Medina in Puerto Plata for Luperón hospital inaugural
President Danilo Medina was in Luperón, Puerto Plata for the inaugural of the renovated public medical center, the Pablo Morrobel Jiménez Public Hospital. The facility was built by the Office of Supervisory Works of the Presidency (OISOE) at a declared cost of RD$220 million. It will serve a community of 9,000. The medical center has a hospitalization capacity for 18 patients.

DGII to be closed on 26 July
The Tax Agency (DGII) has announced that physical offices will be closed on Friday, 26 July 2019. Offices are closed for an integration event. The DGII says that operations can continue to be performed online at dgii.gov.do/ofv

Dairy farmers want milk producers to pay them more
Agriculture Minister Osmar Benítez called on local dairy farmers to improve the quality of their milk production. He said this is needed for producers to be able to demand better prices from the local milk industry. Benítez is not backing the Dominican Association of Milk Producers (Aproleche), which is asking for at least RD$30 per liter paid at farms, an increase of RD$7.50 per liter.

Benítez said that the government could not set milk prices because this would violate the law and free market. Eric Rivero, for Aproleche, says that the local dairy-producing sector could collapse due to low profitability. Rivero said that the local milk processing industries have already increased their sales price to the consumer in more than 30%.

Aproleche represents more than 55,000 producers nationwide.

33% of the vote of PLD Central Committee needed to validate registration to October primary
The ruling Dominican Liberation Party (PLD) is divided mainly between supporters of President Danilo Medina and those of former President Leonel Fernández. Electoral Regime Law allows that up to 15 can compete for the presidential nomination of any political party. But in the case of the PLD, party statutes indicate that a politician needs to receive 33% of the vote of the members of the Central Committee to participate in the primary on 6 October 2019. Mathematically speaking, this is 198 of possible 600 votes.

With President Danilo Medina announcing he would not seek the Presidency in 2020, the Central Committee needs to meet soon to decide who the pre-candidates will be. So far, nine party members have expressed their aspirations. Political analysts say that Medina controls 375 of the Central Committee votes and Leonel Fernández 210.

However, there seems to be a loophole. Electoral experts say that if the Central Committee decides that the election be by electoral boards instead of by direct vote, Fernandez would be at a disadvantage. The sector that backs Medina could vote in favor of others.

In addition to Fernández, the aspirants to be on the PLD presidential ticket are: Vice President Margarita Cedeño, former Environt Minister Francisco Domínguez Brito, former Education Minister Andrés Navarro, senator Reinaldo Pared Pérez, former Interior & Police Minister Carlos Amarante Baret, former CDEEE executive vice president Radhamés Segura, former Economy Minister Temístocles Montás, Public Works Minister Gonzalo Castillo, and former Labor Minister Maritza Hernández.

Political analyst Altagracia Salazar says that Medina cannot allow for two or more of those who he backs to compete against each other in the primaries. This would divide the vote giving an advantage to his contender, former President Leonel Fernández.

In addition, the party needs to choose others that will compete for municipal and legislative posts. Some 6,952 persons registered as PLD pre-candidates for the 2020 general election.

The party’s electoral commission set a 17 August 2019 date for the selection to be completed. The actual deadline for registration with the Central Electoral Board (JCE) is 22 August. Therefore, the Central Committee needs to meet no later than the second week of August.

Antonio Taveras Guzmán to seek senator seat for Santo Domingo province
The Democratic Coalition for National Regeneration (Coalición Democrática por la Regeneración Nacional) announced it is backing businessman Antonio Taveras Guzmán in his aspirations for senator for the province of Santo Domingo.

The platform has the active support of the Modern Revolutionary Party (PRM), the leading opposition party and a coalition of minority parties. Among the coalition members are Frente Amplio, Alianza por la Democracia (APD), Dominicanos por el Cambio (DxC), Alianza País, Opción Democrática, Bien Común, El País que Queremos, el Partido Comunista del Trabajo, and País Posible.

"We will wear out the soles of our shoes visiting the people where they live, to embrace them, to look into their eyes, and to speak face to face with them. To tell every woman and every man in the province that the time has come to eject the PLD and give way to a new Santo Domingo, with factories, prosperous businesses, job opportunities and development for all families in each of its municipalities," said Taveras Guzmán.

