    At the Charamicos end of the beach there is a moto concho "station" where they gather under a tree.
    Close by are the colmados that sell alcohol, beer to whiskey.
    All during the day a goodly number of the moto concho guys take a fare, come back and buy a little booze.
    By the afternoon they are pretty drunk but go right on taking fares around town.
    From years of experience they are able to disguise their degree of drunkeness.
    I am amazed at how they are not in accidents.
    Maybe drunk driving is a skill that they develop after years of experience.
    I would not ride with one if it was free but the poor tourists get aboard all day long.

    My guess is one of two things:

    The Concho drivers got sick of them and pried them up (many have convenient spaces enough for 2 spaced tires.
    OR
    The guy with the contract has more to sell the Gov. so he has someone prying them lose and then either sells the same ones back or new ones. - Dam good profit margins if you can sell the same product twice (for more than it's value).

    these are not glued but bolted. The same animal chamaquitos pry them off at night so they can go flying by popping wheelies killing their own people.

After all we are not a rich country to disburse the full qty in one shot. Funny is all being done by donations from private citizens (all Dominicans) and the the Gov program.

    Smart guns? The manufacturer only provided the prototypes for the pilot test. Since then the prototypes supplied were not manufactured. The maker decided to hold it until better and smaller/lower latency elecromechanims are available. So it's paused, for now.

    The E-pesos? Already the currency in circulation has been limited and the electronic transactions increased exponentially in the local market. A matter of timing to keep currency level. But it's happening faster this year than all 4 back put together.

    30 Days overstay? HHHHHHHH

    All have been warned here aplenty!

    For those overstaying simply vacationing, once it's the full monty, will not feel it much. But those that are invested in the DR in property, businesses, and other instances where they need to be in the country, will have a very hard time if caught in the net...

    Folks, the National Database is a system that will incorporate anything that has to do with government, business, legal and anything in between. With a limited scope for the private interests due to privacy. But you can bet it will be good and swift.

    The pilot roll outs provide what works, what needs improvement and what needs to be cut out. So far the results are beyond the expectations. A person's driving record is now fully detailed and accessible to any LEO anywhere in the country. Real time.

    Personal fines will soon be a common thing for littering, loittering, etc... Because there will be a means to enforce it practically. Drivers Ed will start from a young age. Motorcyclists will be required to get a safety certification to operate anything on two wheels and a motor to make it run.

    All that is in the way. You just wait... It takes money to roll out each program ahead of the curve.

    The Chinese gov has proposed much assistance to that end. Including public security.

    Ah! Oh! And a little thing called 5G from HUAWEI...
