President names Nelson José Giullén Bello to preside Indotel
By Decree 135-19, President Danilo Medina promoted engineer and lawyer Nelson José Guillen Bello, a long time member of the board of directors of the Dominican Institute of Telecommunications (INDOTEL), to preside the telecom agency board. On the board, he represented telecom consumers.

A native of San Cristóbal, Guillén is a graduate in electronics and telecommunications from the Technological Institute of Santo Domingo (INTEC) and holds two masters degrees in Telecommunications Administration and Data Telecommunications. In March 2010, he received the Cisco Certified Network Professional (Instructor) at the Technological Institute of the Americas, in Boca Chica, Dominican Republic.

Guillén replaces Luis Henry Molina Peña, who was chosen to preside the Supreme Court of Justice.

First remarks by Luis Henry Molina, president of the Supreme Court of Justice
In his first remarks as president of the Supreme Court of Justice, new incumbent Luis Henry Molina Peña spoke of the great challenges ahead. “Justice gives power to those who have no power”, he said. He hopes to “convince and not defeat.”

He equated justice to independence but said it cannot operate in a void. “It needs of government, parliament, academia, civil society, the media and all citizens,” he said. He spoke of the importance of political consensus and social agreements.

Molina remarked when receiving the position from former president Mariano Germán at the Presidency:
“Even so, huge challenges remain. Old problems resist being overcome: an environment that forces us to face those problems with new energies, too. Citizens demand more and better access to justice, crime violates the right to justice. We will be confronting this task with determination.”
“Our Judicial Branch has to be a guarantor of rights, of fair compliance with the laws, a letter of presentation of our national community before the communities of the world as a free society, governed by the best aspirations for equity and justice.”

Other sworn in as Supreme Court of Justices were: Vanessa Acosta Peralta, Samuel Arias Arzeno, Anselmo Alejandro Bello, Napoleon Estévez Lavandier, María G. Garabito, Justicniano Montero Montero, Nancy Salcedo Fernández and Rafael Vásquez Goico.

Rica becomes first Dominican company to issue local shares
The Superintendence of the Securities Market announced Pasteurizadora Rica, the leading manufacturer of milk and juices in the Dominican Republic, becomes the first local company to sell stock in the Dominican Securities Market (BVRD). In the resolution dated 5 April 2019, the Superintendence approves the first issuing of equities in the Dominican Republic. A RD$8 billion trust fund for the public offering of stocks will be managed by Fiduciaria Universal, S.A. and sold by Inversiones Popular S.A. and CCI Puesto de Bolsa, S.A.

The company was authorized to sell up to 40% of the shares of the Pasteurizadora Rica, said Securities Superintendent Gabriel Castro.

Easter Week safety plans announced
The director of the Emergency Operations Center (COE), General Juan Manuel Méndez has announced that 45,521 people will be working to support COE’s Easter Week 2019 operation. Easter Week holiday is the equivalent to the US Spring Break, with schools called off the entire week. The aforementioned number will include Civil Defense volunteers, doctors, paramedics, and members of the military and police.

The operation will start on Easter Thursday, 18 April at 2 pm and finish on Easter Sunday, 21 April at 6 pm. The COE has said that the purpose of the operation is to try and prevent traffic accidents and drowning as well as intoxication.

In addition, there will be 3,101 assistance points in important places such as beaches, swimming spots, roads, highways and avenues throughout the country.

The director on the National Institute of Ground Transit and Transport (Intrant), Claudia Franchesca de los Santos, reminded everyone that heavy vehicles are not allowed on the roads from Easter Thursday at noon to midnight on Easter Sunday.

City mayor announces renovation at Mercado Nuevo wholesale produce market
National District City Hall has announced the investment of RD$18 million in repairs to the Mercado Nuevo in northern Santo Domingo. The work will include paving the parking area, lighting and other works requested by the vendors.

The Federation of Associations of Shopkeepers has said that RD$300 million needs to be invested for a definitive solution to the problems of the 40-year-old market.

The announcement of the RD$18 million was made during an operation carried out by City Hall on Sunday, 7 April 2019 via the office of Urban and Public Spaces Cleaning. A first disbursement for RD$400,000 has been made to the Federation.

Vice President Margarita Cedeño says she could be the solution to the PLD impasse
Vice President Margarita Cedeño says it would be a waste for her to be just First Lady, again. Cedeño was First Lady during the 2004-2008, 2008-2012 governments of former President Leonel Fernández, who aspires to return to the presidency in 2020. Fernández is the leading running pre-candidate.

