Constitutional Court orders the opening of the access road to Playa Encuentro
The Constitutional Court ruled on 27 May 2019 that the public road to the once popular surfers' beach in Cabarete, Puerto Plata, Playa Encuentro be reopened to the general public. The Constitutional Court determined that the closing of the access road was in violation of the right to free transit, sport, access to water and the 60 meters of high tide.

Access to the beach has been closed by the companies Inversiones Calpe SRL and Mesa Investment Limited that own property in the area. Ruling No. TC/0106/19 ratified Ruling No. 271-2018-SSEN-00588, that had been issued by the First Civil and Commercial Chamber of Puerto Plata on 26 September 2018, as reported in Somos Pueblo.

The motion had been presented to the Constitutional Court by lawyers José Alejandro Jiménez Almonte and José Ramón Valbuena Valdez, representing the Association for the Protection, Development and Free Access in Encuentro Beach (APRODELAPEN).

The companies were ordered to immediately remove the obstacles that prevent public access to the beach. The ruling ordered the city government of Sosua to place adequate signage for the public areas and instructs the Ministry of Environment, Ministry of Tourism, the Specialized Tourism Security Corps (Cestur) and the District Board of Cabarete to take necessary measures for the optimal preservation of Playa Encuentro.

Nevertheless, Somos Pueblo reports that Puerto Plata prosecutors, head by Osvaldo Bonilla, refuses to execute the measure.

Medina followers reject proposal for a repeat of senators and deputies
A reported proposal made by backers of former President Leonel Fernández that would exchange keeping the present senators, deputies and mayors in key PLD plazas nationwide for President Danilo Medina desisting of his aspiration to a third term as President was rejected by Medina followers. Administrative Minister of the Presidency Jose Ramón Peralta called the motion anti-democratic and a threat to the PLD. The senators, deputies and mayors would need the popular vote to stay in their posts, but they would not need to be chosen in the open primaries set for 6 October 2019.

Time is running out for the ruling PLD party to settle its differences between the followers of President Danilo Medina and those of former President Leonel Fernández, who is the president of the party. President Danilo Medina is banned by the 2015 Constitution to run again for President, but his followers say they have sufficient votes to pass an amendment to the Constitution.

The party has until 7 June 2019 to announce its position on the setting aside of political candidates that will not need to be chosen in the primary.

Political analysts say that the proposal for the repeat of senators and deputies and mayors in key demarcations is a blow to the aspirations of emerging leaders in the party.

Rafael Joaquín Balaguer wants to run for deputy
Rafael Joaquín Balaguer appeared on a Nuria Piera TV show claiming former President Joaquín Balaguer is his father. Balaguer is seeking to run for a congressional seat, a deputy for the Partido Reformista Social Cristiano (PRSC). He grew up in Puerto Rico when his father was President of the Republic, but the later never publicly recognized him nor none of the other who claim Balaguer as their father. In spite of this situation, Balaguer described his father as "the best in the world." The former President never married.

"I'm going for my people, I'm going to achieve it, I'm Balaguer, my father never surrendered nor am I going to surrender," he stated on the TV show.

Preparation for hurricane season begins
The director of the Corporation of Aqueducts and Sewers for Santo Domingo (CAASD), Alejandro Montás has announced preparations for the hurricane season, which started on 1 June.
The measures include maintenance to drainage in areas subject to flooding, and the pruning of trees near high-tension electricity cables that feed the main aqueducts and wells.

It is expected that 13 tropical storms will form during the season, which lasts until 30 November. The National Meteorological Office (Onamet) expects at least five of them will become hurricanes.

The Dominican Federation of Municipalities (Fedomu) called on the mayors across the country to prepare their prevention and contingency plans, and Fedomu president, Rafael Hidalgo reminded that much of the territory in the country is vulnerable, citing the damage caused in the past by tropical storms and hurricanes.

A total of 14,126 volunteers will be available to give assistance in the event of emergencies, managed by Civil Defense.

Alert for new mosquito-borne virus
The World Health Organization (WHO) and the Pan-American Health Organization (PAHO) have issued an alert given the recent detection of Mayaro fever virus. The warning was issued on 1 May 2019, and says that the virus has been detected in areas where it had not occurred previously. The virus is known to circulate in tropical South America.

Previous outbreaks in the Americas have been in rural areas, although it is thought it can also be transmitted in urban areas as well.

Mayaro virus is a mosquito-borne virus that is very similar to Dengue and Chikungunya. It leads to fever, headache and joint pain and lasts for three to five days.

Water to be cut off at Cibao ball park
The Corporation of Aqueducts and Sewers for Santiago (CORAASAN) has announced that they will be suspending the service for water provision to the Cibao Stadium, due to an unpaid debt of RD$30 million.

The commercial director of Coraasan, Jesus Fadul, said that the disconnection of the service will start today, Tuesday 4 June 2019 and that the stadium has to pay for the service just like any other customer.

The Cibao Stadium is home to the Aguilas Cibaeñas baseball team. Coraasan says the team has an outstanding ten-year debt.

New packaging plant opened
Cementos Argos has opened a new packaging plant to support its Najayo grinding plant. The unit has a capacity of over 1000bags/hr. It also improves dust collection efficiency compared to the previous system. The Colombian cement producer operates two ready-mix concrete plants and a cement grinding plant in the country.

