La Isabela in Puerto Plata gets a hospital
President Danilo Medina was in La Isabela, in western Puerto Plata to inaugurate a RD$109 million public hospital. The medical center can hospitalize 16 patients. The Office of Supervisory Engineers of the State (OISOE), a division of the Presidency, built the hospital.

Medics there will treat common medical conditions of a population of 20,000 residents in the communities of Rancho Manuel, Punta Rucia, Los Pilones, La Cienaga, Laguna Grande, Altos de Los Peña, El Carril, La Rotonda, Guaconejar, Dieguito and La Llanada.

Central Electoral Board orders end to premature campaigning
The plenary of the Central Electoral Board (JCE) ordered political parties to suspend political campaigning prior to the opening of the 2019 electoral campaign period. The campaign opening date for pre-candidate campaigns is 7 July 2019.

This is not the first time the JCE orders a stop to pre-mature electoral campaigning.

The measure is adopted through Resolution #10-2019. "The Central Electoral Board reserves the right, once the disposed measures have been taken and the appropriate verifications have been made, to determine any non-compliance with the present decision, to act in accordance with Electoral Regime Law 15-19 and Political Parties Law 33-18 before the competent instance for the violation of the present decision," states the resolution.

The plenary of the JCE indicated that the actions of some political parties and pre-candidates have exceeded the essence and activities allowed during the pre-campaign, with the performance of acts that have become notoriously multitudinous demonstrations and that transgress public order.

The parties are also convened to a meeting with the plenary on 29 May 2019.

Hipólito Mejía is confident he will win the PRM primary
Former President Hipólito Mejía says he will not back down from his aspirations to be the Modern Revolutionary Party (PRM) presidential candidate in the 2020 general elections. He made the comments after former Vice President Milagros Ortiz Bosch recommended that the party gain time and from now name businessman Luis Abinader as the candidate. Polls show Abinader is significantly above Mejía in voter preferences.

Mejía, nevertheless, is optimistic the outcome of the primary set for 6 October 2019 will favor him. His supporters forecast he will win the primary with 70% of the vote because teams are hard at work registering followers to the PRM voter list that will be used for the primary. The registration period closes on 2 June 2019.

So far, those who have announced they aspire to run for president on the PRM ticket are 78-year old former President Hipólito Mejía, 51-year old businessman Luis Abinader and 43-year old deputy Wellington Arnaud.

Competitiveness Council and Statistics Office to share better data
The National Competitiveness Council (CNC) and the National Statistics Office (ONE) signed a cooperation agreement to evaluate the capacity to innovate of Dominican companies and to compare innovation incidence by sectors. The agreement was signed by directors Rafael Paz, of CNC and Alexandra Izquierdo for the ONE.

Paz explained that experts on issues of competitiveness, business climate, country risk, sustainable development and regulatory improvement will meet to identify a strategy, and starting from this an action plan will be drafted to better serve decision-making in the key sectors of the Dominican economy.

Izquierdo stressed that the agreement seeks to generate information on the levels of performance of the country, based on indicators and targets on national productivity, competitiveness, regulatory improvement, risk and levels of sustainable development.

The information collected by both entities will be available online through the Competitiveness Observatory of the Dominican Republic.

Severe drought reduces honey production in the country
Beekeepers report large losses of beehives, especially in the northwestern provinces, one of the main honey-producing areas in the country. It is estimated there are 100,000 hives kept in the country.

The National Livestock Production Council and the Beekeeping Commission of the Animal Health Livestock Agency (Digega) has identified as reasons affecting the bee population the increases in tree felling, growing urbanization and indiscriminate use of chemical herbicides.

On occasion of World Bees Day on 20 May 2019, the Food and Agriculture Organization of the United Nations (FAO) called on countries to redouble efforts to protect bees as key to the global fight against hunger. FAO Director-General José Graziano da Silva says the absence of bees and other pollinators would eliminate coffee, apples, almonds, tomatoes and cocoa.

According to data from Digega, exports of pure honey, based on Certificates of No Objection, were 426,452.57 kilograms net (kg), for a value of US$1,102,982.04 in 2017. The destinations were Puerto Rico, USA. (Miami, New York), Curaçao and Martinique.

