Medina visits Monte Grande Dam construction
On Sunday, 14 July 2019, President Danilo Medina visited the Monte Grande Dam under construction in southwestern Barahona province. He was accompanied by the director of the National Water Resources Institute (Indrhi), Olgo Fernández, and local authorities. The dam will supply drinking water, green energy and irrigation water for 700,000 tareas (1 tarea = 629 square meters).

After the visit to the dam, President Danilo Medina carried out his 257th surprise visit, this time to the Las Salinas area of Los Saladillos, in the same Barahona province. The objective of the visit was to listen to proposals for an increase in the production of plantains, yucca and other crops for 175 agricultural producers of the area under the Canal Saladillo Farm Association. The farmers want to increase the farming area to 12,000 tareas from 5,000 tareas.

Hugo Tolentino Dipp passes away
Former Minister of Foreign Relations Hugo Tolentino Dipp died on Monday, 15 July 2019. He was 88 years old. A lawyer, politician and historian, Tolentino Dipp served from 1982 to 1990 in the Chamber of Deputies, where he would be chosen president of the lower house of Congress. He returned to the Chamber of Deputies in 2010.

Tolentino Dipp was rector of the state university, UASD from 1974-76. He was an outstanding member of the Dominican Revolutionary Party (PRD) and a founder of the Modern Revolutionary Party (PRM), made up by dissidents that left the PRD.

He is remembered for his firm position as foreign minister during the government of President Hipólito Mejía. He would resign the post when he rejected the Dominican Republic send troops to fight in the Iraq War at the request of the George Bush administration. He quit when President Mejía overrode his position at the time.

Leonel Fernández convenes protest walk to Congress
Followers of former President Leonel Fernández are preparing a large concentration on Wednesday afternoon, 17 July 2019, to protest efforts underway to amend the Constitution. On Friday, 12 July 2019, followers of PRM presidential pre-candidate Luis Abinader congregated in the same area to protest.

Fernández is the president of the ruling Dominican Liberation Party. He has registered as a presidential pre-candidate for the party. He has announced he will be at the Congress site to sign the symbolic book on Wednesday. His followers are gathering signatures to protest the possible constitutional reform that would enable Danilo Medina also to be a presidential pre-candidate and if chosen by the party, seek a third term in government.

During the announcement at the party headquarters, former Vice President Rafael Alburquerque, a member of the Fernández team, dismissed the recent remarks by Medina spokesman, Roberto Rodríguez Marchena on the actions of Fernández and his followers, calling them an "outburst."

"He (the presidential spokesman) cannot judge those who have been belligerent and disciplined militants of the Dominican Liberation Party," Alburquerque said of an audio leak where Marchena calls Fernández's followers "insolent," "blackmailers," and "spoiled".

Followers of President Danilo Medina have urged the dissidents that follow Fernández to adhere to the party's discipline and uphold the decisions of the majority of the party. Medina is said to have majority in the Political Committee and Central Committee of the PLD. Political analysts, nevertheless, say he has not been able to ensure sufficient votes for the constitutional amendment to pass in Congress.

Poll says Luis Abinader will be the next President
According to a poll by the Peruvian firm ABC Marketing, former President Leonel Fernández heads the preference to be the presidential candidate for the Dominican Liberation Party (PLD). Some 32.1% of those polled think that Fernández should be the PLD candidate, closely followed by those who say it should be President Danilo Medina with 31.1%, then Vice President Margarita Cedeño with 8.1 % and Reinaldo Pared Pérez with 7.8 %. President Danilo Medina is banned from running for President in 2020 by the 2015 Constitution.

The director of the company, Juan Carlos Maldonado, presented the poll results at a press conference at the Barcelo Santo Domingo Hotel (former Hotel Lina).

The poll suggests that in the 17 May 2020 election, Abinader would defeat Leonel Fernández of the PLD 58.6% to 35.9%. Polls show Fernández is the highest-rated eligible PLD pre-candidate. If the Constitution is amended and Medina is allowed to run, Abinader would win with 51.3% and Medina would receive 42.9% of the vote.

