Presidency orders government to buy local produce
President Danilo Medina issued Decree 168-19 with new rules for the purchase of farm products by the government. Upon making the announcement, Presidency Minister Gustavo Montalvo said that farm produce needs to be sourced directly from local producers, and not through intermediaries. The decree orders that preference be given to local producers in the procurement processes. The decree seeks to stimulate local production.

Profitable avocado farming threatens to strip forests
President Danilo Medina was in the mountain province of Constanza at an activity where he expressed support for avocado producers. Medina spoke of his support for a 4,500-tarea farm (1 tarea = 629 square meters) in the high-level mountainous area of the Constanza valley. The government says the farming of Haas variety avocados will benefit the people of Los Corralitos, La Descubierta, Los Cayetanos, Tireo, El Gramaso, Rio Grande, Los Bermúdez, Limoncito, El Sillón, El Chorro, Jaquecillo, El Arenaso, La Cienega and Los Peinados.

The Dominican government is opening a new market for avocados in China, according to recent statements by the Chinese ambassador Xhang Run.

Environment Minister Angel Estevez is the strong ally for avocado farms. He has gone public questioning how could a tree be harmful to the environment.

Environmentalists say that a large amount of water needed to produce a single avocado make the farm produce damaging in areas where rivers get their start, such as in the mountains. An estimated 70-320 liters of water are required to grow one avocado, compared to 50-100 liters a day to meet basic human needs.

Avocado farms have also damaged the natural water cycle and endemic species in their areas. In Mexico and Chile, the avocado farms have raised red flags. A 2012 Mexican study -commissioned by the government- states that increased avocado production has contributed to a loss in diversity as well as environmental pollution and soil erosion. In Chile, the media has reported how avocado farms have left many villages without clean water access.

A brother of President Medina is a major producer with a large farm in the Sierra de Bahoruco protected area, where the law prohibits farming.

Payment online for residencies
The Migration Agency (DGM) has announced that from 8 May 2019, temporary and permanent residencies will only be renewed with Visa or Mastercard credit or debit cards payments online at migracion.gob.do

The DGM says that the new system will mean that users will not have to go to its offices to deposit documents asking for the renewals of their residencies as the documents can be scanned and uploaded via the website.

The user should then go to the DGM offices to deposit the receipt and receive their residence card at the time and date they are given.

Intrant clarifies tire tread depth regulations
Fenatrado has called off its work stoppage. The truckers association accepted an explanation by the National Institute of Ground Transit and Transport (Intrant) regulating tire tread depths.

To clear up any confusion regarding Resolution No 002-2019 that prohibits the use and installation on vehicles of tires that are not suitable for travel of public roads, the Intrant clarified that the four years prior to the expiration date of the tires does not apply to tires that have been stored. Intrant confirmed in a press conference that all vehicles can use tires of any age as long as they are in a suitable condition.

The organization also confirmed that the tire pressure could vary depending on whether the vehicle was laden or not, and depending on the manufacturer’s specifications.

The truckers called off the work stoppage that had been ordered for today.

Ambassador Federico Cuello: Qatar could invest in Manzanillo
The Dominican ambassador in Qatar, Federico Cuello told El Dia reporters that investors from that country are exploring participating in the development of the Manzanillo port in northwestern Montecristi. He says the development of the port by Qatar investors could turn the country into a regional center for the distribution of natural gas sourced from the Middle East.

Cuello said to attract the investors, the government needs to present a cost-benefit study. He explained the natural gas distribution center could be of interest to both Qatar and the United States, an importer of natural gas. “The center would fill the void left by Venezuela,” said Cuello.

Cuello started as the Dominican ambassador in Qatar in March 2019. Previously he was the Dominican ambassador in the United Kingdom. He said he is working on setting up a Dominican Chamber of Commerce in Qatar and developing a Dominican Week in order to create new awareness in both countries.

He announced soon there will be direct flights to Doha. He said there are already businessmen interested in investing in tourism projects in Miches, Cap Cana and Punta Cana in the east. He said talks are ongoing for creating a regional hub here for Qatar Airlines.

Dominican Republic Ambassador presents credentials in Abu Dhabi
On 6 May 2019, Ahmed Sari Al Mazrouei, Under-Secretary of the Ministry of Foreign Affairs and International Cooperation in Abu Dhabi received the credentials of former Defense Minister Jose Miguel Angel Soto Jimenez, the new ambassador of the Dominican Republic to the United Arab Emirates.

Al Mazrouei wished the ambassador success in his role in strengthening UAE-Dominican Republic ties. As reported, the new ambassador expressed his pleasure at representing his country in the UAE, hailing its regional and international stature, thanks to the policies of President His Highness Sheikh Khalifa bin Zayed Al Nahyan.

Agreement signed between the Dominican Republic and Cuba
Foreign Relations Minister Miguel Vargas and the Cuban Ambassador Milagros Carina Soto Agüero have signed an agreement for cooperation in the areas of technical and scientific matters, education and culture to formulate and execute programs, projects and actions in priority areas for both countries.

The signing of the agreement took place in the Ministry of Public Relations prior to political consultations aimed at strengthening bilateral relations with Caribbean countries and especially Cuba.

Ambassador Soto Agüero thanked Minister Vargas for the agreement and ratifying the friendship between her country and the Dominican Republic: "You can continue to count on Cuba so that our relations continue to grow," the diplomat stated.

