Road patrols extended to Monday
The Ministry of Public Works extended to Monday, 22 April 2019 the highway monitoring activities to ensure the least number of traffic accidents as thousands make their way back to their home and workplaces after the 10-day long Easter Week holiday. The efforts are coordinated by the Ministry of Public Works’ Protection and Road Assistance Program.

Motorized patrols slowly lead traffic back into the urban centers. Thousands have chosen to return on Monday to avoid the congestion that was reported on Sunday, 21 April. The patrolling continues in effect for the Las Americas Expressway and the Coral Highway (east-west direction), the Duarte Highway (north-south) and the Sánchez Highway (west).

The Ministry of Public Works as of Monday morning had not issued its bulletin regarding the summary of accidents and fatalities during the holiday. Diario Libre advanced that by their own count some 27 persons died during the holiday in traffic accidents. This compares to the 39 persons that had died in traffic accidents last year, also according to Diario Libre’s own count.

The governmental Center for Emergency Operations was the umbrella operation for a safety operation involving over 45,000 volunteers and government staff and 3,101 manned help stations at key points nationwide to assist the thousands of vacationers.

Repaved mountain road in Jarabacoa
President Danilo Medina on Good Friday was in La Vega for the inaugural of the repaved and expanded 40 km section of the Jarabacoa-Manabao-La Ciénaga mountain road. The works were carried out by the Ministry of Public Works. The better access benefited farms and vacationers as well.

Back to school
Education Minister Antonio Peña Mirabal called upon parents, tutors and the students to attend classes on Monday following Easter. For many, Monday is the day to recover from the 10-day vacation break, and becomes an extra holiday for the nation’s public and private school children.

The minister said that the schools are ready and waiting to receive their students. He appealed to the conscience of the people to face up to the commitment and responsibility of families to send their children on time.

Fuel taxes in DR are fourth highest in Latin America
A report prepared by Antonio Ciriaco, vice dean of the School of Economy at the Universidad Autonoma de Santo Domingo (UASD) reveals that the Dominican Republic is only behind Uruguay, Argentina and Chile in its level of taxes on fuels. The study, “Radiografia e Incidencia de los Combustibles en la República Dominicana” says that government collected RD$44.88 billion in taxes on fuels.

As reported, on every gallon of regular gasoline, Uruguayans pay US$2.38 in taxes, Argentineans pay US$1.97 in taxes, Chileans pay US$1.83 in taxes and Dominicans pay US$1.76 in taxes.

The most taxed fuel is propane gas. According to the report, the tax burden on propane is RD$12.45 billion a year, that on premium gasoline is RD$11.21 billion; on regular gasoline is RD$10.28 billion; on premium diesel is RD$2.78 billion; and on regular diesel is RD$8.16 billion.

Churches protest reelection actions in Easter sermon
Roman Catholic Church priests took advantage of the Seven Last Words from the Cross sermon on Good Friday, 19 April 2019 to criticize the Medina administration’s attempts to modify the Constitution to enable reelection and other actions that priests say affect local institutions.

Earlier in the week, Santo Domingo Archbishop Francisco Ozoria had said the government was taking steps towards implanting a dictatorship. This remark came up again during the Easter Sermon. “I agree with, support and uphold the position of Archbishop of Santo Domingo Francisco Ozoria that they are leading us to a dictatorship,” said Salesian priest José Pastor Ramírez on Friday.

On occasion of the Good Friday sermon, priests expressed their concern for the present situation of justice in the country and the lack of respect for Dominican institutions. The present government was criticized for lack of respect for the Constitution, threatening the independence in government branches, lack of concrete actions and wasteful spending of government resources.

Evangelical churches also spoke up against pro-reelection efforts amongst followers of President Danilo Medina.

The Medina government has continued the tradition of investing heavily in church construction. Nevertheless, President Danilo Medina has clashed with the churches on his rejection of completely banning abortion in the country. This impasse has stagnated the approval of a new Penal Code in Congress. In the last sermon, the Roman Catholic Church priest Blas Bonilla Morfe concluded asking for each branch of government to keep its independence, strengthen democracy, that the guilty be condemned and the innocent released. He called for the spirit of Jesus is behind the struggle of the population against crime, corruption, impunity and citizen insecurity. And then he ended mentioning the struggle society has against femicides, poverty, injustice and abortion.