Dominicans eligible to vote in the 2020 general election told the pollsters that crime is the main problem facing the country. 35.1% of those interviewed named crime as their primary concern.

Other concerns are the high cost of living, 32.6%, corruption 10.1%, unemployment 9.8%, blackouts, 5.2%, drug dealing 4.8%, lack of medicines 1.4%, public transport 0.7% and 0.3% said Haitian immigration.

65.3% of those polled said the economy was bad, 24.2% said it was normal, 4.7% said it is good, 3.7% said very good and 2.1% refused to answer.

The research was carried out from 1 to 10 July and the results presented on Sunday, 14 July 2019, by company director Juan Carlos Maldonado, in the press conference in Santo Domingo. 1,000 members of the voting public across the country were polled.

Hunger on the decline
The continued large flow of destitute Haitian immigrants over the border with Haiti impacts Dominican health statistics. Notwithstanding, recent United Nations Food and Agriculture Organization (FAO) report indicates that the prevalence of undernourishment in the Dominican Republic has declined to 9.5%. Carmen Gallardo, FAO representative, says the decline is indicative that the country could reach the objective of Zero Hunger if work continues in this area. In 2004-06, 24.4% of the country was suffering from hunger and malnutrition.

According to a new report by the United Nations, some 9.5% of the Dominican population living in 2018, or 1.3 million people, are undernourished. Other indicators are 3.7% prevalence of wasting in children under 5 years, 7.1% prevalence of stunting in children under 5 years, 7.6% prevalence of overweight in children under 5 years, 11.3% prevalence of low birthweight.

The study showed that exclusive breastfeeding has significantly declined, from 8% in 2012 to 4.6% in 2018.

The report also shows that the DR, in the same way as other countries in the region, is experiencing an increase in obesity and overweight people. Obesity has increased from 23.5% to 26.9% of the adult population (over 18 years of age), around 1.9 million people.

The report, "The State of Food Security and Nutrition in the World 2019" was presented by the World Heath Organization, the FAO, the World Food Program (WFP), the International Fund for Agricultural Development (IFAD), and the United Nations Children's Fund (UNICEF).

According to the report, more than 820 million people in the world are still hungry today, underscoring the immense challenge of achieving the Zero Hunger target by 2030. Hunger is rising in almost all subregions of Africa and, to a lesser extent, in Latin America and Western Asia. Of these people, 11.3% are in Asia, 19.9% in Africa and 6.5% in Latin American and the Caribbean.

Life expectancy increased from 58 years in 1969 to 74 in 2018
Sonia Vásquez Ferreras, United Nations Population Fund (UNFPA) representative, said that life expectancy in the Dominican Republic has increased by 16 years over the past 50 years. She says this means more attention needs to start to be given to the senior segment of the population. At present, most of the Dominican population is in the 15 to 65 year age bracket, the most productive.

"The big issue behind all this is that one has to live with quality those years, it's not enough to live longer." she said.

Vasquez explains that today a 65-year-old is a person of productive age, who is more active and has very different service demands that must be met.

She said, nevertheless, that for the aging population to have a decent old age and a pension, these persons need to contribute to the social security system.

She shared the statistics that show there is a population of around 11 million people living in the Dominican Republic, of which 7% are older than 65 years, 64% are 15 to 64 year and 29% are 0 to 14 years. The population growth is at 1.2% per year.

Furthermore, the country is significantly affected in its productivity by the percentage of teenage girls giving birth that is alarmingly high.

Training is the main challenge of free trade zones
The President of the Dominican Association of Free Zones (Adozona), Federico Domínguez Aristy, was at the inauguration of the Pisano Training Center (Ceecapi) in the Santiago Norte Industrial Park (Pisano) last week. The center has the support of the National Institute of Technical Vocational Training (Infotep) and the National Council of Export Free Zones. Speaking at the inaugural, Domínguez Aristy stressed the importance of joining efforts for training of workers. He said a skilled workforce is the main challenge for this sector to continue to increase exports, and attract more investment.

He said Ceecapi was created after an analysis found that of around 500 job applicants that would show up every week at Pisano, only 40% had the skills to be hired. Domínguez Aristy is the President of Pisano Free Zone Park. He said the new training center will contribute to reducing unemployment in Santiago.

