Renewing passports, cedulas, and driver's licenses at DR consulates abroad
If you are a citizen, in some DR Embassies abroad you can. As a resident, it is only possible in Santo Domingo.
Weird website for the DR Consulate in New York but yes can do it. Also at some of the smaller offices and all available in Washington DC as well (apart from driving license)

My wife did get her Dominican passport renewed when it expired at the Dominican consulate here in the Netherlands.
So yes, they do supply that service. I think they had it printed at the embassy in Spain.
They did not do it within the time they specified it would take, were about a week late.
