No praying or soliciting on the Metro
Prostitution soliciting, begging and selling is not allowed on the Santo Domingo Metro and Santo Domingo Skylift (Teleferico). The use of sound devices that could molest passengers is also banned and earphones are required. These rules of conduct are in the user manual that is being circulated by the Metro Office (Office for the Reorganization of Transport (Opret).

Singing, acting, praying or making political or religious speeches are not allowed in the corridors, trains, cabins, stations and other installations of the Metro and Teleferico. Some users of the mass transport service have complained this ban is a violation of Article 45 of the 2015 Constitution on freedom of belief and culture.

Water shortage in Santiago
The Santiago Aqueduct and Sewer Corporation (Coraasan) said the drought and high temperatures are limiting the supply of water. Rain in May and June has not been enough. Coraasan director Héctor Jáquez says that water levels of the Tavera-Bao dams are below adequate levels for human use and irrigation. He said that the whole country has suffered from the drought, with the central mountain area the hardest hit.

Despite the situation, Corasaan has managed to supply the province water needs. But now, the summer heat is making matters worse. Increase in consumption due to the weather is causing water scarcity in some areas of Santiago.

He said that he hoped that August and September would bring much-needed rain to fill the dams.

The situation could change as early as this week. A tropical storm is forecast to bring rains as of Tuesday, 30 July 2019 to the area, possibly supplying sufficient water to raise the dam levels.

Diario Libre: Francisco Domínguez Brito tells what he would do differently
In an interview in Diario Libre, former Environment Minister Francisco Domínguez Brito speaks of his hope of being chosen the ruling Dominican Liberation Party (PLD) presidential candidate for the 2020 general election. The PLD will be holding an open primary on 6 October 2019. Any Dominican eligible to vote could vote for Domínguez Brito in that primary.

Domínguez Brito sees himself as the renewal card for the leading political party. He understands his candidacy will unify the two main factions of the PLD, those supporting President Danilo Medina and supporting former President Leonel Fernández. Fernández is the highest-ranked politician in the party, but also the politician with the most unfavorable rating in opinion polls.

Domínguez Brito says he is confident if polls were carried out, he would be found to be the most popular. He said he has continued to work and gain followers ever since he resigned the Ministry of Environment to dedicate himself to his campaign.

"I want to be a President for transformation, of changes in initiatives, of passion for what you want to do," he said.

In the same interview, he proposed significant changes in the Judicial Branch and Public Ministry (Attorney General Office). He admitted Dominican justice has lost much credibility and has acted in complicity with drug traffickers and politicians to appoint judges.

He said he would back the elimination of taxes in the construction industry to stimulate the economy.

He proposed that a particular law covers abortion and separated from the Penal Code.

Domínguez Brito is also a former district attorney, two-time attorney general and former senator for Santiago.

Leonelistas say timing is off for constitutional reform
Followers of former President Leonel Fernández say that this is not time to resume talks about constitutional reform. In a press conference on Monday, 29 July 2019, Bautista Rojas (Bauta) said that presidential pre-candidate Leonel Fernández is concentrating on winning the 6 October 2019 party primary. The press conference was called to address the recent proposals by the Social Christian Reformist Party (PRSC) and PRM party leader former President Hipólito Mejía. The PRSC and Mejía favor reforming the 2015 Constitution to enable President Danilo Medina to seek the presidency in 2024.

Former Vice President Rafael Alburquerque says there can be no talk of constitutional reform in the middle of an electoral process. He did not discard that afterward, all Dominican sectors could reach a consensus to open discussions for constitutional reform in the future.

Former President Leonel Fernández himself has not spoken publicly after President Danilo Medina announced on Monday, 22 July 2019 that he would not seek reelection.

More Odebrecht interviews: José Manuel Guzmán Ibarra
Yesterday afternoon, Monday 29 July 2019, the Attorney General's Office interrogated José Manuel Guzmán Ibarra, former deputy administrator for government affairs at the Banco de Reservas. Guzmán Ibarra resigned the position he had held from 2004 on 30 June 2019 after investigative journalist Alicia Ortega linked him to the Odebrecht corruption scandal. A business he owns appears to have received funds from the Structured Bribery Division of Odebrecht, the Brazilian construction company that is investigating in a major regional corruption scandal.

On 1 July, Guzmán Ibarra published his resignation letter in his Twitter account stating that he was the only one responsible for his personal decisions and that he had to attend to these matters urgently.

As reported in El Dia, the bank manager said that he was unaware that Odebrecht used the account to pay bribes. He said he offered a service for which he was paid due compensation.

