    Quick question about the Cedula. When you go for your cedula do you bring your own photos, like passport pictures, or do they take your picture while you are there?

    Mine is 402 born in Canada. Wife's is also 402 born in England. 402 must be the NO VOTA cedulas

    I was just 'citizenized'..... and the 402 carried on.....
    same number as always and I can vote

    No I am a citizen and have 402. My stepson, who is Dominican has a 402 number.

    All recent cedulas to everyone, Dominican or not, are issued with 402. If you become a citizen and you have used your old cedula to open a bank account for example, you remain with your old number. https://en.wikipedia.org/wiki/C%C3%A...ad_y_Electoral
