Based on the internet resources and what people have posted or suggested here, there are only three countries that Dominicans can visit without obtaining visa before arrival that Americans cannot.

Russia
Cuba
Iran

Does this seem correct?

thats incorrect, there more countries that we can visit without visas,

Nicaragua
Guatemala
Honduras
El Salvador
Belize
Cuba
Trinidad & Tobago
Colombia
Ecuador
Perú
Paraguay
Japan
Turkey - eVisa
Qatar
Hong Kong
and some others that I do not remember now.

Russia, Serbia and Brasil didnt finish the paperworks of the process of free visa entry for Dominicans, so hopefully we will be able to travel free visa at some point of the 2019.

If you have USA, Canada or Schengen multiple visa and its been used at least one time you can enter Visa free to Panamá, Coista Rica, Aruba, Curacao and San Martin.

If you have multiple USA Visa or UK Visa and its been used at least one time you can enter visa free to Paraguay

If you have multiple USA Visa or Schengen visa and its been used at least one time you can enter Argentina with e-Visa.

If you have multiple USA visa and its been used at least one time you can enter visa free to Mexico.

Everything is always changing so I recomend always verify with the consulate before book a flight.
Everything always is changing so

There was a tweet of a Dominican that went to Russia after the announcement and he was stuck at the airporto because he didnt have the visa, If a Dominican could go without a Visa then for Russia all has been finished.

No, this is not correct.

. . .Would you add or remove any countries from the Russia, Cuba, Iran list?

Remove Cuba from the list. Americans can enter Cuba without a visa.

My understanding is that Americans wishing to visit Cuba are required to obtain a tourist card or visa prior to boarding their Cuba-bound flight.

Dominicans, by contrast, are permitted to purchase the tourist card upon arrival in Cuba.

It is a lot simpler to visit Cuba from the DR than the US. US has some dumb rules, DR you just go.

It's fine here because it seems that the question might be where an American, or could also apply to Dominicans with a US visa can travel to compared to a Dominican with an ordinary passport that is on our master list.

It might be of some help to the OP
