Dominicans regained sovereignty 156 years ago
The Dominican Republic celebrated Restoration Day on Friday. 156 years ago last Friday, 16 August 2019, the people of Santo Domingo regained their sovereignty after nearly three years of combat against a better armed, better trained and better fed Spanish army.

Under the presidency of Pedro Santana, the country had become a Spanish colony again in 1863. After independence from Haiti in 1844, the government was in chaos. There was no hard currency, and there seemed to be no other road to take except to become a Spanish possession once again.

The people rebelled because they were not happy with the decision to annex the country to Spain after less than 20 years of independence. The War of the Restoration would be fought by ill-clad and poorly armed Dominicans who seldom had sufficient food to carry on the fight, but fight they did.

According to noted journalist, historian and author Adriano Miguel Tejada, these men and women “fought to preserve their independence and their way of life, their customs, their traditions and the tolerance characteristic of all free societies.”

Former President Juan Bosch had described the event: “[the Restoration] was the most important historical event of the Dominican Republic.” He described the war as “popular, anti-colonial and Antillean.”

Eugenio Maria de Hostos, the famed Puerto Rican educator, called the Restoration movement the true Dominican independence. He wrote that it was when the people finally cut their ties with colonial Spain.

Finally, Roberto Cassa, the historian who heads the National Archives, remarked for the anniversary: “The Restoration was the most important event of the 19th Century…” The war was an unrelenting series of guerrilla-type attacks by the Dominican forces that drained the Spanish army, its men already under attack by many tropical diseases. The process of restoring Dominican independence began on 16 August 1863 and ended in 1865.

Back to school
Monday, 19 August 2019 is the official back to school day in the Dominican Republic. President Danilo Medina is scheduled to be at the Eustacia Marte de Fernández public school in Santiago city for the occasion.

As reported, in elementary, there are 900,000 students registered in the public school system and another 750,000 in public high schools. There are 270,000 registered in elementary and high school adult studies programs. Also, 650,000 students are enrolled in private schools nationwide.

The government reports that 1.3 million students are registered in the public extended school program. The program encompasses 7,823 public schools.

The census is coming
A pilot census will take place in Eugenio María de Hostos municipality in Duarte province as part of preparations for the 2020 General Census. Alexandra Izquierdo, the director of the National Statistics Office (ONE), made the announcement.

Izquierdo says that 2020 marks the 100th anniversary of the first Dominican census conducted in 1920. She says surveyors are scheduled to visit around 3.4 million households.

Pedestrians to be tested for drunk walking
The National Transit and Transport Institute (Intrant) says pedestrians will be tested, too if suspect of being drunk. The tests are being carried out by the Transit Agency (Digesett).

Article 259 of Transit and Transport Law 63-17 states the tests will be carried out on drivers and pedestrians to detect the presence of alcohol in their breath and to determine the degree consumed.”
The tests are random and are to be carried out when anyone is suspect of being under the influence of alcohol.

The transit law establishes a fine of between five and ten public sector minimum wages for drunk drivers, nevertheless, it does not specify the penalty for drunk pedestrians. While the law states that Digesett agents may detain drivers who test positive for up to four hours, it does not establish measures against pedestrians.

According to Law 63-17, it is illegal to drive a motor vehicle on public roads when the BAC level is greater than 0.25 milligrams per liter of alcohol in the exhaled air. Drivers of vehicles intended for public passenger transport, cargo transport, taxis or school transport, must have absolutely no traces of alcohol in their breath.

For those who ride motorcycles, the degree of alcohol allowed by law is 0.1 milligrams per liter in the exhaled air.

The levels translate to around one to two small bottles of beer or glasses of wine, depending on the person’s weight.

Lack of traffic signs causes accidents in Puerto Plata
Local authorities say the lack of traffic signs is a major cause of the many accidents in the north coast city.

An undisputable sign of this problem was put into evidence last week when a car and a truck crashed at an intersection of José Ramón López and 12 of July streets in Puerto Plata city. Three persons were injured.

Eyewitnesses told reporters that because of the lack of adequate road signage, a foreigner who was travelling the wrong way on a one-way street hit a truck that was going down 12 of July Street, one of the main thoroughfares of the city.

The Chrysler 200 convertible hit the Hino truck belonging to a company that sells ice and water. Locals made off with dozens of empty water bottles after the crash, which overturned the truck. The injured were assisted by Ambar Rescue and the 9-1-1 service of Puerto Plata.

Dengue epidemic takes tenth victim; over 6,000 cases reported
By the last week of July, the official number of dengue cases had climbed by over 700, adding up to over 2,500 for the previous four-week period. Over half of the cases are children under 15 years of age.

According to official sources, 75% of the suspected cases have tested positive for the virus, which is transmitted by the same mosquito that transmits malaria, the Aedes aegypti.

