President Medina inaugurates wind farm in Montecristi
On Tuesday, 9 April 2019, President Danilo Medina was in Montecristi to inaugurate the first phase of the Inikia Energy’s Parque Eolico Agua Clara, a wind park with installed capacity for up to 50MW. The developer is IC Power DR Operations, S.A.S.

Inikia Energy reports having made an investment of US$103 million in this first phase of the renewable energy project, their first in the country.

The wind farm is installed in an area of 120 hectares located between the provinces of Montecristi, Valverde and Puerto Plata on the north coast.

According to Inikia’s executive director, Willem Van Twembeke, the plant will have an annual estimated production of 170,000 megawatts per hour and will serve around 250,000 people. 25 wind turbines with capacity for 2 MW each have been operating since February.

New offices to be opened to assist Dominicans overseas
Foreign Relations Minister Miguel Vargas has inaugurated the Institute for Dominicans Overseas (INDEX) in Panama. INDEX will be in charge of affairs for the Dominicans in Panama and will have the responsibility for assisting Dominicans who are living abroad. Vargas said the Panama office is the first of many that will be opened abroad to assist Dominicans overseas.

Alcohol ban for Easter
The Ministry of Interior & Police has announced a curfew on alcohol sales on Easter Friday. Sales are banned from Friday at midnight to midnight on Saturday. Interior & Police Minister José Ramón Fadul outlawed closing roads or setting up swimming pools near stores that sell alcohol. This includes those on highways, avenues, smaller roads and neighborhood pathways across the country.

He went on to say that the authorities would be checking for minors in establishments that sell alcohol, for the obstruction of public roads, carrying of firearms, and loud music in vehicles and establishments.

He reminded that they need assistance or wish to complain about a violation of the rules, citizens can call 911 or *788 free of charge.

Don’t video me, help me: Dario Contreras Trauma Hospital campaign
The director of the Darío Contreras Trauma Hospital has launched a campaign to make people aware that instead of filming scenes of an accident they should be assisting the victim. He complained that many people give preference to making a video to post online rather than in helping the victim(s) or alerting 911, or simply getting out of the way.

“Don’t video me, help me,” is the name of the awareness campaign, said Dr. José Aponte, director of the trauma hospital that receives the most traffic accident cases in the country. He said the videos then cause much emotional trauma to the relatives and friends of the victim.

He urged people to drive safely on occasion of the start of Easter Week this coming Sunday.

Dr. Aponte says Hospital receives 250 to 300 emergencies a day, and of these, 22% are traffic accidents. He said the number spirals during holidays.


Political consensus in justice?
TV journalist Huchi Lora blasted out at new president of the Supreme Court of Justice, Luis Henry Molina, for his first remarks upon being sworn in at the Presidency on Monday, 8 April 2019. Lora was especially critical to the comment by Molina that he would seek “political consensus and social agreement” in his work. Lora said: “All the justice has to do is do justice, not reach any agreements.”

Molina is highly regarded for his track record in former government positions (National Judicial School, Center for Export & Investment, and Dominican Telecommunications Institute, as well as Presidency Vice Minister). Yet opponents to his being elected president of the Supreme Court of Justice had pointed to his militancy as a strong campaigner for the presidencies of President Danilo Medina and his membership in the Central Committee of the ruling PLD.

Polling companies register with the JCE
Six polling companies have registered with the Central Electoral Board (JCE) as required by new Electoral Regime Law 15-19. Political Parties Law 33-18 now allows for political parties participating in the 2020 general elections to choose their candidates by polling.

The companies are Mark Penn, Asisa Research, Consultores Estratégicos de Marketing, Investigaciones RD, Sigma Dos and Newlink Dominicana.
The JCE now needs to determine whether the companies are authorized to carry out the polls.

Europe Week coming in May
The European Union delegation in the Dominican Republic announced the celebration of Europe Week. This is a space where the general public can experience the diversity of Europe.

The event begins with a Saturday, 4 May 2019, at the headquarters of the European Union in Santo Domingo. The open day from 9am to 1pm is an opportunity for the general public to learn about European Union programs.

The general public is invited to participate in a free Youth Symphony Orchestra concert at the National Theater on Sunday, 5 May 2019. Ambassador Gianluca Grippa said the concert will be a magic night.

Another event is the presentation of the winning stamp in an event organized with the Dominican Postal Institute (Inposdom).

The European Union has cooperation programs underway with the Dominican Republic totaling EUR14.8 million for the period 2019-2021.

Wheat imports on the rise
According to a 5 April Global Agricultural Information Network report from the U.S. Department of Agriculture (USDA), the Dominican Republic, which has one of the highest per capita wheat and wheat products consumption rates in Latin America, is forecast to consume 422,000 tonnes of wheat in 2019-20, up from 415,000 the previous year. Dominican imports of US wheat imports are expected to increase to 535,000 tonnes in 2019. Demand is spurred by growing demand in the hotel, restaurant and industrial sectors. A considerable amount of wheat flour and finished products are then exported to neighboring Haiti.

Autopsy could reveal clues on fatal ending in American tourist case
Police investigators now suspect a fatal traffic accident could be the explanation for the vanishing of US tourists Orlando Moore and Portia Ravenelle. The couple had vacationed in Samaná from 23-27 March 2019.

Investigators are seeking to confirm whether a woman who had been found unconscious on the Las Americas Expressway on Wednesday, 27 March 2019 could have been the missing Portia Ravenelle. The corpse of a man with a tattoo is now thought to be Orlando Moore would be rescued by the authorities on Saturday, 30 March near Sans Souci, Santo Domingo East, in advanced state of decomposition, some 21 km east of where a vehicle is still down in the sea. Investigators await the results of the autopsies by the National Forensic Sciences Institute (Inacif).

What is known is that the couple had checked out of their hotel in Samaná and had driven south to the Las Americas International Airport and had crossed through the Marbella toll booth on 27 March 2019 in their rented white Kia Rio license plate A799107, presumably on their way to take the flight back to Newark. They crossed the toll at 1:41am, while their flight was scheduled for 1:30am that day. The tollbooth is about 6 km to the airport. The Police investigators suspect the couple was rushed to get to the airport. Surveillance cameras confirmed the vehicle was not seen at the airport.

The Police said that fishermen living in the area told them that on around that time they had heard a crash around Km 19 of the Las Americas Expressway. They then found an unconscious woman with multiple serious injuries. When the woman was later taken by ambulance to the Dario Contreras Trauma Hospital she was admitted without identification. She was there unconscious for six days in intensive care and died on Thursday, 4 April 2019.

The fishermen said they saw a car in the bottom of the sea, but the seas are rough at that point known as “La Batidora” and the rental car has not been recovered. Apparently, the body of the man had drifted east to where it was found near Sans Souci.

The Police said that Moore had several arrests in the United States for driving under the influence of alcohol.

The case was known in the Dominican Republic after NBCNew York broke the story when relatives told the TV journalists that their relatives had not returned.

Pilar Roch on innovation in a digital world
Leading Spanish thinker, Pilar Roch will be sharing her knowledge and new perspectives on life in the digital world during a talk at Indotel’s Centro de las Telecomunicaciones in the Colonial City. The talk is open to the general public and starts at 6pm on Wednesday, 10 April 2019.
