President Medina tours army posts on the border
On Sunday, 14 April 2019, President Danilo toured the border zone in a military buggy used by the military to protect the border. He was accompanied by Defense Minister, Lieutenant General Rubén Darío Paulino Sem. The Presidency reported that President Medina saw for himself the living and working conditions of the soldiers based in the border area. The force is in charge of border security and protecting the border against illegal migration and the illegal traffic of arms and goods. Among the Army posts visited by the President were Los Pinos del Edén, Cacique Enriquillo, la Pirámide 204, Aniceto Martínez, Cañada Miguel and Hondo Valle.

The visit of President Medina coincides with the end to the United Nations Stabilization Mission in Haiti (MINUSTAH) service. The MINUSTAH was replaced by the United Nations Mission for Justice Support in Haiti (MINUJUSTH). The UN reports that with this operation fully operational, preparations have already begun for that follow-up peacekeeping operation to make way for a new United Nations presence by the end of 2019 that would focus on the Caribbean nation’s long-term sustainable development.

Courts to close on Wednesday, politicians to take a break
On occasion of the Easter Week holiday, the national court system will be closed starting on Wednesday, 17 April 2019. Schools have been out since Friday, 12 April and classes don’t resume until 22 or 23 April. Many resorts and mountain destination lodgings report being fully booked. Meanwhile, thousands choose to remain in the cities to avoid the intense traffic. Shopping gets a boost, and the media compares the Easter Week holiday to Christmas, Back to School, and Mother’s Day buying sprees.

Likewise, the intense electoral campaigning of those who aspire to be candidates in the 2020 general elections is expected to come to a halt during Easter, giving all a break from the illegal and premature campaigning. Media reports are that the two biggest campaigners, the followers of President Danilo Medina and those of former President Leonel Fernández will be campaigning in New York City during the holiday.

Easter Week to be dry and sunny
The director of the Center for Emergency Operations (COE), General Juan Manuel Méndez forecasts more than four million people will travel to different parts of the country during the Easter Week holiday. He says the number of vacation goers this year will be greater because of the good weather forecast. He observed that when there is bad weather, in terms of rain or high waves, more people tend to stay at home, but according to the director of the National Meteorological Office (Onamet), Gloria Ceballos, that is not expected to be the case next week.

The COE operation will begin on Holy Thursday, 18 April 2019 at 2pm and ends on Resurrection Sunday at 6pm. There will be 162 ambulances, 17 boats, six mobile hospitals and three helicopters at the ready. In addition, there will be 3,101 assistance points, 53 stations for cranes, 37 mobile workshops, nine regional control centers, and 1,521 rapid response units, which are motorcycles allowing the first aiders quick access to areas that ambulances cannot reach. This is in addition to the 911 emergency service.

The Ministry of Tourism has banned the use of motor vehicles and boats in and around the ocean and bathing spots from Easter Thursday to Sunday.

Firefighters stop fires in Bahoruco
Fire brigades from the Ministry of the Environment from Constanza, La Vega, San Juan de la Maguana and other areas were sent to the Sierra de Bahoruco in the southwest on Sunday, 14 April 2019, to help others in the area to extinguish the forest fire that has reduced thousands of pine trees to ashes. As reported, most of the blaze had been put out by Monday, 15 April.

According to the Ministry of Environment vice minister Manuel Serrano, the areas most affected are in El Aceitillar, near the Hoyo de Pelempito, inside the Sierra de Bahoruco National Park. Nevertheless, the Ministry of Environment says that the tourist lookout (mirador) at Pelempito and its environs were not affected and continue open to visitors during the Easter Week holiday.

Meanwhile, authorities speculate on the reasons for the intense fire in the national park area. It is known there were people in the area who hunted and killed wild pigs, although according to an official from the National Environmental Protection Service (SENPA), they are not ruling out that the fire was started deliberately. The cause of the blaze continues to be under investigation.

The smoke has covered almost all of the Sierra de Bahoruco, but by Monday, 15 April 2019, had thought to be almost all under control.

Was there cheating on the medical residencies test?
El Informe de Alicia Ortega revealed proof presented by several students that had prior access to the standardized test through which the government chooses who among recent medical graduates get medical residencies in government hospitals. The investigative journalist showed proof of cell phones with the test received a day before it was given at the Autonomous University of Santo Domingo (UASD).

Several students demanded the authorities carry out an investigation so that those who cheated not take residency spots from those who got good test scores legitimately.

Puerto Plata garbage site marred by controversies
In a televised interview with Puerto Plata mayor Walter Musa, TV investigative journalist Nuria Piera revealed several inconsistencies and irregularities regarding the site the mayor has chosen for a new landfill for the city of Puerto Plata. There is concern the new site will bring more problems than the previous site.

During the TV show, Nuria Piera explained how the new landfill site does not comply with the Environmental Law 64-00 regulation that calls for landfill sites to be at least 1,500 meters away from human settlements. The new site is about 350 meters from the Cofresí residential and tourism area of Puerto Plata city and the township of Maggiolo. The Mayor defended the legality of the location.

In October 2018 a court had given the city government a deadline to close the present landfill that had been in operation for over 40 years and now was surrounded by urban settlements and near to tourism developments. Smoke from fires in the dump had already caused cruise ships to stop landing at the key Atlantic port of Amber Cove. Then on 16 March 2019, Mayor Walter Musa announced the problem had been solved through the purchase of a new site. The bad news is that it is only 800 meters from the old site, which was already too close to residential and touristic areas. Musa has been mayor of Puerto Plata since 2006, while the garbage management problem has escalated throughout the years without a solution.