The official Ministry of Public Health bulletin reads: “During this period, the disease has maintained a rate of increase above what was expected, compared to the same period over the last five years.”

The most affected regions, with infection rates above 450 per 100,000 inhabitants, are the southwestern provinces of Independencia and Barahona.

Health Minister Rafael Sanchez Cardenas confirmed the ninth fatality from dengue, and the most recent bulletin confirmed the tenth fatality.

This year the Dominican Republic has suffered a 882% increase over 2018, when the infection rate was 10.98/100,000 and there was only one fatality.

Dengue tends to increase in frequency during the summer months when humidity increases, which facilitates the breeding of the mosquito vector.

The Ministry of Public Health has underway programs and operations to reduce the spread of dengue, including spraying, education and brigades cleaning up refuse in vacant lots that serve as breeding grounds for the mosquito.

In 2015, which was the last time there was a very major outbreak of the disease, there were 103 fatalities and over 16,000 persons affected.

Video makes evident medical crisis affecting the poor in Santiago
A video showing five young children sharing a bed at the Hospital Infantil Regional Universitario Dr. Arturo Grullón Children Public Hospital in Santiago went viral after it was uploaded on Saturday, 17 August 2019. The city’s largest public children’s hospital has been undergoing renovations for several years.

“It is a pity and a shame that they have our children like this, where they can pass illnesses from one child to another… This is not appropriate for so many children, this is an injustice they are doing to us," says the anonymous voice on the video.

The director of the National Health Service (NHS), Chanel Rosa Chupany, responded to the video and visited the Arturo Grullon Children's Hospital on the same Saturday. He issued a statement whereby he says other hospitals are now instructed to send only cases in extreme need to the hospital. Physicians were ordered to speed up discharges.

Rosa Chupany apologized to the parents and relatives of children. He said the demand for the hospital’s services exceeds the capacity of the hospital that is under renovation.

Adding fuel to the fire: Camacho repeats in Congress
Radhamés Camacho will repeat as president of the Chamber of Deputies. Camacho is a strong follower of President Danilo Medina.

His election on Friday, 16 August 2019, erased the agreement signed in 2015 between two leaders of the ruling Dominican Liberation Party (PLD), President Danilo Medina and former President Leonel Fernández. According to that agreement, a follower of Fernández, Demóstenes Martínez should have presided over the Chamber for the 2019-2020 term. Previously, Lucia Medina (Medina follower), Ruben Maldonado (Fernández follower), Radhamés Camacho (Medina follower) had presided the Chamber of Deputies as per the agreement that was endorsed by the PLD’s Political Committee. The Superior Electoral Court confirmed the pact in 2015.

The would-be president of the Chamber of Deputies, Demóstenes Martínez, said on Friday, 16 August that the election of Camacho sends signs that the rift between the leadership of the ruling political party continues.

Legislator José Laluz said the election breaks the traditional discipline within the party and he forecast difficult times ahead for the legislature.

Camacho received the vote of 120 deputies in favor and 35 against. The 35 were the votes of those loyal to former President Leonel Fernández. Of the 120 votes in favor, the opposition party, Modern Revolutionary Party (PRM) contributed 25, even when those votes would not decide whether Camacho would stay or leave.

Interestingly, only Faride Raful, Francisco Paulino and Luis Sánchez of the PRM voted against Camacho. Fidelio Despradel of Alianza Pais said he did not vote for Camacho, as had appeared on the electronic board of the Chamber.

Meanwhile, Reinaldo Pared Pérez was elected to continue as president of the Senate. He has been in the position for 12 years. He aspires to be elected the ruling party presidential candidate.

El Dia editorial on 19 August 2019 points out that internal political differences have again prevailed over collective good.

Adriano Miguel Tejada of Diario Libre explains the reelection of Radhamés Camacho as a case of “realpolitik”. He explains the Danilista group was not going to facilitate the injection of resources of the Chamber of Deputies to their competitor in the party in these electoral days. Tejada says it is all about the money and nothing more. He adds that the president of the Chamber also has a say in the distribution of resources that could be used to boost 35 Danilista deputies that may need help to remain in their posts.

PRM announces how it will use its 20% reserve privilege
The Modern Revolutionary Party (PRM) announced the party leadership would pre-select six senator candidates, leaving the remaining 26 to be voted for in the party primary scheduled for 6 October 2019. An estimated 1.3 million Dominicans are eligible to vote in that primary.

With the announcement, the party complies with the 7 August 2019 ruling by the Superior Electoral Court. This reverses the earlier decision of the PRM leadership to handpick 29 of the 32 senator candidates for the party. The six senator candidacies to be reserved by the PRM are those of Espaillat (Moca), La Altagracia (Higuey and Punta Cana), La Romana, La Vega, San José de Ocoa and Santiago.

