accidents around the country, in four of the fatalities, motorcycles were involved.
Wilber Sanchez Puente, aged 17 was killed on the road between El Seibo and Pedro Sanchez when his motorcycle collided with a car.

Rafael Soto Mirabal died in an accident on the elevated section of Luperon Avenue with 30 May, and his son was injured.

Two young people, Adalberto Espinal Serrano and Joan Manuel Fana died in an accident involving two motorcycles and injured in the same accident were their passengers, Alexandro Bruno Ciprian and Gina Sarante and finally Rosa Mari Almonte Ozaria died when the motorcycle driven by her boyfriend crashed on the road to Ramon Santana from Santo Domingo.

Police kill suspected criminal in Boca Chica
José Alberto Adames (Canelo) aged 20 has been shot and killed by the National Police who were looking for him. Adames is accused of shooting and injuring two police officers from Boca Chica.

A major and a first lieutenant from the National Police were shot by Canelo whilst looking for him as he supposedly had a history of criminal activity such as robbery, assault and homicide.

Following the incident Canelo issued a video saying that he would hand himself into the police but he was found before he could and killed in Los Solares de Villa María en Pantoja.

He said on the video that he wanted to leave his family in peace as they had nothing to do with what had happened and he knew why the police wanted to kill him. Others did not know, he said, but he did.

Cerantra was not in operation when tragedy struck
Patricio Veras, the owner of the Cerantra oil recycling plant in West Santo Domingo near Los Alcarrizos said the company was not in operation when an explosion caused the death of four men on 15 January 2019. Judge Francisco Contreras is leading the investigations. On Tuesday, 22 January 2019, Patricio Veras was interrogated by members of the specialized prosecution service of the Ministry of Environment.


Estrellas are one game away from the championship
With most of the Dominican population overtly or covertly wanting them to break the 50 year curse and win the championship, the Estrellas moved ahead and now are just one game from the covetted victory. Playing to a full house at their home stadium in San Pedro de Macoris on Tuesday, 22 January 2019, the Estrellas defeated the Toros del Este 3-0. With the standing now 4-1 in the first-to-win-five-games-playoffs, the Estrellas just need to win on Wednesday, 23 January 2019 at the Francisco Micheli stadium in La Romana to realize their dream.

Dominicana’s Got Talent coming in September 2019
Auditions for the reality show Dominicana’s Got Talent begin this month in the National District. The show seeks to discover hidden talents in musicians, singers, actors, magicians among other performers. The local version of the leading international reality is conducted by Nashla Bogaert, and the producers are her husband David Maler and Gilberto Morillo and Tuto Guerrero.

The program will be televised over four month period, with 16 episodes of 120 minutes each airing from September to December 2019 on Channel 9, Color Vision.

As reported, the auditions start on Wednesday, 23 January 2019 at 8:30pm at the Haz Tu Vida Bar, located on Av. Gustavo Mejía Ricart. The second audition will be on Wednesday, 30 January at 8:30pm at Casa de Teatro, a third on Wednesday, 6 February at Studio Theater of Acropolis Mall at 6pm. Other auditions are set for 1, 8, 15 and 22 February at Comedy Club from 7 to 9pm.

Venezuelan salsa singer Oscar D’Leon is booked for a concert at the Hard Rock Live in Blue Mall. The concert will be on Friday, 25 January 2019.
