Santo Domingo Metro celebrates its 10th birthday
The Santo Domingo Metro celebrated its 10th anniversary on 29 January. The service is a blessing for hundreds of thousands of commuters that pay the same RD$20 fares in effect since opening day in 2009.

The director of the Metro, Manuel Antonio Saleta García said that in its first 10 years, the service has transported 515.1 million fare-paying passengers. A new record of passengers for a day was reached on the 10th anniversary day, Tuesday, 29 January 2019, when the mark of 360,000 passengers for a day was surpassed. This is 120,000 passengers more for the same day in 2018.

What’s different this year is that more cars are in service, and line two that reaches into Eastern Santo Domingo, is now operating. Saleta said that in January 2018, the Metro had been transporting around 240,000 passengers a day.

Saleta said that the peak days for usage of the Metro are Mondays and Tuesdays. In January 2018, the Metro was operating with a fleet of 34 cars, of which 28 were in operation. Now Saleta says the Metro has a fleet of 40 cars of which 39 are in operation.

The Metro director said the government has plans to increase the cars to 72 to expand the capacity of Line 1. The government has already ordered 18 cars and another 24 will soon be contracted to offer better service to the users.

"Changes need to be made in the exchange circulation lobbies between line 1 and 2 with more stairs and elevators, and at the María Montez station where we also have to make changes to expand the area and allow more effective mobility," said said Saleta.

Peralta warns of negative effects of politics
Administrative Minister of the Presidency Jose Ramon Peralta took advantage of the stage of the American Chamber of Commerce business lunch on 30 January 2019 to call on Dominican society to not allow partisanship and politics to distract the Dominican Republic from the path of development, which is on a sustainable track. He pointed out that he was making the observation because in 2019 the country begins a pre-election year.

“You can be sure that, in the government, we will not lower the intensity with which we have been working, he added, and on the contrary, at this stage, as in the last 6 years, they will have the firm support of the Dominican government to achieve a more competitive, innovative and productive nation,” he stated.

He announced that in the next 45 days the National Competitiveness Council would be implementing the national innovation strategy, a product of the consensus of private and public sectors.

Likewise, the Administrative Minister of the Presidency said the Medina Administration is working to lower the non-financial public deficit to 1.9% of GDP. He said the government received a 9% deficit when beginning a first term in 2012. Peralta said that at present the non-financial public sector deficit is at 2.6% of GDP. He said what is most significant is that the reduction has been achieved without increasing taxes, but rather by improving tax collection efficiency, reducing evasion and focusing on efficient and effective government spending.

Peralta stressed that during the first six years of the Medina administration the country has sustained a 6.3% average GDP growth, the highest in Latin America, with 2018 closing at 7%. He estimated some 125,000 jobs are created every year.

China sends 40 firetrucks
The People’s Republic of China delivered 40 firetrucks to the Dominican government. PRC Ambassador Zhang Run said that the donation is the first international cooperation project implemented by China after the establishment of diplomatic relations on 1 May 2018. The fire engines are to be assigned to support the nationwide 911 Emergency System. Receiving the fire engine trucks for the Dominican government was Presidency Minister Gustavo Montalvo, who heads the 911 Emergency System. Also present were Economy Minister Isidoro Santana and the director of the 911 Emergency System, Vicente Mota Medina.

Flu season strikes strong in Dominican Republic
The Neumology Society is calling attention to the large number of persons affected by respiratory conditions who are seeking attention at clinics and hospitals. A report in Listin Diario says that the flu and Respiratory syncytial virus (RSV) are affecting large numbers of both adults and children.

Seasonal fluctuations in temperatures and humidity have caused an increase of the number of cases of respiratory problems. A spokesperson of the Society says that there has been a 50% of increase in demand for services of the neumology physicians at hospitals in comparison to other times of the year.

The physicians recommend the public pay particular attention to hygiene and other preventive measures, only taking acetaminophen for discomfort, and to see a physician In case of respiratory difficulties.

Sur Futuro announces co-management of Los Baos river basin
Sur Futuro non-profit announced it will be working with the management of the Los Baos riverbasin. Melba Segura, president of Sur Futuro, made the announcement in a presentation together with Agriculture Minister Osmar Benitez, representatives of the Spanish Cooperation Agency (AECID) in the Dominican Republic, Antonio Benete of CESAL; Marina Pimentel of Humanismo y Democracia (H+D), and Jose Homero Isa of the Instituto Dermatológico y Cirugía de la Piel Huberto Bogaert (IDCP), among others.

A Master Plan for the Sustainable and Comprehensive Management of the Water Resources of the Microbasin of the Los Baos River was presented. The project seeks to make a significant contribution to improving the quality of life of the population of San Juan de la Maguana.

The river basin is located in the southwest and includes 52 communities with 16,252 inhabitants. The majority of the population live in the communities of Vallejuelo, Jorgillo, Batista, El Rosario and Derrumbadero.