Cedeño made the comments when participating in a meeting on provincial needs in Azua, and sent them out to the media as a press release.

Cedeño said that if her husband receives the will of God, the PLD and the people, he would again be President. “I will be at his side, I will wear the hat of First Lady; but I think it would be a great waste, a step back, to be just First Lady,” she said.

Cedeño in the past had always used the “de Fernández” to indicate her marriage to Fernández. But in recent years, she has been discouraging its use.

“I will not take a step back, not even to gain momentum,” said the two-time Vice President under President Danilo Medina.

Cedeño has been vocal about the timing being right for a woman to run for President. She has stressed the country is ready for new leadership. She has spoken up about the importance for Medina and Fernández to reach an agreement or be open to another person who could win in a first round of the election. She called for the politicians to take into account her life’s work in favor of the needed. Cedeño has directed the social politics cabinet of the Medina administration and works with the most vulnerable population groups.

She wants to be considered as an option if Medina doesn’t have the numbers and Fernández doesn’t have the strength to hold on to the Presidency for the ruling political party.

TSE reverts presidency of Miguel Vargas at PRD and other party decisions
The Superior Electoral Court (TSE) confirmed a previous decision to annul all decisions made during the 34th Extraordinary Convention of the party held on 3 December 2017. During the convention, today Foreign Minister Miguel Vargas Maldonado was confirmed as president of the political party through 2021. Vargas and the vote of PRD legislators were key to the reelection of President Danilo Medina in 2016. Subsequently, Vargas was appointed Minister of Foreign Relations.

Party dissidents had protested the convention and took the case to the TSE that had ruled in their favor in March 2018. But Vargas took the case to the Constitutional Court that ordered it to be heard again by the TSE.

Politicians Guido Gómez Mazara and Tony Rutinel saluted the decision and called for the Central Electoral Board (JCE) to suspend the delivery of government funds until new authorities of the party are elected.

Newlink: Medina 21.1%, Abinader 20.4%, Fernandez 19.9%, Collado 19.8%
Politicians could be at a record low in popularity in the Dominican Republic. The results of the Newlink Dominican Republic automated telephone poll on 3 April 2019 reveal that President Danilo Medina is the best-rated Dominican politician, but he only has the favor of 21.1% of Dominicans eligible to vote.

Of those at this time eligible to run in the 2020 general elections, the popularity ratings are also low: Luis Abinader of the PRM with 20.4%; former President Leonel Fernández 19.9%; Mayor of the National District David Collado 19.8%; and Vice President Margarita Cedeño (wife of Leonel Fernández), 10.4%. Former President Hipólito Mejía, who aspires to be on the PRM ticket, has a popularity rating of 5.8%.

In addition to Fernández and Cedeño, others who aspire to be the ruling PLD party presidential candidate rated: president of the Senate Reinaldo Pared Pérez 0.8%, and former Education Minister Andrés Navarro 1.1%.

The same poll indicated that Fernández would win the PLD primaries with 41.1%, up slightly from the 40.3% rating he received in the same poll carried out in December 2018. Fernández defeats other contenders for the PLD ticket that are his wife, Vice President Margarita Cedeño, 24.8%; former Education Minister, Andres Navarro, 14.5%; Tourism Minister Francisco Javier García, 5.7%; senator Reinaldo Pared Pérez 5.2%; Public Works Minister Gonzalo Castillo 4.8%; and former Interior & Police Minister Carlos Amarante Baret 3.8%.

The poll does not include President Danilo Medina because the 2015 Constitution bans him from running for President in 2020.

The same poll indicates that National District Mayor David Collado (41.7%) would win the PRM primary compared to PRM presidential candidate, Luís Abinader, 37.%, and former President Hipólito Mejía (2000-2004), 20.9%. In the December poll, Collado was rated 41.7%, compared to 38% of Abinader and 20.4% of Mejía.

The 3 April 2019 telephone poll used the Newbot system and reached out to 66,283 persons of a population of 6,042,471 persons of 18 years old or older.

Judge rejects questioning Attorney General and DGII director in Odebrecht case
Supreme Court judge Francisco Ortega rejected the request made by Jesús Vásquez defense to call Attorney General, Jean Alain Rodríguez, and Tax Agency director, Magín Díaz, as witnesses in the preliminary hearing for the Odebrecht bribe case. Vásquez’s defense team had asked that Rodriguez be called yesterday afternoon and today, Diaz.

Meanwhile, the representatives from the Specialized Prosecution for Persecution Against Corruption (Pepca) had asked that the request be denied, as it is not necessary for them to be called as witnesses at this stage of the proceedings.