Finjus backs criticism to government in Seven Words sermon
The traditional “Seven Words” sermon on Good Friday was used by the Catholic Church to issue a call to the government to eliminate corruption, indifference, immunity and fraud within the ruling party’s administration. These were strong words, and Servio Tulio Castaños Guzman, the executive vice-president of the Institutionalism and Justice Foundation (FINJUS) expressed his wholehearted approval of the message. He stated: “The content of the sermon represents, without a doubt, a strong warning aimed at all those responsible institutions of the state, as well as those who lead society from their respective obligations or jobs, in order to become aware of the urgency and importance of facing up to each one of the problems that were enunciated by the Catholic priests.”

Castaños Guzmán said anyone could see the institutional deficiencies that have become worse over the past few weeks. He went on to say: “In reality, the priests who gave the Sermon of the 7 Words did not leave out any of the most important controversies of the present time: the dangers of a constitutional reform to re-edit the possibility of a presidential re-election; the worsening of public safety; the lack of attention to the serious problems associated with the services that the state should offer to its citizens; the increase in poverty; gender crimes do not cease; the impossibility to organize traffic in the streets and highways of the country; the drama of thousands of adolescents abandoned and on their own after irresponsible pregnancies, to mention just a few.”

Finjus also expressed its worries regarding Dominican democracy due to the lack of capacity within the legislative bodies. “The call to take up and be worried about the lack of a state of law, and especially the effort to stimulate the Justice Department that appears to be stuck and unable to punish the huge corruption, should not fall on deaf ears. We are at a decisive moment to advance the consolidation of our democracy…” he went on to say.

China reports on visit of Camacho to Beijing
The People’s Republic of China press agency reports on the visit of Radhames Camacho, president of the Chamber of Deputies, to Beijing on 17 April 2019. Camacho led a group of eight legislators invited by the government of China for a five-day visit He was received by Li Zhanshu, chairman of the National People’s Congress Standing Committee.

China stands ready to enhance cooperation with the Dominican Republic in all areas under the guidance of the two presidents and to consolidate the foundation of friendship so as to usher bilateral ties into a brighter future, said Li, as reported by Xinhuanet on occasion of the visit of Camacho.

Camacho and the other legislators are visiting to participate in the second Belt and Road Forum for International Cooperation in Beijing. Li said the forum will provide more opportunities for countries to realize common development and help to build a community with a shared future for humanity.

Camacho was accompanied on the official visit by several other Dominican legislators, including the spokesman for the ruling PLD party, Gustavo Sánchez; fellow PLD deputies Hamlet Melo, Jesús Alberti and Víctor Fadul; Radhamés González, spokesman for the PRD, a PLD ally; and Fausto Ruiz, PRSC deputy.

The vote of legislators is needed to pass important loans and contracts with the Chinese government named contractors and companies.

Intec students to do internships in free zone plants
The Dominican Association of Free Zones (Adozona) and the National Council of Export Free Zones (CNZFE) signed a three-year agreement with the Technological Institute of Santo Domingo (Intec) for academic and professional collaboration. Graduate INTEC students in the careers of economy, international business and engineering will receive training in the business models and strategies prevalent at the exporting companies.

The agreement was signed by the president of Adozona, Federico Domínguez Aristy; the executive director of CNZFE, Luisa Fernández Durán, and Rolando M. Guzmán, INTEC rector.

Casa Cuesta opens in Punta Cana
Located at the Boulevard Turístico del Este, the main north-south road along the Punta Cana beach strip, the fifth house appliances and décor store of the CCN chain is now open to serve thousands who have relocated to the Punta Cana area to work in the hospitality and service industries of the leading Dominican tourism destination.

The new location of the 1,500 m store is at Boulevard Turístico del Este corner Calle Helechos in Punta Cana.

Another fire in Bahoruco national park
Firefighters spent Good Friday struggling to put out a new fire in the Sierra de Bahoruco National Park. The fire reportedly has affected around 2,000 tareas (1 tarea = 629 square meters) in the area known as El Aceitillar, some eight km from the Hoyo de Pelempito. The area is covered by pine trees. The Ministry of Environment said the fire started during the weekend.

Only on 12 April a fire had broken out in the area and was put out by the firefighting crews on 14 April.

As reported in Diario Libre, the Easter weekend fire was greater than the previous one.
