Electoral Regime Law 15-19: A setback?
President Danilo Medina signed the Electoral Regime Bill on 18 February 2019. Law 15-19 was signed with enough time remaining to allow its enactment before the 2020 general elections. It has been debated in Congress for more than a decade. The law provides a legal framework for the Central Electoral Board (JCE) to organize transparent elections.

The Foundation for Institutionalism and Justice (Finjus) states that instead of advancing the electoral process this new law keeps intact many criticized aspects of its predecessor, Law 25-97 and the logic and electoral system that has been used for the past 21 years.

A Finjus press release argues that “coat-tailing” is maintained in the case of election of senators. Finjus states that this distorts voter intention as it turns the vote of a citizen into a vote for a political party in contradiction with the democratic intent. Finjus also criticized the system pointing out that a candidate with the most votes may in fact not win a seat due to political party affiliation.

Finjus also takes exception with the high level of campaign expenses authorized by Congress.

Another major step backwards in the passed bill is the quota for women that is now even less binding than in Law 25-97. In this regard, the Feminist Forum Magaly Pineda has called for President Danilo Medina to reject this bill calling it a major setback for women in politics. "The recently approved Electoral Regime Law establishes, on the contrary, the quota at the national level and presents the risk that the parties place women in the margins where they have no chance of winning," said Sergia Galván, member of the women's conglomerate, during a public demonstration that they held in front of the Presidential Palace on 14 February 2019.

More homes presented by President Medina
President Danilo Medina was in eastern Santo Domingo on Tuesday, 19 February 2019 for the presentation of government-built homes in Palmeras del Este I and II housing projects located in the Juan Bosch City residential area. The total of homes built by the government in the residential area now totals 848.

Also present at the event was Minister of the Presidency, Gustavo Montalvo, president of the Trustees’ Committee of Juan Bosch City, that coordinates the government part of the project.

The next phase of the project is Palmeras del Este III and IV where a further 1,008 dwellings are under construction by the government.

José Ramón Peralta: Medina has the votes
The Administrative Minister of the Presidency, José Ramón Peralta told journalists at the Presidential Palace yesterday that recent polls suggest that in the PLD, the only pre-candidate that could win enough votes to win in a first round is President Danilo Medina. Medina is banned from running for the Presidency in 2020 by the 2015 Constitution. That Constitution supersedes the previous 2010 Constitution that had also banned him from seeking re-election.

President Danilo Medina has said he would speak on his re-election bid in March.

"Danilo Medina is the only one, today, in the PLD that wins in the first round. In all the surveys, he is the only one who wins in the first round against all politicians in the Dominican Republic he observed in a morning interview on the TV show, Conexión 31. Peralta said: "He [the President] said when the party addressed the issue, he’d talk. It could be in March, April, May, June until July, but tentatively the party said it would address the issue in March," he said.

Peralta said PLD polls show that Medina has the vote of more than 50% of the population. The ruling party has the vote of 53% compared to its nearest opposition that only reaches 24%.

The PLD influential political committee is scheduled to meet on 4 March 2019.


JCE meets with parties who are holding primaries
The Central Electoral Board (JCE) judges met on 19 February 2019 with representatives from five political parties that have announced they would hold their primaries on 6 October 2019. The meeting was to review the budgets for the process.

JCE president Julio César Castaños Guzmán met with representatives of the Dominican Liberation Party (PLD), Revolutionary Modern Party (PRM), Dominican Revolutionary Party (PRD), Country Alliance Party (AlPaís) and Democratic Option (OP).

The JCE also announced it has received a total of 31 requests for recognition of which seven were from formal parties and 24 from political movements.

Miguel Vargas promotes Dominican-German business in Berlin
Foreign Minister Miguel Vargas was in Germany for meetings to strengthen Dominican relations and discuss global agenda issues. During his visit, Vargas proposed an alliance for development and competitiveness between the Dominican Republic and Germany and to develop common ground for both countries to pursue a global agenda on strategic issues. Vargas made the remarks during the opening ceremony of the 16th Latin American Conference on German Economy in Berlin, Germany where he spoke on behalf of Latin America. Also speaking at the opening ceremony was German Economy Minsiter Peter Altmater.

Dominican-German trade is now at US$475 million. He highlighted that European Union direct investment in the country was US$350 million for the thirst three quarters of 2018. He encouraged an increase in trade and investment between both countries. “We are currently working to become a logistics center with regional distribution facilities for foreign and Dominican companies,” highlighted Vargas. This would take advantage of the country’s geographical position.

The Ministry of Foreign Relations reported that Vargas met with German businessmen in the sectors of aviation, banking, energy, and agriculture during his visit to Germany.

Electricity agreement again postponed
The Economic and Social Board (CES) had scheduled to sign the Electricity Pact at 11am on Wednesday, 20 February 2019 at the Presidential Palace in a ceremony headed up by President Danilo Medina. But at last minute, the largest opposition political party, the PRM announced it would not sign in the understanding several points were not real solutions to the national electrical problems.

The PRM conditions its signing to compliance with the General Electricity Law 125-01 and that any decree or disposition that violates it must be repealed; perform a restructuring of the CDEEE so that it is ruled by only one board of directors; merge the three power distributors into one; perform the audits to the distributors; make transparent the construction process of Punta Catalina, among other points.

This is the second time the signing is announced and then postponed. In December 2017, after three years of negotiations, Antonio Taveras, who at the time was president of the Association of Industries of Herrera and the province of Santo Domingo (Aneih), refused to sign and went public about several points that he said were unacceptable. Taveras just recently ended his term at Aneih.