Ceecapi focuses on the development of technical skills in making shoes and textiles. The 777 square meter center has five training rooms with capacity for 26 seated students and a conference room.

Bariatric surgeries on the rise
The 27 members of the Dominican Society of Metabolic and Bariatric Surgery (Sodocimeb) carry out around 1,250 bariatric surgeries a year with low levels of mortality and complications. The statement was made during the 37th International Congress of Dominican Surgeons by the president of the Dominican surgeons, Dr. Luis Betances. He said local mortality for bariatric surgeries is at around 0.1%, about the same as at a global level in the large medical centers.

"The problem with obese patients is that they are very delicate patients and have associated morbidities such as diabetes, as is the case with most patients. The patients are fragile and that is why multidisciplinary teams are needed," he said.

He indicated that the obese that are operated on must be helped by a team of professionals so that these can change habits to sustain the weight loss.

He said medical tourism for bariatric surgery has been very successful over the past eight years.

He attributed a large part of the success in efforts by the Society to encourage best practices and normalize safety protocols for patients that has resulted in a decrease in mortality and complications.

Short service interruption at Santo Domingo Teleferico
The Metro Office (OPRET) has announced that service on the Santo Domingo Teleferico was affected between the stations of Gualey and Sabana Perdida, due to an error in the control system. The problem began on Monday, 15 July 2019 at 7:09 am and again at 8:09 am. Service was resumed around 20 minutes later, Opret reported.

The Opret press release says the passengers were evacuated, according to the protocol for a situation of this nature. But these would board shortly after.

Appeal against the release of Julito Kilo
The Public Prosecution Service has appealed the ruling issued by a San Pedro de Macoris court on 20 May 2019 in favor of Julio de los Santos Bautista (Julito Kilo). Prosecutors identified De los Santos as the head of a network of money launderers for national and international drug dealers.

Julito Kilo was discharged by the ruling along with his front man, Ravel Santana Robles (a former Major League baseball player).

As part of the same case, the court sentenced Colombians Erly Sierra Bonilla and Omar Atencio Vargas to 20 years in jail, but freed Julito Kilo and Ravel Santana. The Prosecution Service wishes to reverse this ruling.

The gang was arrested for the trafficking of nearly 1,000 kilograms of cocaine in 2016 that were seized in southeastern Juan Dolio.

The court stated that the evidence provided by the Prosecution was not sufficient even though they had more than 150 pieces of evidence linking Julito Kilo and Ravel Santana to the crime.

Frenchman arrested in shut down of child prostitution center
Wander Martínez, Carlos Javier Aquino and Frenchman Fabrice Alain Jacques Passera were accused of running a child prostitution center in the 24 de Abril area located between the slums of Gualey and Capotillo in the National District. Lubricants, erotic clothing, a digital camera and other items were found in the home of Martínez. Colonel Francia Hernandez, commander of the National Police Department of Human Trafficking, led the raid on Friday, 12 July 2019 and the arrest of the three men at the house after being tipped off. The department received a telephone call informing the Police that a foreigner had gathered teenagers to film pornographic videos.

Regardless, on Monday, 15 July 2019, Judge Jose Alejandro Vargas ordered the release without pre-trial measures of the three after the Public Ministry did not present evidence for the court to order the coercive measures.

More Odebrecht interviews
The former President of the Administration Board for the Stock Market of the Dominican Republic, José Gregorio Salcedo Llibre, has been interviewed by the Attorney General's Office in connection with the Odebrecht bribe scandal. The questioning took place after he was linked to the company, Value Added Finance Incorporated, that is on a list of supposed bribe payments made by the Brazilian construction company, Odebrecht related to Punta Catalina thermoelectrical plant in the Dominican Republic.

Salcedo Llibre arrived at the office of the Attorney General at 11am on Monday, 15 July and was taken directly to the office of the Attorney General, Jean Alain Rodríguez, where the interview was carried out by a team of prosecutors from the Specialized Prosecution Service for the Persecution of Administrative Corruption (Pepca), the Attorney General Office reported.
