Santo Domingo skylift closed for 15 days
The Santo Domingo skylift that transports passengers over the Ozama River is shut down for 15 days. Extra Omsa buses have been assigned to mitigate the absence of the public transport system. The buses will be serving passengers from the Los Tres Brazos Santo Domingo Metro station to the Ercilia Pepín station, and from the Charles de Gaulle station to the Sabana Perdida-Metro Rosa Duarte station. A bus schedule of 6am to 10pm is now in place to connect east and west Santo Domingo.

The skylift service will be restored at the end of March. The shutdown of the skylift is for routine maintenance works.

Candidates for Supreme Court of Justice judges to be known on Monday
The National Council of the Magistracy (CNM) announced on Friday, 15 March 2019, that it has a list of 79 persons that will be evaluated for the positions available at the Supreme Court of Justice. The list of names will be released on Monday. During a press conference called at the Presidential Palace, the secretary of the CNM, Frank Soto said that among those pre-selected are 62 career judges.

The National Council of the Magistracy has completed the round of assessments to the current judges of the Supreme Court of Justice that have expressed their interest in continuing in the positions.

During the scheduled meeting on Friday, 15 March, as reported the National Council of the Magistracy did not address the violations to the assessment ruling made by Attorney General Jean Alain Rodríguez during the session of Monday, 4 March or during the press conference on Friday, 12 March. Instead, the Attorney General would himself tell reporters that the discussion of the violations was a closed issue.

The performance on 4 and 12 March by Rodríguez has met with generalized rejection. Journalist Altagracia Salazar reports that his talk during the audience of the American Chamber of Commerce was recently canceled for lack of quorum.

Politicians ordered to remove street propaganda
Politicians have 15 days to remove political propaganda from public streets and spaces, according to a note from the Central Electoral Board (JCE). The JCE is instructing the municipal electoral boards to request that the city governments take actions to remove the propaganda for the 2020 general elections. The Political Parties Law 33-18 bans the early placement of this material.

In a meeting of the plenary of the JCE on Thursday, 14 March 2019, a newly created Observatorio Electoral de Redes Sociales was entrusted with the monitoring of propaganda carried out by the pre-candidates. The same observatory is entrusted with identifying fake news in social media that could affect the 2020 elections.

Vaccination campaign in Santiago
The Dominican Journalists Guild (CDP) Santiago de los Caballeros chapter and the regional office of the Ministry of Public Health have combined efforts for a vaccination campaign against diphtheria, tetanus and influenza. According to Lisa Gonzalez, a member of the board of the CDP branch, told reporters that the reach of the campaign is CDP members and the community in general.

The campaign is taking place at the offices of the CSP in the Villa Olimpica just of Av. Estrella Sahdalá.

In the light of recent events in Oregon where one non-vaccinated child spread measles to 21 others, vaccinations are currently in the public eye. Facebook has removed bogus anti-vaccination accounts from its pages and children have defied their parents and obtained their vaccinations.


Truck traffic limits on the Malecón
The city government of the National District (ADN) reaffirmed that City Order No. 2/2017 restricts truck traffic on the sea-bordering Malecón of Santo Domingo. The capital city government says it will be enforcing the measure. The measure establishes that from Monday to Friday heavy trucks are only allowed to transit on the avenue from 12am to 2am and on Saturdays from 12 am to 12pm. On Sundays and holidays, heavy truck traffic is banned from using the city road. The city government urges that companies stick to the night schedules.


Conservationists release fingerlings into Yaque del Norte River
In an effort to reduce contamination and to maintain a viable ecosystem, several entities have released tens of thousands of fingerlings (tiny fish) into the Yaque del Norte, the country’s most important river in agricultural and environmental terms.

Dario Cruz Holguin, the president of the ISA alumni association (Instituto Superior de Agricultura), told reporters that this latest batch of fingerlings brings to 150,000 the fish that have been released into the river so far this year. The goal is to reach three million.

The fish will help keep the river clean and when they are full-grown, they will be a source of protein for the people downstream. The fish assist in the elimination of biological wastes in the rivers and streams.

According to Cruz Holguin, over the past 50 years, some 150 streams and creek and small rivers have disappeared due to a loss of forest cover in their watersheds and contamination along their waterways.

The program is carried out with the help of the local city government, the Colegio Iberia, the neighborhood watch groups of Brisas del Yaque and the Maimoncito Cooperative.

Santiago calls for important infrastructure projects
While recognizing the efforts of the government in the province, the Council for the Strategic Development of Santiago (CDES) has issued a call for a series of infrastructure projects that will aid in the economic development of the province as well as the entire region. These projects are the completion of the highway expansion from Navarrete to Puerto Plata; the enlargement of port facilities in Manzanillo to serve large ships; the MercaCibao marketplace and the Cibao Trade Center.

The council includes 72 organizations. It says it is focusing on five areas:
an alliance between government and the private sector for the care of the parks; the local economy, jobs and business creation; the free zones; the port of Manzanillo and the Merca Cibao as an outlet for the region’s farm produce. The environment is an important part of all of these efforts.

Mirtha Saleta and Yeniffer Cruz, the project manager and communications director, also talked about some of the other current programs now underway. These include the cleanup of the Gurabo Creek, the Central Park (at the old airport), the Botanical Gardens, the Aqueduct, and the zoning of the area.

Drought will cause water rationing: use wisely
The government, by way of the Coordinating Roundtable of Water Resources, announced late last week that it would implement new measures to deal with the drought situation that is affecting 95% of the population. The drought has caused major losses in farming and livestock. It has affected farm production, especially in the northwest and southwest.