Finjus and Anje to deputies: Get to work!
Directors of the Foundation for Institutionalism and Justice (Finjus) and the Young Entrepreneurs Association (Anje) urged legislators to get to work on priority projects. The observation is made as the pre-electoral year concentrates much of the attention of the legislators on more specific political issues, rather than national matters.

The civic society spokespeople called for attention to the passing of the Penal Code, Electoral Regime Bill, Land Use Bill, Public-Private Alliances Bill, among others.

The president of Anje, Guillermo Julián stressed the importance of legislators moving on the Public-Private Alliances Bill that he says would have a positive effect on job creation. The vice president of Finjus, Servio Tulio Castaños pressed legislators to work on the Penal Code that would include new rulings to punish crimes that are not covered in the old legislation.

The heads of both organizations were received by the president of the Chamber of Deputies Radhames Camacho who told them he is waiting for the branches of government to send the priority list of initiatives to prepare the work agenda for the Chamber of Deputies.

Where are the funds of the traffic fines going to?
The Federación Nacional de Trabajadores del Transporte Social Cristianos (Fenattransc), has requested the Ministry of Hacienda, Tax Agency (DGII) and the Attorney General Office to explain how the multimillion peso funds from driver fines are being allocated.

Mario Díaz, president of Fenattransc, said: "We would like to know what you have done with the millions of pesos collected during the period from 1 July 2017 to 28 January 2019, for fines paid by drivers who have violated Traffic and Transit Law 63-17.”

He said the law establishes that 75% of the resources will be allotted to the Attorney General Office and 25% to the National Traffic and Transit Institute (Intrant). He said the institutions have yet to tell how much they are collecting for the increase in traffic fine values.

Owner of Eros sent to pre-trial custody for pimping
National District prosecutors sent Jean Edouard Cornielle Darbouze to pre-trial custody at the Najayo Jail accusing him of pimping and money laundering. He is one of the owners of Eros Barbería y Spa, a business closed down after investigations into the death of Katherine Sanchez from a ninth floor where Cornielle also held an apartment in the same Malecon Center complex. The Oficina de Atención Permanente del Distrito Nacional had also ordered pre-trial measures requiring monthly presence, impediment to leave the country, bail of RD$100,000 and use of electronic locator to María Cristina Echeverri Díaz (owner of the business with Cornielle), Ireni Fabiola Abreu and Keyla Carolina Castro Llanos, who according to the Public Ministry they also participated in the illegal activity.

Government officer gets pre-trial custody in step-daughter rape case
Former ambassador Donni Santana was sent to a year pre-trial custody at the San Pedro de Macoris jail. He is accused of raping his 14-year old step daughter. Former National District prosecutor Yeni Berenice Reynoso told the press that the mother of the girl is also under investigation. Santana was fired last year from his position as director of the National Border Council once the case went public. He had held the position since 2015.

Wilton Guerrero: Buche continues drug actions from jail
Peravia senator Wilton Guerrero told reporters that Rafael Antonio Díaz (Buche), the drug trafficker under arrest for the death of Police colonel Daniel Ramos Alvarez from the La Preventiva jail in Baní had recently ordered two persons who had placed legal claims against him to be arrested by the authorities. Guerrero alleges that the alias Buche continues to operate with the complicity of the authorities.

The Police searched the houses of Roselys Margarita Montero and Renata Priscina Ramirez who had placed claims against him in October 2018 that led to his arrest at that time. Buche did not accomplish his objective when the wrong houses were searched. But at the time, by order of Buche, 59-year old Justiniano Lara Serrano was arrested in Jarro Sucio de Paya. He is a brother in law of Renata Priscina Ramirez and taken to the La Preventiva jail in Bani to be taken to his cell at the jail.

What is known is that Serrano was brutally beaten and it was not until his relatives called Senator Guerrero and the later called General Then who traveled to the jail finding Lara Serrano in poor condition and under the custody of an inmate known as Morenito. The senator showed photos of Lara Serrano who was taken to the public hospital.

As reported, on that day, Buche kidnapped Serrano and attacked him in the bathroom and then called his wife to demand ransom of 135,000 or else he would stab the man to death.

Wilton Guerrero emphasized that Buche is directing drug trafficking operations and crime from his cell in the jail with the cooperation of the Public Ministry and the drug control unit of the Police (Dicrim).

"We cannot say of the Dican, because the staff of the National Police drug unit has just recently been transferred, and we cannot say that it has the support of the DNCD because the entire complement was also transferred," said Guerrero referring to the other two government drug control agencies.

He gave as an example that on the 23rd of January in Baní ten raids were made on an equal number of drug points when only that information was known in the capital, the organ that created those ten raids, General Then and the Public Ministry in Baní.

"In the 10 searches carried out, they found absolutely nothing, because members of the public prosecutor's office belonging to the operative unit of organized crime gave the information to the owners of the drug points and the intelligence information was received so that they could remove in time the illicit materials, that is, weapons, drugs, cameras, etc," said Wilton Guerrero.