Vargas said that there is a special bond between the two countries, due to history and culture.

Gallup poll confirms Dominicans against changing Constitution
According to a new poll by Gallup-Hoy, 68.3% disapprove while 29.4% approve modifying the Constitution so that President Danilo Medina could be the candidate for the Dominican Liberation Party for the 2020 elections. The constitution had already been amended to allow for President Danilo Medina to seek re-election in 2016.

Looking at the figures by party sympathizers, of those who support the Revolutionary Modern Party (PRM), 89.4% disapprove. 82.8% of the sympathizers for the Social Christian Reform Party (PRSC) are also against the amendment. Even those who support the Dominican Revolutionary Party (PRD), whose legislators were key to the vote in 2015 that enabled the change of the constitution so that Medina could run for re-election, said that 79.6% of them disapprove a new amendment.

According to the poll, the ruling PLD party sympathizers are divided with 55% approving constitutional reform and 42% against. The vote reflects the differences between incumbent President Medina and former President Leonel Fernández who aspires to be on the PLD ticket for the 2020 presidential election.

When asked about their feelings on the 15 years the PLD has been in power, 58.4% said that the best thing for the country is a change of government to another party. 34.8% believes the PLD should continue in power.

The Gallup poll was undertaken from 25-29 April 2019 with 1,200 participants, and a margin of error of +/- 2.8%.

Gallup: 24% say President Medina will be reelected
The Gallup-Hoy April 2019 survey focuses on several political scenarios that include President Danilo Medina despite the constitutional ban for him to do so.

When Dominicans were asked by Gallup pollsters who will be the next President the top five candidates were: Danilo Medina 23.9%, Leonel Fernández 17.4%, Luis Abinader 17.2%, Margarita Cedeño 4.9%, Ramfis Domínguez Trujillo 1.8%. Of the top five mentioned spontaneously by those polled, Domínguez is not eligible to run as per the 2015 Constitution that requires a citizen of another country to have renounced that citizenship 10 years prior to pursuing the Dominican presidential position. Domínguez is a US citizen.

When asked if the presidential elections were today, for which party would the person vote for, the top five answers were: PLD 38.2%, PRM 25.3%, PRD 4.3%, PRSC 1.8%, Alianza Pais 1.5%. After 15 years of rule of the PLD, 58.4% of eligible voters polled by Gallup said it would be best for another party to govern. Only 34.8% said it is convenient for the PLD to remain in power. The government is the largest employer in the country and carries out extensive social assistance programs.

When ruling PLD followers were asked who they would vote for in a PLD primary, the responses were: Danilo Medina 49.5%, Leonel Fernandez 27.9%, Margarita Cedeño 3%, Francisco Domínguez Brito 1.1%, Reinaldo Pared Pérez 1.1%, Radhames Segura 0.2%, Francisco Javier García 0.2%, Abel Martínez 0.2%, Andrés Navarro 0.2%, Temístocles Montás 0.2%, Carlos Amarante Baret 0.2%.

Among the registered members of the PLD, the response was slightly different: Danilo Medina 47%, Leonel Fernández 35.6%, Margarita Cedeño 2.4%, Francisco Domínguez Brito 1.2%, Radhames Segura 0.4%, Felix Bautista 0.4%, Juan José Rosario 0.4%, Francisco Javier García 0.4%, Andres Navarro 0.4%, Temístocles Montás 0.4%, Carlos Amarante Baret 0.4%.

Of the voters that are partisan to the PRM, 78% said they would vote for Luis Abinader in a party primary, while only 9.5% would vote for Hipólito Mejía, and 1.5% for David Collado.

Regarding the PRSC, 51.7% of the voters partisan to that party said they do not know who should be the presidential candidate for that party, while 34% said it should be Federico Antún Batlle, the party president, or deputy Víctor Bisonó with 13.8%.

Regarding, the PRD, a leading ally to the PLD in the present government of Medina, of those who said they follow that party, 59.3% said they do not know who should be the presidential candidate. 25.9% said it should be Miguel Vargas Maldonado, 5.6% chose Guido Gómez Mzara and 1.9% Tony Peña Guaba.

Among minority parties, 37% responded that Guillermo Moreno should be the candidate to the presidency for the Alianza País.

President Medina’s supporters hold events
As ex-President Leonel Fernandez was staging his major event in Santo Domingo, thousands of followers of President Danilo Medina were holding events in different parts of the country and New York in the United States, calling for him to run in the 2020 presidential elections for the Dominican Liberation Party (PLD). To do so, Medina needs to push through an amendment of the 2015 Constitution that he had earlier changed to allow for his re-election bid in 2016.

Simultaneous re-election gatherings were held in Mao, Valverde and Moca in Espaillat province. The event in San Juan de la Maguana was with the attendance of President Danilo Medina’s sister, Lucia Medina, who aspires to be elected senator for the province.

In Bani, Peravia province, thousands of PLD supporters gathered at an event headed by Senator Wilton Guerrero and the provincial governor, Nelly Melo de Guerrero. In Barahona the event was headed up by Public Works Minister Gonzalo Castillo along with Barahona senator Eddy Mateo Vásquez, and deputy Ruddy María Méndez. Also attending was former Industry & Commerce minister and director of Indotel, José del Castillo.

There was another massive event in New York organized by the political office of the PLD there.

The new Political Parties Law bans pre-campaigning until 7 July 2019.