The party membership will choose the candidates for the provinces of Duarte (San Francisco de Macorís), Sánchez Ramírez (Cotuí), Montecristi, Azua, Independencia, Monte Plata, Pedernales, Samaná and the National District during the 6 October primary.

The party announced that a delegate convention would be held to choose the candidacies for senator in El Seibo, Puerto Plata, María Trinidad Sánchez, Valverde, Monseñor Nouel, Bahoruco, Peravia, Barahona, Dajabón, Hato Mayor, Hermanas Mirabal, San Cristóbal, San Juan de la Maguana, San Pedro de Macorís, Santiago Rodríguez and Santo Domingo.

The party also reported it has reserved the 51 seats corresponding to its deputies in Congress.

Quique Antún: Is he a rock star or a movie star?
67-year old Federico (Quique Antún) has been the talk of the town for his new look. The president of the Social Christian Reformist Party (PRSC) has plans to run for President in 2020.

Appearing attired with sunglasses and a leather jacket, Antún recently addressed the country condemning “the present corruption that engulfs the country.” He has called for Dominicans to take to the streets to protest.

The PRSC had been a strong ally of the ruling PLD in the 1996-2000, 2004-2008, 2008-2012 and 2012-2016 governments of former President Leonel Fernández and President Danilo Medina.

But now Antún says that the Dominican Republic “is worse off than ever” and “corruption is reaching unsustainable limits.”

Speaking to the nation, he stated that the country “looks every day more like a dictatorship.” He said the Dominican people have suffered decades of corruption and false promises.

Artificial intelligence school opens in Santo Domingo
Fuse Machines announced the opening of its first Fuse AI artificial intelligence school in Santo Domingo. The school is a follow up of a global scholarship program started in 2017. Classrooms and offices are located at Chez Space on Calle Jacinto Ignacio Mañón 7 in Santo Domingo. The local telephone contact is 829 548-0044.

The curriculum includes courses in machine learning, deep learning, natural language processing, and computer vision. The practical and focused online curriculum was developed by Columbia University faculty and experts in the artificial intelligence industry. The school prepares engineers for the global artificial intelligence job market.

Silver Sun deal gone sour?
HES Group of Florida has announced it is investing US$7 million to remodel the Silver Sun Gallery and Embassy Suite by Hilton. The company recently announced the purchase for US$47 million.

But the lawyer for the builder of the mall and hotel, Desarrollos RDC, denied the completion of the deal. Company lawyer Tony Delgado said that Desarrollos RDC continues to be the sole owner of the hotel and shopping mall that is located on Av. Tiradentes and Fantino Falcon street in Santo Domingo.

Desarrollos RDC said that while there were negotiations, the purchasers violated several points in the contract and now Desarrollos RDC is revoking the deal as of 26 June 2019.

The builder of most of the Santo Domingo Metro, engineer Diandino Peña, is the owner of Desarrollos RDC.

Low cost housing or a real estate fraud scheme?
Lawyer Coralia Martínez says she is a victim of abuse of power after she uncovered alleged fraud for more than a RD$1 billion in cases involving officers at the Ministry of Public Works and the National Housing Institute (Invi).

As reported in Somos Pueblo, the scheme was to get tax-free status approved for a low-cost housing project and then build luxury residential units. The scheme was implemented in upscale neighborhoods such as Naco (National District) and Bávaro (Punta Cana).

The lawyer was hired by the Dominican Architects & Engineers Guild (Codia) to investigate the cases. She explained that early on, Codia publicly denounced violations of the trust law scheme for the low-cost housing developments. As reported, Martínez would win several cases against the Ministry of Public Works. But, as reported in Somos Pueblo, former Public Works Minister Gonzalo Castillo then met with the president of the Codia and she was told to stop the investigations.

The lawyer says Codia now does not want to pay her for her work in processing the cases. She says that Attorney General Jean Alain Rodríguez has filed away the cases submitted to the judiciary.

Meanwhile, as reported, the Tax Agency (DGII) validated the investigations and of 300 low-cost housing projects investigated, 235 were rejected as such and taxes collected.

Martínez told Somos Pueblo the fraud case could be bigger moneywise than Odebrecht scandal.

The grave complaint of Fernando Villalona about water supply in Loma de Cabrera
According to well-known singer Fernando Villalona, the improper use of chlorine in the drinking water supply of Loma de Cabrera by the National Institute of Water and Sewers (INAPA) has affected the eyesight of the people of his hometown. He said that the chemicals are not being properly used properly and are affecting even the livestock in the region.

He told reporters: “This is not the first time that this has happened, and I am not going to let it go without a public complaint.”

At his house in the town along the Haitian border, more than 2,000 fish in a pond in his back yard died as a result of the incident.

The singer reported that a large part of the community complained to the regional manager of INAPA.