Alfredo Pacheco elected spokesman for PRM deputies
Alfredo Pacheco was elected spokesman for the Modern Revolutionary Party (PRM), the largest opposition party, for the 2019-2020 term. He had served in the position from 2018 to 2019. Pacheco is a former president of the Chamber of Deputies. He replaces the present spokesman, deputy Ronald Sánchez, for the legislative session that opens 16 August 2019.

PRSC brings back “the need for constitutional reform”
When President Danilo Medina said on Monday, 22 July 2019 that he would not seek to run for reelection in 2020, many thought constitutional reform was a dead issue. Not so. Now, leaders of the Social Christian Reformist Party (PRSC) are calling again for constitutional reform. They have a check-list of 11 points. On the list is changing the constitution so that President Danilo Medina can run again for office in 2024.

Other proposals are:
That the municipal election scheduled for 16 February 2020 be held on the same day as the congressional and presidential election set for 17 May 2020. The PRSC proposes that the Constitution be amended so that the elections take place on the third Sunday of May every four years.

To disallow counting the vote of deputies as votes for senators, keeping to Electoral Regime Law 15-19.

Remove the Attorney General of the Republic from the National Council of the Magistracy, the body in charge of electing the Supreme Court justices.

The amendment was inserted in the 2010 Constitution that former President Leonel Fernández masterminded to replace the 1994 Constitution. Political analysts explain it has enabled the President of the Republic to control the National Council of the Magistracy.

Lower to 18 years from the current 25 years the age needed to run for Congress.

Require that to apply for a judge position persons need to have had a career of at least ten years removed from partisan political affiliation.

Prohibit senators, deputies, mayors, vice mayors, councilors, directors, and deputy directors from holding the same position in government jobs for more than two consecutive periods.

Increase the majority needed to amend the Constitution.

Set a constitutional limit to indebtedness for both domestic and foreign debt taking.

Disallow the appointment of the attorney general and comptroller general by the President, and give the appointment power to another government body that does not coincide with the four-year term of the President.

Set a term limit of 10 years to judge positions on the Supreme Court of Justice.

In making the case for enabling President Danilo Medina to run for President in 2024, Rogelio Genao argued that former President Leonel Fernández did the same when he reached an agreement with former President Hipólito Mejía for the 2010 constitutional reform.

Social Christian Reformist Party (PRSC) leaders Federico “Quique” Antún and Ramón Rogelio Genao presided over the press conference where the proposals were presented. They argued the proposals would "correct distortions and errors that resulted from the 2010 Blue Collar Pact between former President Leonel Fernández and the president of the Dominican Revolutionary Party (PRD), today Foreign Relations Minister Miguel Vargas Maldonado". The Fernández-Vargas pact led to the approval of the 2010 Constitution that now enables Fernández to stand for office in 2020.

Presidente beer brewery to recycle all plastic bottles
The National Beer Brewery (Cervecería Nacional Dominicana), announced it will recycle all its plastic beverage bottles. Recicla 100+ will recycle bottles used for malt, water, energizing drinks, soft drinks and others produced by the company.

Franklin León, president of the CND, announced that for more than 30 years the company has successfully carried out a similar program with glass bottles that are collected at 550 recycling centers nationwide. These soon will be incorporated into the plastic bottle collection program. Bottles from any company product will be received at the centers. The company estimates some 580 million lbs of plastic waste is generated every year in the Dominican Republic.

The director general for the Caribbean and Central America for AB InBev, owner of the CND, Luciano Carrillo said that the program is part of the overall “Sostenibilidad 100+” company program. He said the company is working so that by 2025 their packaging uses recycled materials.

Ricardo Roselló announces he is quitting on 2 August
[/B]The governor of Puerto Rico became the first Puerto Rican governor to resign. He announced on 24 July 2019 his resignation is effective as of 2 August. He responded to the pressure exercised by the media and the local artists who joined the original protestors who demanded the resignation of Roselló.

There had been speculation in local news media that embattled Puerto Rican governor Ricardo Roselló had already traveled to the Dominican Republic the day before.

More than ten days of massive protests have demanded that Rosello step down from government in Puerto Rico.