On the other hand, Digega reports that between 2018 and 2019 there was an export of 226,940.76 kg for a value of US$509,479.60, mixed honey 6,157 kg for a value of US$21,110, and wax, another byproduct of honey, 2,820 kg were exported for a value of US$25,991.49.

The main honey production areas are the northwestern provinces, and the central provinces (Peravia, Ocoa, Monte Plata). As of the 21st of this month, the beekeeping traceability system has registered 1,277 beekeepers, 1,509 apiaries and seven honey-processing plants.

Columbia University names Dr. Rafael Lantigua to head new community service programs
Columbia University Irving Medical Center (CUMC) appointed Dr. Rafael Lantigua to be the first director of the newly created VP&S Office of Community Service Programs. The office expands the commitment of the university’s Vagelos College of Physicians and Surgeons (VP&S) to community service, with a focus on the Washington Heights/Inwood community, Upper Manhattan, and parts of the Bronx, where large Dominican populations live.

Dr. Lantigua is a professor of Medicine at CUMC and will have the additional title of associate dean for community service in VP&S. Dr. Lantigua is a native of the Dominican Republic and faculty member at Columbia since 1980. He has been a dean’s special adviser for community health affairs since 2011.

Dr. Lantigua’s clinical and research interest has focused on promoting the health of the diverse community in upper Manhattan and improving access to care for the community’s growing aging population.

Columbia University reports that within the new office, Dr. Lantigua will also facilitate the creation of a new VP&S Academy of Community and Public Service to recognize medical school faculty who make substantial contributions to the community and public health. The academy will be modeled after two other VP&S academies, the Virginia Apgar Academy of Medical Educators and the Academy of Clinical Excellence.

The new VP&S Office of Community Service Programs will be housed in the medical school within the Office of Government and Community Affairs, which is under the direction of Associate Dean Ross Frommer. However, it also will be closely aligned with community programs at the Mailman School of Public Health, School of Nursing, College of Dental Medicine, and the New York State Psychiatric Institute. Full programming for the new office, which will include health fairs and student learning opportunities, will be announced this fall.

Geologist Osiris de Leon calls for constructions in Santiago to use shoring systems
Geologist Osiris de León forecast that accidents will continue to happen in Santiago if engineers do not take special measures when building in clay soil. Four bodies were recovered on Tuesday, 21 May 2019 on the day of the collapse of a trench during the construction of an 11-floor hotel near the Gran Teatro Cibao in Santiago city. The body of a fifth laborer, 35-year old Orlando Herrera, was found on Wednesday at the site.

De León is an advisor to the Executive Branch on Geosciences, Seismicity and Prevention of Disasters. He said that the collapse occurred because a needed shoring system was not in place to protect workers from a trench collapse in case of rain. Heavy rains lead to the caving in of the excavation killing the workers.

Osiris said the engineers allow for excavation works as if they were in the rocky terrain in Naco in Santo Domingo, and not working on clay soils as those that are more common in Santiago.

In an interview on El Gobierno de la Mañana morning talk show, De Leon said the authorities will need to determine the level of negligence in this case to apply the corresponding sanctions.

He argued that the entire Cibao Valley is clay, and when it rains and the waters find a vertical cut, the enormous weight of the soil tends to push and pull down any construction. "You should never, ever, cut that material vertically, much less if there is a chance of rain and without a protection system,” he said.

The geologist urged a review of the construction processes in the province when excavations are made in clay.

He recalled two other similar cases, that of a construction near a major movie house, and a more recent one in which a road caved in.

The recent five dead are the named 37-year old Orlando Herrera,19-year old Joan Manuel Cruz Rivera, 20-year old Ariel Jerez, 20-year old Elvin José Tavares Torres and 24-year old Haitian Eddy Licienar. Four workers were hospitalized with injuries.