The pact outlines a Strategic Business Plan to improve the management of the energy sector from now to 2022 and includes a plan to reduce losses in the distribution to a maximum of 15% over six years, greater sanctions against fraud and the regulation of prices until 2023.
The president of the Dominican Republic Association of Industries (AIRD), Celso Marranzini lamented the suspension. He said the agreement would have been key to reducing the very costly electrical distribution losses.

Others had agreed to sign in the understanding that the CDEEE in the next six months would draft a Comprehensive Plan for the Development of the Electricity Sector 2015-2030, with the policies and actions agreed upon in order to achieve an integral and sustainable development.

Upon agreeing to sign, the executive president of the Dominican Association of Electricity Industry (ADIE), Manuel Cabral had called for the convening of a commission to implement the new agreement. "Now we must act on this agreement because it is unacceptable that inaction after three years of negotiation and a year and a half waiting for the final signatures, will negate all of the efforts of so many. We need the full support of the government so that the pact is fully enacted," Cabral had said.

The National Development Strategy (END) Law 1-12 ordered the signing of the pact. The electricity agreement should have been signed by 2013, according to Law 1-12. There were difficulties from the start and the discussions would not start until 2014.

Hookah use now regulated
The Executive Branch has enacted Law 16-19 that prohibits the use of the hookah in both public and private enclosed structures. Article 3 of the law prohibits the use of hookah in closed or open structures as well as in passenger transport vehicles.

The law establishes that the owners of such places can be fined between five and 15 minimum salaries if they allow the use of the hookah in their establishments or vehicles.

The law also permits authorities to confiscate and destroy the hookah and its components.

The law was written by Deputy Miladys Núñez (PLD-Duarte) for public health reasons.

In vitro fertilization in the country
The Dominican Republic now has 11 in vitro fertilization centers, eight in Santo Domingo and three in Santiago, and every year around 1,000 treatments are carried out to assist in reproduction for those who experience difficulty becoming pregnant. The first successful treatment that resulted in the birth of a child was in 1996. Dr. Alexis Martínez of the Santo Domingo Fertility Center estimates that each procedure costs between RD$400,000 to RD$500,000.

Families still waiting for relocation
50 families from Hoyo de la Zurza, that were evicted for the construction of Santo Domingo Metro, almost 14 years ago, are still waiting for the dwellings the government promised to deliver after they and others were moved to La Zurza on the Isabela River bank.

According to Víctor Manuel Portalatín, spokesman of the Zurza Development Committee, in 2009 50 apartments were allocated to some of those forced to relocate, an additional 30 apartments were made available in 2014 but none since then.

They are asking President Danilo Medina to comply with the promise from the Office for the Reorganization of Transport (Opret) to these families, and are asking that another 57 who do not live in the area but are staying elsewhere with family or friends also be considered for new housing.

More power for Punta Cana-Bavaro
Wärtsilä has installed two new power plants to supply the increasing electricity demand to the growing tourist industry. These were commissioned by Consorcio Energético Punta Cana-Macao (CEPM), a privately-owned utility company.

The baseload power plant will deliver a reliable supply of electricity to hotels, restaurants, local industries and residential customers in the popular tourist resorts of the Punta Cana-Bávaro and Bayahibe areas.

US justice fugitive arrested
Agents from the National Drug Control Agency (DNCD) have arrested a Dominican who was being sought in the United States for several crimes, including kidnapping, aggravated sexual aggression, forced entry and presumed terrorist threats. Edison Ramón Reynoso Guerrero, aged 28, was arrested at the Cruz de Hoya Grande, in Licey, La Vega province.

An extradition warrant has been issued by the Supreme Court of Justice to send him to New Jersey in the United States to face the charges.

Numbers of police being charged with offenses dramatically increases
The director of the National Police, Major General Ney Aldrin Bautista, has announced that from 2012 to 2018 some 3,235 police officers were dismissed, 4,979 were penalized and 6,609 were charged for a total of 14,823 officers disciplined.

According to the statistics from the Internal Affairs department at the National Police, in 2018 alone there were 848 dismissals, 1,406 sanctions and 2,052 were charged. In this year to date there have been another 840 police officers fired.

He pointed out that far more police officers are being charged now as back in 2012 there were only 800 who faced judicial proceedings.

Last chance for Team DR to make FIBA World Cup
Team Venezuela says they have no plans to give Team DR a break when playing the last qualifying round at the Palacio de los Deportes of the Juan Pablo Duarte Olympic Center in Santo Domingo on Thursday, 21 February 2019 starting at 8:30pm. For Team DR, the game is seen as its last chance to win a slot in the FIBA World Basketball Cup.

Coach Melvyn Lopez hopes that the backing of Dominican fans can make the difference. Ace team player Eloy Vargas said the team can not trust that Venezuela will not be at their best because the game doesn’t matter for them. Venezuela has already qualified for the FIBA tournament.

The DR later plays the much superior Team Brazil on 25 February at 8:30pm at the same venue.

Tickets to the game cost RD$450, RD$350 and RD$200.


Oscars on Dominican TV
Channel 11 (Telesistema) and Channel 2 (TeleAntillas) will be transmitting in Spanish the Oscar Awards Ceremony on Sunday, 24 February 2019. The 91th Oscars gala starts with the red carpet show from 7:30 to 9pm. The local hosts for the show are Miralba Ruiz and Miguel Cunillera.

As a warm up, a pre-show will be held on Saturday, 23 February at 10pm conducted by Miralba Ruiz, Miguel Cunillera, Radhamés Espíritu, Edwin Cruz and José Maracallo.

In the United States, the ceremony is to be broadcast by the ABC network.