Roundtable members reported that the dry spell is expected to continue for at least another 60 days.

Agriculture Minister Osmar Benitez reported that his ministry has invested over RD$150 million in support of farms and livestock affected. Olgo Fernandez, the head of the National Hydrological Institute (Indrhi) said that water for human consumption is guaranteed, but he also called on farmers not to initiate new harvests until there is official communication of the ability to sustain the crops. The Indrhi is in charge of the operation of reservoirs.

Geologist Osiris de Leon told reporters that although water for human consumption is guaranteed, the public must be made aware of the urgent need to conserve water. In Santo Domingo, the CAASD reported that more than 150 cistern trucks are distributing water to the sectors most affected.

Opposition party leader, Guillermo Moreno writes in Diario Libre that the government is acting too late. He said the forecast on the drought was known months ago and it is only now that the government is taking actions to mitigate the situation.

Nation hit by massive Fenatrado strike
Some 30,000 of the nation’s trucker cartel parked their units on Friday, 15 March 2019, to protest the government’s lack of transparency regarding the price of fuels. On Thursday, the Ministry of Industry, Commerce had addressed the leaders of the transportation organization, but according to Ricardo de los Santos, the president of the National Federation of Dominican Transportation (Fenatrado), the government did not satisfy the demands made by the syndicate.

De los Santos told reporters from most of the nation’s newspapers, including the Diario Libre, that his men and women could not continue working under the current pricing system. He claimed a 100% success rate for the work stoppage. He said that he hoped the government is honest enough to reveal the true cost of the strike.

On Thursday, 14 March, the MICM had met with the Fenatrado leaders and insisted that the methodology for calculating the fuel prices be totally transparent and public. Officials from the ministry explained the process to the union leaders. According to the MICM, fuel prices are calculated according to what is established by Regulation 307-01, of Law 112-00 on Hydrocarbons.

Did Tecnimont pay bribes to get Punta Catalina contract?
Italian authorities are investigating alleged corruption acts by the Italian engineering firm, Maire Tecnimont SpA. The company is the co-contractor with the Brazilian firm Odebrecht, of the Punta Catalina thermoelectric central, the largest public work underway by the Medina administration.

The Italian government began the investigation at the request of the non-governmental organization, Common. Fianza Report, an Italian publication, says that the company paid bribes of 2% of the total worth of the contracted US$1.9 billion.

As reported in Corriere Della Sera, the company has said it would cooperate fully with the authorities. It clarified it exclusively offered engineering and procurement services for the coal-fired power plant.

In the Dominican Republic, the Attorney General excluded investigating the Punta Catalina power plant from the Odebrecht bribes case.

Clash at the border with violent Haitians
One hooded Haitian was killed and another was injured after they crossed the border to throw rocks and bottles full of gasoline at members of the Armed Forces. The Haitians protested that the government was building a gate around a Customs Agency building in Carrizal, Elías Piña on the border with Haiti, as reported by the Ministry of Defense. The Dominican military fired in self-defense and to defend Dominican territory.

As reported, on the Haitian side of the border, Haitians were burning tires and affecting the Friday market day as part of protests demanding that Haitian President Jovenel Moise resign. But then the protestors crossed the border. Dominican soldiers fired in self-defense after two of the Haitians crossed to Dominican territory and threw rocks and a bottle of gasoline at Colonel José Manuel Durán Infante, director general of the Cuerpo Especializado de Seguridad Fronteriza Terrestre (Cesfront).

In a press release, Defense Minister Rubén Darío Paulino Sem lamented what had happened and said a special commission head by Ministry of Defense inspector general Edmundo Félix Pimentel, and general commander of the Army Estanislao Gonell Regalado, would investigate and present a detailed report. The army says that the Haitians had been congregating at the site with a hostile attitude, but then they crossed the border and began to shoot and throw stones at the Dominican soldiers.

Last week, Enrique Ramírez, director of the Customs Agency, announced the DGA is building multi-agencies at several points of the border to ensure greater control and security in commercial transactions at the border. He says the DGA checkpoints are coordinated with the Haitian authorities.

Elías Piña senator Adriano Sánchez Roa said that the hostility of the Haitians is because they oppose the construction of the gate around the Customs Agency. The gate seeks to better organize trade on the border.

Niño Malo arrested when returning from New York
Agents of the J-2 intelligence unit of the Ministry of Defense arrested Randy Reyes Marmolejos (Niño Malo) upon his return to the Dominican Republic from New York. He was arrested shortly after landing at the El Cibao International Airport in Santiago. He was fugitive of justice after in March 2018 he uploaded a video where he is seen firing from an automatic gun from a running vehicle. The video went viral.

Reyes Marmolejos returned on Saturday, 15 March 2019 to the Dominican Republic on a JetBlue flight. The media reported that he traveled abroad after learning the Police would arrest him.

Holy cow!! Changes in the rules of baseball
Major League Baseball (MLB) announces important changes in the rules governing the national pastime of the United States and the Dominican Republic. There will be a unique deadline for trades, on 31 July. There will be a Day of Elections for the All Star Game, and there will be a million dollar bonus for the champion of the Home Run Derby.

The MLB management and the Baseball Players Association also reported that in 2020 it will become obligatory for a pitcher to face at least three batters and team rosters will be expanded. But that is not all. There will also be something like the 24-second clock in basketball. Pitchers must throw a pitch within the designated amount of time.