In the interview, despite denials by the Mayor, Nuria Piera discloses the personal friendship ties between the mayor and the seller of the land for the new landfill. She also presented evidence that an environmental impact assessment study has not been carried out for the new site. The Mayor backs his decision to purchase the site on a technical report presented by the Dominican Municipal League and carried out by Dominicana Limpia, a Dominican government agency for garbage management. The report states that the landfill will have a lifespan of 12 years.

Furthermore, in her investigation, Piera found out that the city government has not carried out the property legal demarcation (deslinde), another violation of the procurement law that only allows government purchase of property that has undergone this process.

He argued that the technical study carried out by the Dominican Municipal League, the organization grouping city governments around the country, establishes the grounds for the feasibility of the project. In its conclusions, the technical report states: “The landfill site of the Municipality of Maggiolo is in an urban area of Puerto Plata in the opposite direction to the natural urban growth. The success of the sanitary landfill will depend on the selection of the landfill design expert and a good operator, supervised by whoever is responsible for the design. “

Archbishop of Santo Domingo warns of concentration of power
Roman Catholic Church Archbishop of Santo Domingo Francisco Ozoria went public with his concern about the lack of independence amongst the branches of government. He warned the country is headed to a dictatorship if people don’t wake up and change. “We have a structure in government that is not respecting that the branches of government be independent, and they are not,” he stated.
“It is clear that there is no independence in the powers of the state, then we fall into something as strong as into a dictatorship; if we do not wake up, if we do not change, we go there," he said.

He made the comments in an interview with Huchi Lora and Amelia Deschamps for the El Día morning TV news analysis show on Telesistema, Channel 11.
During the Palm Sunday sermon, Archbishop Ozoria and Santiago archbishop Freddy Bretón Martínez had called for the Dominican population to reflect during Easter on the ambitions of power in government, femicides and citizen safety.

Femicide continues to rise
Records show there have been nine femicides in the Dominican Republic so far this year. The latest victim is Angélica María Rodríguez Muñoz, aged 21 and the ex-partner of Celestino Trinidad (Becerro), who killed her together with a young man.

The first killed this year was Elira Cabrera, ex-partner of Juan Recio, who killed her along with his mother in law Confesora Toribio, in Los Guaricanos. He also threatened their three children, before fleeing and later being arrested.

Two days later, Francisco José Estrella Patrocinio, killed his partner, 30-year-old Ana Isaura Pimentel Girón, and then killed himself in the Caribe Tours car park.

Suspected killer of Bishop’s brother arrested
The National Police has arrested a 17-year old teenager who is accused as the person who killed 62-year old Domingo Evangelista Bretón Martínez, brother of the Bishop of Santiago in January this year in the municipality of Licey, Santiago.

Spokesman for the Santiago police, Colonel Juan Guzman Badia, said that his name cannot be given for legal reasons, but they are looking for his accomplice, a youth of the same age. Colonel Guzmán said that more than 20 people had been arrested for investigations in connection with the case. The arrested minor arrested had been identified by witnesses.

Breton Martinez was killed during the night of 12 January 2019, when he was riding on his motorcycle on the Duarte Highway in Licey. His attackers wanted to rob his motorcycle and when he resisted, he was stabbed.

Haitian orphanage founder arrested in Dominican Republic
Police in the Dominican Republic confirmed to international press the arrest of US citizen 67-year old Michael Geilenfeld in the Dominican Republic. The man is the founder of the Maison Saint-Joseph orphanage in Port-au-Prince, Haiti, and has been accused of molesting boys in his care. Police spokesman Colonel Frank Felix Duran Mejia did not give further information on whether charges had been filed or whether the man would be extradited. At least five men have come forth to accuse Geilenfeld of sexually abusing them when they were minors.

Geilenfeld has always claimed his innocence. He was first arrested in Haiti on 5 September 2014, then incarcerated and released 237 days later.

Former head of Venezuela counterintelligence had entered DR on a fake passport
Hugo Carvajal, the former head of the military counterintelligence during the governments of Hugo Chávez, entered the Dominican Republic using a fake passport issued by the General Prosecutor in Venezuela.

According to the Spanish news agency, the passport was under the name of Jose Mourinho, the same name as the famous Portuguese football trainer.

The news agency said that Carvajal had left Venezuela on a boat for a 16-hour crossing to the DR, where he was admitted using his fake passport to enter.

From the Dominican Republic, he then took a flight to Spain, arriving there on 18 March. He lived with his son in Madrid until he was arrested by the Spanish police, who were alerted to his presence by the United States customs’ intelligence service.

In addition, according to the Spanish press, the United States says he has supposedly been involved in a shipment of 5, 600 kilos of cocaine that were still in Mexico when a technical problem affected the plane that would have transported the drugs.

Carvajal has previously denied links to drug dealing and the FARC in Colombia and is fighting his extradition from Spain.

Drug haul on Las Americas may have come from light aircraft
Officers of the National Drug Control Agency (DNCD), supported by the Prosecution Service and intelligence agencies, have confiscated 86 packets of what is thought to be cocaine in an incident in Santo Domingo East.

The operation was being carried out near the East- West tollbooth, on the Las Americas Highway, when they stopped three men in an SUV and a truck.
The vehicles were then searched and the drugs were found hidden behind the rear seat of one of them. The men were arrested and the investigation continues to see if there is any relation with the light aircraft that landed in La Altagracia last week. Also confiscated were three 9mm pistols, bullets, more than RD$200,000 in cash along with the vehicles, cell phones and other evidence. The detained men, all Dominican, were handed over to the authorities.