He complained that Inapa has employed untrained personnel to apply the chemicals used to purify the aqueduct water. The town has asked the head of INAPA, Hector Maara, to take charge of this case in order to avoid more serious consequences.

And sometimes you get lucky: Police recover 5 stolen cars
The National Police has recovered five cars that had been stolen from their legitimate owners. These vehicles include a Ford Explorer, a Rexton SUV, and three cars, a Honda Accord, a Hyundai Sonata and a BYD (Chinese) 2011 model.

As reported by the Police, the vehicles stories are:
The Ford Explorer was recovered in the Nuevo Amaecer sector of East Santo Domingo, at the home of a man who said that the owner had failed to live up to a business agreement and had given him the vehicle, according to the Police report.

The Rexton SUV, owned by an American who lives in Juan Dolio, was left abandoned in Andres, Boca Chica, by four men that had stolen it. The occupants of the vehicle ran away when they noticed the presence of a police patrol. Shots were fired without any injuries.

The Honda Accord was turned in voluntarily by a person from Alma Rosa, in East Santo Domingo, who said that the owner of the car had left it as a guarantee for payment in relation to another accident.

The Hyundai Sonata was also recovered voluntarily, from a man who said that he had bought it two years ago from a car rental agency that went bankrupt.

The BYD was stopped by a police patrol and the driver arrested and sent to the Justice Department for processing.

Argenis Contreras is still in New York
The Dominican Consulate in New York denies reports that Argenis Contreras, the man accused of the murder of lawyer Yuniol Ramírez in the Dominican Republic, had traveled to Punta Cana last week. The consulate said that on the contrary, Contreras is in jail in New York awaiting the decision of the immigration judge of the Southern District Court regarding a deportation order.

As reported, Argenis Contreras has appealed his deportation claiming persecution against him in the country and that his life would be in danger if he returns. He is awaiting a hearing before an immigration judge in the Bergen County Jail in Hackensack, New Jersey.

The press and public affairs office of the Immigration and Customs Enforcement (ICE) Police in New York have reported that Contreras entered the United States on a tourist visa on 12 October 2017. Four days later, on 16 October, Interpol issued a red alert indicating that Dominican judicial authorities wanted him on homicide charges.

ICE arrested him on 11 April 2018 in the New York area and placed him in the custody of U.S. immigration police.

He is accused of being the material author of the murder of the lawyer and university professor.

Police accuse US citizen of abuse of two minors
The Police reported the arrest of a US citizen accused of alleged sexual exploitation of minors in the tourist town of Cabarete, Puerto Plata.

Members of the Specialized Corps of Touristic Security (CESTUR) arrested 46-year old Michael Daniel Harness in his Cabarete apartment. A search warrant had been issued by the Puerto Plata prosecutors office. The apartment is in the Residencial Palacio Atlántico.

The preliminary report indicates that at the time of the arrest, he was in the company of two minors, ages 14 and 5, who live in the La Ciénaga sector of Cabarete.

The mother of the children, Aracelis Rodríguez, was also arrested. Harness stated he had legal custody of the children by way of power of attorney.

As reported, Harness argued that the children were in his apartment because he worked with a non-governmental organization to help children read and write. He said he planned to adopt the two children. On 27 May 2019, the mother had granted custody.

Maria Dimitrova could still get her gold medal
The Dominican Karate Federation has appealed the silver medal won by Maria Dimitrova in the Pan Am Games in karate. As reported, she lost the gold to US competitor Sakura Kokumai because she misspelled “kata”.

Dimitrova would go on to win gold with two fellow team members, Sasha Rodríguez and Franchel Valázquez, in the kata modality.

The Dominican Karate Federation has requested a review of the case before the Pan-American Karate Confederation. There is hope she could get her hard-won gold.

Bad news for Queens of Caribbean: Brenda Castillo breaks arm in a traffic accident
When returning to Santo Domingo after vacationing in Las Terrenas, Brenda Castillo suffered a broken arm in a traffic accident in Samaná. The SUV she was traveling in with her daughter and husband, Julio Martínez, slid on the Las Terrenas mountain road on Sunday, 18 August 2019 in the morning.

Volleyball national team medical supervisor, physiatrist Victor Figueroa reported Castillo had "suffered a fracture in the lower third of the left humerus.” In Santo Domingo orthopedic surgeons Cesar Roque and Cesar Coradin studied her case. There is good news.

The physicians said the first medical care she received at the Centro Médico Internacional in Samaná was effective. Her physicians in Santo Domingo say that the operation carried out by Dr. William Alejo in Samaná to reposition the bones in the athlete’s arm was perfect. A second operation would not be needed.

The Dominican national volleyball team is preparing to win a slot in the Tokyo Olympics 2020. The continental qualifier for the Olympics is scheduled for January 2020.
