Somos Pueblo says Gonzalo Castillo is a candidate for serving jail time in Azua
The anti-corruption and impunity civic movement held a press conference on Wednesday, 7 August 2019 to back taking former Minister of Public Works Gonzalo Castillo to the 15 de Azua Public Jail. Eduardo Daniel Sanchez Tolentino, member of the board of directors, spoke for Somos Pueblo at the event. He explained that the press conference was called after rumors were spread on social media that the movement directors had sold out to the government.

He stated: "We are here to tell why we back him. We are backing him because he has all the characteristics to be sent to the 15 de Azua Jail. "He is a firm prospect. We here present the evidence that he has violated several laws."

Somos Pueblo distributed a book, “El Gonzalazo” with a compilation of evidence that Castillo has violated Dominican laws. The evidence allegedly reveals the violation of the Government Procurement Law 340-06. It explains that Castillo has ownership in companies (including Minicomsa, Helidosa, AeroAmbulancia, Constructora Castillo, López y Asociados) that have been suppliers to more than 10 government entities.

The document reveals that Castillo's helicopter company, Helidosa has grown from having five aircraft to more than 30 aircraft in just seven years of his term at the Ministry of Public Works.

The Somos Pueblo document also has details on six construction works carried out by the Brazilian company Odebrecht under the ministry of Castillo. Of these, Sánchez said that five were approved without an initial budget, in violation of Ministry of Public Works procedures. These public works have yet to be investigated by the Attorney General Office.

The civic movement also criticized Castillo for nepotism, which is hiring family members in government positions.

The document carries information on how Castillo's sworn statement of worth was RD$145 million in 2012, and had increased to RD$504 million by 2016.

The organization also says the document has information on rumors that a company registered to just a lawyer is one of the most favored by public work contracts in the country, among other rumors of irregularities in wealth accumulation by Castillo.

Sánchez said the group intends the book serve for the debating of ideas with the pre-candidate. The organization says it has been following the actions of Castillo for years now. He said the members of the organization do not fear retaliation. "We cannot fear them because they work for us, we pay their wages through our taxes, he explained. "The people are tired."

He said he does not believe in local justice, but is optimistic if people exercise their power, justice will have to act. Sánchez says they are now collecting signatures to request the Public Ministry act.

Somos Pueblo was created in 2015 and maintains an online portal for airing corruption in government that the traditional media does not cover. He said they have many collaborators and sell T-shirts for RD$500 to gather funds. He highlighted that media in the country is today maintained by government advertising, that they do not receive.

The communications team for the Gonzalo 2020 described the event as a fake campaign that seeks to confuse the population and the media regarding Castillo's candidacy. The release says that Somos Pueblo "is known for its consistent and bad intentioned efforts at defamation, intrigue and lies regarding the actions of the Medina administration and the candidate and former Minister of Public Works Gonzalo Castillo".

Castillo himself said that anyone who has evidence against him should present these immediately to the Attorney General Office instead of to the media. When TV investigative journalist Alicia Ortega presented on her "El Informe con Alicia Ortega" program the evidence obtained by the International Consortium of Investigative Journalists on additional contracts work that link then Minister Gonzalo Castillo to covert payments by the Structured Bribery Division of Odebrecht, Attorney General Jean Alain Rodríguez discarded the information saying only Excel worksheets had been presented.

The Dominican Medical Guild (CMD) says that six magazines were in circulation containing plagiarized and fake medical research papers. So far, eight physicians have been singled out for publishing questionable papers in these publications. Luis Peña Núñez, president of the National District region, said that medics paid between RD$2,000 and RD$5,000 to publish the papers to comply with a requirement to advance their careers. New Adesa study looks into health sector funding
20% of the budget of the Ministry of Public Health comes from international loans, according to the Alliance for the Right to Health (Adesa). Of the RD$81.82 billion budget for 2019, 12.7% comes from InterAmerican Development Bank loans and 4.4% is domestic financing, the remainder from government-generated funds.

Adesa recently released findings for the "Primary Health Care" research carried out. In the health sector, the private sector encompasses 53.3% of spending and the public 46.7%. The report indicates that direct expenditure of the Central Government in the health sector is only 21% of the total volume of current spending on health. The study reveals that the cost of health care in the Dominican Republic has been consistently increasing.

Estimates are that for 2020-2022, government spending in the health sector will be around 1.7% of GDP, much less than the 4% established for the fiscal year 2020.