Trial resumes in Yuniol Ramirez case
On Monday, 8 April 2019, a National District court resumed the preliminary hearing in the case of those accused of the death of the lawyer and university professor, Yuniol Ramirez. Ramírez had been investigating corruption at the OMSA.

Those accused are Manuel Rivas, ex-director of the Metropolitan Office of Bus Services (OMSA); Faustino Rosario; José Antonio Mercado Blanco (El Grande); Jorge Luis Abreu Fabián (El Taxista); and Eddy Rafael Santiago Zorrilla Víctor. Still overseas in the United States is another accused in the murder case, Argenis Contreras González.

Yuniol Ramírez was kidnapped in the UASD on 11 October 2017 and his body was found in the Manoguayabo River in Santo Domingo West, weighed down with concrete blocks.

Clown accused of abusing minors in Santiago
Kelvin Francisco Núñez Morel, better known as Kanqui, has been playing a clown on a children’s television program for nearly 13 years, but is now accused of being a pedophile, victimizing several minors. He was arrested on 8 April 2019 and is being held at the Palacio de Justicia in Santiago while the judge hears requests for pre-trial custody.

As reported, the child abuse cases could have been known for a long time, but it would take a TV report on CDN, Channel 37, when the cases of sexual violations were made public following complaints from three Santiago individuals for the Santiago justice to act ordering his arrest on Sunday, 7 April 2019. After the promo for the report was released, the Public Ministry acted. At least alleged victims have presented claims against the popular clown.

Lucas Benítez (Patelito), who presides the Dominican Clowns Association (Asopado) said that the case affects the over 1,000 clowns that work as such in the Dominican Republic. "It affects us because first people talk as if clowns come in six-packs,” he said. He is concerned people will generalize that clowns are rapists. Clowns under the National Union of Dominican Clowns (Unapadom) have also called for an investigation.

When the scandal broke, Kanqui was abroad. He was arrested by Santiago prosecutors at the Cibao International Airport upon returning from New York. He said he had traveled for professional reasons abroad, but changed his flight to return earlier to collaborate with the authorities and address the accusations.

Maria Trinidad Sanchez judge orders human traffickers jailed
Two men, accused of being human traffickers for illegal journeys to Puerto Rico, have been sent to jail for three months by a court in Maria Trinidad Sanchez province. Candelario Campos Peralta and Adelso Hilario Brito will complete their sentence in the Samaná public jail. Both were arrested at sea by the Dominican Navy when they were taking several people to Puerto Rico. In the last 72 hours, four illegal traffickers have been sent to jail. The Navy stopped another illegal journey on Sunday 7 April 2019 and arrested two more people.

New York couple goes missing in Samaná
A search is underway for a New York couple who took a vacation to the Dominican Republic and suddenly vanished, with no sign of them for nearly two weeks. Orlando Moore, 43 and his girlfriend, Portia Ravenelle, aged 32, had arrived on a flight from Newark on 23 March 2019 and were scheduled to return to their home in Mount Vernon on 27 March. NBC reports that two weeks later they have not taken a return flight back and their car is still parked at the airport.

Moore's sister, Lashay Turner, says all that is known is that the couple did check out of their hotel, the Gran Bahia Principe Cayacoa in Samaná, but there's no record of them getting back to the United States. As reported, they have not returned their rental car.

Collaborating for his new album are bachata singers Frank Reyes, Anthony Santos, Raulín Rodríguez, Luis Vargas, El Chaval, Elvis Martínez, Kiko Rodríguez, Teodoro Reyes, Joe Veras, Zacarías Ferreira, Monchy y Alexandra and the former members of Aventura, Max, Lenny and Henry.

This is his fourth album. He describes it as one of “ pure bachata” , with the sounds and lyrics on love and lack of love that identifies this genre.

Santo Domingo’s Olympic pool reopens with the DR Swimming Open
The Centro Acuático Juan Pablo Duarte (CAJPD) will host the DR Swimming Open from 11 to 14 April 2019 welcoming the best Dominican swimmers and international competitors. The event is a qualifier for the Lima, Peru summer Panamerican Games. The venue was built for the 12th Central American and Caribbean Games and a second Olympic pool was added for the 2003 Pan Am Games.

The diving pool, one 8-lane 50m pool and another 10-lane 50m pool, and 4-lane 25m pool were fully renovated, as well as complementary facilities, at a cost of RD$20 million.

More than 200 Dominican swimmers and around 60 international competitors will participate in the event. It has been reported that teams from Costa Rica and Bolivia are coming for the qualifier.