US White House announces June is National Caribbean-American month
On 31 May 2019, United States President Donald Trump proclaimed June as National Caribbean-American Heritage Month, stating that, during the month, the US acknowledges “the significant ways Caribbean Americans have shaped our culture and heritage.”

The statement from the White House highlighted: “Americans with roots in the Caribbean have greatly enriched our society, contributing to the arts, business, journalism, technology, government, religion, the military, sports, and many other fields.”

Earlier this year, Trump met with the leaders of the Bahamas, Dominican Republic, Haiti, Jamaica and St Lucia at his Mar-a-Lago estate in Palm Beach, Florida, “to reaffirm our partnership with the Caribbean”.

The White House recalls that during the meeting in Florida potential opportunities for energy investment and enhanced trade partnerships were discussed. “We made tremendous progress, and we will build on these discussions to strengthen further the relationship we share with our Caribbean neighbors.”

Following the meeting with President Trump, David Bohigian, acting president and CEO of the Overseas Private Investment Corporation (OPIC), visited the Dominican Republic on 21 May 2019 and met with President Medina. The OPIC is a self-sustaining US government agency that helps American businesses invest in emerging markets.

In the Dominican Republic, a US company, XCoal has recently won the tenders for the supplying of coal to the new government-owned Punta Catalina power central.

Arrest and death following attack on security head
Family members of the head of security of the parents of First Lady Candida Montilla, Domingo García Sugilio, have confirmed that his condition is stable and that he would be taken off life support yesterday, Monday, 3 June 2019. However, he still remains in intensive care and will require further surgery.

García Sugilio, was shot eight times during an attack on Thursday afternoon, 30 May, outside the home of the First Lady’s parents in Alma Rosa II in Santo Domingo East and is currently at la Plaza de la Salud Hospital.

The 51-year-old National Police major has been the security for President Danilo Medina’s in-laws for the past eight years.

According to the preliminary report, García Sugilio was in front of the house, talking with two people when two men and a woman appeared on the scene and stole his firearm.

Those accused of the crime are Luisa Marina Elías García, Luis Alexander Lambert (La Falacia) and Osmil Eduardo García Lambert (Tiki Tiki).

Yesterday, Monday, 3 June a Santo Domingo judge handed down one year in preventive custody to Elias Garcia, to be served in Najayo women’s prison. The public prosecutor, Angel Medina, added that the accused attackers had eight complaints filed against them for armed robbery and assault.

It also appears that on Friday night, 31 May, the police killed Osmil Eduardo García Lambert (Tiki Tiki) during an incident in Guachupita.

In a late development, Luis Alexander Lambert (La Falacia) turned himself in to the authorities on 3 June 2019.

Rescue at sea but one death
The Dominican Armada has announced that in coordination with the 911 Emergency System they have rescued 19 people some 12 nautical miles off the coast of Punta de los Nidos, in Altagracia Province, when a boat going to Puerto Rico started to sink, due to large waves.

The group of illegal travelers was made up of 14 men and four women, including one who was pregnant. They were all rescued by the Dominican Armada and 911 personnel provided medical assistance.

However, one pregnant woman, 43-year-old Maria Yesenia Vasquez died later in the afternoon from acute bronchitis while being treated in a hospital in Higuey.

Rains on the way
The National Meteorological Office (Onamet) says a weather front is approaching the east of the country and the effects will be felt by Monday, 3 June 2019. The rains will occur in the northeast, north, central mountain area and part of the border zone as the stormy weather moves west. Onamet nevertheless says the summer heat will continue.

For Wednesday, the weather front will cause instability in the local atmosphere and clouds will increase, especially in the afternoon, causing moderate to heavy rain and thunderstorms. This will occur in the northeast, southeast, southwest, north, central mountain area, border zone and parts of Greater Santo Domingo.

Vicente García promotes Candela
Vicente García is promoting his new merengue-centric album. The media has praised the complex fusions in his new work.

The young protégée of Juan Luis Guerra reached a pinnacle of his career in 2016, when his “A La Mar” album won three Latin Grammys for “Bachata en Kingston,” and “Carmesi”. In his most recent album, he sings the track, “Loma de Cayenas” with Guerra.

García says his work is also influenced by Wilfrido Vargas, Sergio Vargas and Johnny Ventura, the pioneers of taking merengue global.

Now García is on the road again promoting Candela, described by Rolling Stone online as full-tilt and funky, combining merengue and urban sounds with Caribbean intensity.

García is going on tour with his new album and will have presentations in New York on 13 July 2019 and in England, Spain and Holland.

García’s new album follows a new push in favor of repositioning merengue abroad. Other merengue albums launched last week were “Literal” by Juan Luis Guerra, “Mas de cien, un poco mas de mí” by Johnny Ventura, “Milly & Company” by Milly Quezada, “Morirsoñando” by Gabriel Ventura and “A Paso Fino” by Jandy Ventura.

Dominican volleyball team loses to Turkey in VNL
In the first game of the third preliminary round, the Dominican women’s volleyball team (ranked 10th by FIVB) lost to Turkey (12th). Scores were 20-25, 21-25, 26-24 and 18-25.

The Dominican women's volleyball team next will play Thailand (14th) and Bulgaria (16th) as the 16-team FIVB Volleyball Nations League championship continues in Bangkok, Thailand. The DR now 3 wins and 4 losses.

Free admission at the Botanical Gardens
On occasion of Environment Day, the National Botanical Gardens will be open to the general public. An Ecological Walk for a Pristine Environment is organized. There will continue to be a charge for taking the train to get around the park.