What the CMD president said about fake and plagiarized research
The president of the Dominican Medical College (CMD), Dr. Wilson Roa says that there were only two doctors who forged results to be awarded specialties. However, sources linked to the Ministry of Public Health and others in the medical guild consulted by Hoy, reveal that around 5,000 doctors would have adulterated the papers required for their specialty residencies. The needed research was published in non-existing journals, was plagiarized or edited from conferences rendered by other doctors, according to the story by Altagracia Ortiz in Hoy newspaper.

The publishing of research is a requirement to obtain a place in a subspecialty in public hospitals. Only 60 research papers of the 5,000 presented are authentic, according to sources.

Dr. Roa of the CMD has formed a commission to investigate further. He warned that there would be consequences for those responsible.

The medical guild of Santiago and that of the eastern region of the country were found to have authorized the most suspect fraudulent papers.

Marino Zapete book looks into illicit fortunes
It's already one of the best selling books in Spanish on Amazon and is for sale at the Cuesta bookstore on 27 de Febrero Avenue in Santo Domingo. A Kindle version of "The Irreverent Chronicles" can be bought for US$10. It is described as a compilation of the corruption scandals committed in the Dominican Republic in the period 1963-2019. It looks into the responsibilities of the main political, economic, social and religious players.

On Monday, journalist Marino Zapete presented the book "La crónica irreverente" in an event at the Hotel Embajador. The 357-page book is a critical overview of heads of government after the fall of the Trujillo dictatorship. It follows the trail of former Presidents Joaquín Balaguer, Antonio Guzmán, Salvador Jorge Blanco, Leonel Fernández, Hipólito Mejía to Danilo Medina.

The McAfee dogs are safe
The Attorney General Office has kept the weapons that were seized from The Great Mystery yacht in which John McAfee, his wife, and others docked in a private marina in Puerto Plata On Monday, 22 July 2019. When McAfee and his wife were deported to England on the next Thursday, the three dogs that came with them on the yacht were left behind. McAfee threatened the Dominican government to destroy the local tourism industry if anything happened to his dogs.

Later his wife would tweet: "Dogs are safe! They were taken to the farm of a French resident in the Dominican Republic. In the picture here are Tequila, Marley, Axel. The duchess does not appear in the photo, but I was assured that she is there with the other dogs. Thanks to our lawyer Carlos Olivares for making this happen."

It is now known that Tequila, Marley and Axel, the three dogs that came with McAfee, are under the care of a veterinarian that McAfee himself authorized.

McAfee had complained that the dogs were left locked in the yacht for over 60 hours, without food, water or air conditioning.

His defense attorney Candido Simón reported that the dogs were safe and well cared for.

Three more yola journeys prevented
The Dominican Armada announced the arrest of 37 people (24 men and 13 women) on three illegal crossings to Puerto Rico from Miches and Boca de Yuma in Higuey in the East. The 37 arrested passengers were taken to the head office of Naval Intelligence for questioning. They admitted to paying organizers of the trips but refused to provide names.

The Navy said that in the last few days there have been seven trips to Puerto Rico that they have stopped, with more than 70 people arrested. Not all are Dominicans. Others are Haitians, Cubans, Colombian, Venezuelans and Brazilians.

Rains on the way
The director of the Center for Emergency Operations (COE), General Juan Manuel Méndez has recommended that those living near rivers and streams stay alert to possible flooding. He called for monitoring weather bulletins. A weather disturbance is expected to produce cloudiness and thunderstorms over Puerto Rico and the Dominican Republic. A trough is expected to merge with a passing tropical wave resulting in heavy rains as of Wednesday, 31 July 2019 through Friday.

The National Meteorological Office of the Dominican Republic (Onamet) forecasts thunderstorms across most of the country. Nevertheless, 10 provinces are in green alert. These are Santo Domingo, San Pedro de Macoris, Monte Plata, San Cristóbal, Hato Mayor, Monseñor Nouel (Bonao), La Vega, Sánchez Ramírez (Cotuí), Duarte (San Francisco de Macorís) and El Seibo.

Pan Am Games: Another gold for the DR
Dominican water skier Robert Pigozzi won the gold medal with a record of three buoys in 10,25 meters in the water ski slalom at the Pan-American Games in Lima, Peru on Monday, 29 July 2019. This is the first time that the DR has received a gold medal in water skiing at the Pan American Games.

Pigozzi is from Boca Chica where his family runs a water skiing training business.

His medal is the second gold medal won by the Dominican Republic in the games. Weightlifter Beatriz Pirón won the first gold in the 49kg weightlifting competition.