Helicopter crashes on first flight by new owner
Executives of the Grupo Medrano say the crashed Bell helicopter was fully equipped and on its inaugural flight. The helicopter had been purchased for the personal use of Medrano. Company director Roberto Rodríguez and family lawyer José Miguel de la Cruz said the helicopter had been purchased from a Haitian businessman in Miami, Florida in March 2019 and since then had undergone customization. The fatal 21 May 2019 flight was the first the owner would take in the helicopter. Medrano would fly to Puerto Plata to close a Telecable Central business deal, as reported.

In the fatal crash, Medrano, Martin Vargas, operations manager of Telecable Central and Army mayor, pilot Jesus Salvador Mendez Cuervo died when it crashed in Muñoz, shortly before landing at the Puerto Plata International Airport. The pilot had reported a fire in the motor. Witnesses say they saw the helicopter in flames in the air.

Rodríguez says they are waiting for a report from the National Commission for Air Accidents.

EUR560,000 and arms seized from suspect drug traffickers
Four Spaniards were imprisoned on 21 May 2019 accused of laundering money from drug trafficking. The authorities seized more than 560,000 euros, firearms and other property from those arrested. The operations were headed by officials of the National Drug Control Agency (DNCD) in coordination with the Attorney General's Office of the Republic and support from the Spanish authorities.

The DNCD and several prosecutors from the Specialized Anti-Money Laundering Prosecutor's Office apprehended the Spaniards after intense intelligence work in Santiago and Constanza in La Vega. In a first operation carried out in an apartment of the Las Canas residential complex in Santiago, the head of the structure, a Spaniard, was arrested and 560,160 euros, 1,118,000 Dominican pesos, 889 US dollars, 4,000 Moroccan pesos, two vehicles, two shotguns, a rifle, two pistols were occupied. In the second intervention in Constanza and the Arenoso sector, three other Spaniards were arrested and two greenhouses were occupied, three vehicles, two high-cylinder motorcycles, and other evidence.

The arrest of the Spaniards is due to the cooperation between the government of Spain and the Dominican Republic, following international arrest warrants for two of the accused, under the accusation of trafficking more than 16 tons of hashish from Morocco to Spain from 2017 until July this 2019.

The joint investigation began in May 2018 when Dominican authorities seized 690,400 euros that arrived from Spain in a container of a company linked to the alleged ringleader of the criminal structure.

On a roll, DR defeats Brazil in Women’s Volleyball World Nations League
The Dominican Republic’s senior volleyball team that is ranked 10th in the World by the International Volleyball Federation (FIVB) defeated Brazil, ranked 4th in the world, during the Volleyball World Nations League championship taking place in Brasilia. On the previous day, the DR had defeated Russia, ranked 5th in the world. The scores were: 22-25, 20-25, 25-22 and 26-28.

Next, the Dominican Republic will play the reigning Olympic champions China and hosts Brazil will play Russia in 2019 FIVB Volleyball Nations League Pool 3 on Thursday, 23 May 2019. China has won 21 of 22 matches against the Dominican Republic at world level major competitions (Volleyball Nations League, Olympic Games, World Championship, World Cup, World Grand Prix and Grand Champions Cup). China has won 10 major encounters in a row versus the Dominican Republic since their only defeat against the Dominican team at the 2010 World Grand Prix (3-2).

In week 1, in Pool 3, the Dominican Republic is playing against Brazil, Russia and China.

The championship gathers most of the top 16 teams in the world. These by ranking are: Serbia (1), China (2), USA (3), Brazil (4), Russia (5), Japan (6), Netherlands (7), Italy (8), South Korea (9), Dominican Republic (10), Turkey (12), Thailand (14), Germany (15), Bulgaria (16), Belgium (19) and Poland (26).

The final round of the championship begins with the participation of the six best teams.

Traffic worsens as people go shopping for Mother’s Day
Traffic jams in the National District have worsened this week. The speculation is that thousands are out shopping for Mother’s Day gifts. Mother’s Day falls on Sunday, 26 May 2019.

A report in Diario Libre on Thursday, 23 May 2019, on occasion of Mother’s Day highlights how the extended family that is part of Latin culture leads Dominicans to have many “mothers”. In the Dominican Republic, there are aunts, godmothers, grandmothers, and neighbors that also share much love and take on the role of mom. The feature is appropriately titled: “There is just one mom, but how many do we Dominicans have?”