When FoxTV interviewed Roselló earlier this week, he spoke of his intention to deal with the issues and not resign. On Fox TV Roselló said he apologized for the comments on the chat and said he would not run for a second term. He sought time to work beyond politics to fix the problems and make things better in Puerto Rico.

Justice Secretary Wanda Vázquez is expected to be acting governor until the 2020 elections, according to El Nuevo Día newspaper in Puerto Rico. The second in command in government in Puerto Rico is the secretary of state. But he resigned days ago for his possible role in the series of scandals that have Puerto Rico in political chaos.

Protests in Puerto Rico escalated after the release of an around 900-page list of WhatsApp messages (RickyGate). These showed Roselló and his inner circle ridiculing political rivals with violent, homophobic and sexist language and making fun of Hurricane Maria casualties.

Ricardo Roselló is 40 years old and a graduate of the Massachusetts Institute of Technology in chemical engineering. He is the son of former Puerto Rico governor Pedro Roselló.

John McAfee arrested in Puerto Plata, released four days later
Authorities in Puerto Plata arrested John David McAfee, his wife and four people that accompanied them, early this week. They were on board the yacht, “The Great Mystery” that docked at the Ocean World Marina in Cofresí. They carried several high caliber weapons and thousands of US dollars. With McAfee was his wife Elizabeth McAfee (Janice), UK citizen Richard Alan Gibson, German Robert Whitfield, Bahamian Oral Thompson, Haitian Vasner and dog Axel. Reports are that they arrived from the Hemingway Marina in Havana, Cuba.

The 73-year old McAfee is best known for developing the McAfee antivirus software in the 1980s and for helping to pioneer instant-messaging in the 1990s. McAfee is a British-US citizen. He has been on the run living in Cuba, Bahamas and Belize. As reported, US federal law enforcement agents were on his trail for tax evasion and other allegations.

McAfee was accused by Belize authorities to be the lead suspect in the murder of his neighbor in Belize, Gregory Faull.

Cybersecurity pioneer John McAfee has said he fears for his life and is on the run after claiming the US government is out to get him. As reported in El Dia, McAfee had threatened in a Tweet in June 2019 that if he is arrested more than 31 terabytes of incriminatory data would be leaked with names and details on acts of corruption of US government related to foreign governments.

In a latter development, Diario Libre reported that McAfee was released. This was confirmed on McAfee’s Twitter account. He said the Dominican authorities treated him well. Puerto Plata prosecutor Osvaldo Bonilla told Diario Libre the case was directly handled by the Attorney General Office in the National District.

Dominicans mourn passing away of New York Big Band creator
Cherito Jiménez’s father says he didn’t know his son was sick until he received a call. He awaits the autopsy that could explain what caused the death of 50-year old on Tuesday, 23 July 2019 at his home in Santo Domingo East.

He is suspect of having died of a heart attack. He had complained of a stomach ache. The wake will be at the Funeraria Blandino at Av. Abraham Lincoln. Cherito Jiménez was the lead singer and creator of the New York Band. Other members of the band were Irisneyda, Franklin, Miosotis, Tony and Alexandra.

National Theater anniversary concert on 28 August
Dominican soprano Nathalie Peña Comas takes the stage of the National Theater next August for the anniversary "Gala Lírica" concert. Mexican tenor Ramón Vargas and the National Symphony Orchestra will also perform to celebrate the 46th anniversary of the National Theater. Maestro José Antonio Molina will be conducting the orchestra. The event is set for Wednesday, 28 August 2019 at 8:30pm at the Carlos Piantini hall.

Dominicans in the Lima Pan Am Games
Dominican handball and beach volleyball athletes won their first matches in the Lima, Peru Pan Am Games scheduled to be inaugurated on Friday, 26 July 2019. In the pre-inauguration games, the Dominican women handball team defeated Peru 46-16 (22-7/24-9). The event is a qualifier for the Tokyo Olympics.

In men’s beach volleyball, the duo of Alejandro Medina and William Sánchez defeated Peruvians Gabriel Vásquez and Bruno Seminario 2-0 (21-11/21-14).

The Dominican delegation to the Pan Am Games is 214 athletes, 128 men and 86 women. These will compete in 36 sports. The flag bearer this year is weight lifter Crismery Santana.