Guerrero says :"In Baní, the Dicrim and the Public Ministry are essentially an operational unit of organized crime and common delinquency," he said. Senator Guerrero invited the media to his office where he showed photos and documents to back up his denunciation at the Senate hall.

DR to first play Puerto Rico and Panama in Caribbean Series
The Estrellas Orientales are preparing to travel to Panama on Friday, 31 January 2019 to play the Caribbean Series that will be held 4-10 February at the Rod Carew Stadium in Panama City. The event is organized by the Caribbean Professional Baseball Confederation(CBPC).

Juan Francisco Puello Herrera, the Dominican commissioner for the CBPC, said that the Dominican Republic is in Group B of the now six-team Caribbean Series. The DR will play Puerto Rico and Panama. Cuba, Mexico and Venezuela are in Group A. Panama and Cuba are new in the expanded series this year.

Participating teams this year are:
Leñadores de Las Tunas (Cuba), Estrellas Orientales (Dominican Republic), Cangrejeros de Santurce (Puerto Rico), Cardenales de Lara (Venezuela), Charros de Jalisco (México) and the Toros de Herrera (Panamá).

The series calls for each team to play four matches, in a round robin from Monday, 4 February to Saturday, 9 February. The winners of each group will then play the finals on 10 February. There will be two games played every day at 3pm and 8pm, with games on Saturday being at 1pm and 7pm. The teams get two days off. The finals will be on Sunday, 10 February at 4pm.

Those following the Series, should take note that Panama City is one hour earlier than Santo Domingo.

Panama is the last minute host of the event that originally had been scheduled to take place in Barquisimeto, Venezuela but was changed because of the ongoing political crisis in Venezuela. Major League Baseball had strongly recommended that players and staff not travel to Venezuela for the tournament in the wake of the violent protests, after Venezuelan president Nicolas Maduro and opposition leader Juan Guaido dispute their right to power in Venezuela.


Puerto Rico to be guest country for Santo Domingo book fair
Culture Minister Eduardo Selman announced that the Santo Domingo International Book Fair (FILSD2019) set for 26 April to 5 May 2019 will be dedicated to the late Dominican writer Virgilio Díaz Grullón. Puerto Rico has been named the guest country for the event. A large delegation from neighboring Puerto Rico is expected to attend the book fair and several talks and presentations by Puerto Rican authors are scheduled.

The book fair in 2019 will take place at different venues in the Colonial City, a first. These include the Fortaleza de Santo Domingo (Ozama) and the Plaza España. Its traditional venue, the Plaza de la Cultura, is under renovation.

Festival de Cine Global in Santo Domingo
The pioneering film festival, Festival de Cine Global opened at the National Theater on Wednesday, 30 January with the premiere of Mexican comedy, “Como si fuera la primera vez”. The comedy was filmed at the Lantica studios in Juan Dolio. Director Mauricio Valle and actors Ximena Romo, Paco Ruedas and Alejandro Camacho were here for the opening.
The 12th FCGD festival continues at the Palacio del Cine at BlueMall Santo Domingo through 6 February 2019.

Omar de la Cruz, director of the 12th FCGD, said that other special guests coming for the film festival are Spanish judge Baltazar Garzón. A documentary on the judge’s work, The Code, is part of the Film Festival program. Garzón earned international fame when he took the Chilean dictator Augusto Pinochet to justice, leading a global movement of judges, prosecutors and lawyers to guarantee international punishment for major economic financial and environmental crimes.

Also here is US film director Brett Ratner, US director John Singleton and Jesse Terrero, who will be recognized during the festival.

Korea is the guest country this year.

Concerts, theater, dance, photography at Santo Domingo Pop
Young talents are coming together on Saturday, 2 February and Sunday, 3 February 2019 for the presentation of Santo Domingo Pop on the grounds of the National Botanical Gardens in Santo Domingo. As of 3pm, the arts festival opens to educate, entertain, promote and preserve the identity of Dominicans. Santo Domingo Pop is described as a celebration of Dominican talent.

On the program are performances by singers Riccie Oriach, Covi Quintana, Mark B, Víctor Víctor, La Marimba, Solo Fernández and Rando Camasta. Poteleche, Norca Amézquita and Angurria promises surprises with their graphic art; and Wifredo García, Alejandro Núñez, Roger Zayas and Hilda Pellerano will do so through photography exhibitions. An exhibit of 18 photogarphy by Wilfredo García is scheduled for the Centro Leon in Santiago at the same time.

There will be theater presented in works by Lía Briones and Shei Lee; dance with Joel Rodríguez, María Emilia García and Eliosmayquer Orozco Garbey; and literature in the voices of Pedro Genaro, Miguel Yarull, Alexis Méndez, Anya Damirón and Kenya Roque.

There will be a showing of outstanding plastic art works, part of the collection of the Customs Agency, Guillo Pérez and Lizander Jiménez.
