New national committee to make tourism safer
The Presidency announced the creation of the National Committee for Tourist Safety. The committee had been in the making since last year, with the backing of the National Hotel & Tourism Association (Asonahores). Roberto Rodríguez Marchena, via his Twitter account, said the committee was created by Decree 287-19 dated 3 September 2019.

The new government entity seeks to develop a climate of security within the national tourism sector and will formulate recommendations as needed.

The Ministry of Tourism (MITUR) is the committee chair. The new government entity integrates 18 other government departments, including the ministries of Defense, Interior & Police, the National Police, the 911 Emergency Service, the Center for Emergency Operations (COE), and the National Institute for Terrestrial Transit and Transport (Intrant), among others.

The decree also called for the development of the National Program for Tourist Security under the Specialized Corps of Tourist Security (CESTUR).

Everything you wanted to know about the 6 October primaries
A guide prepared for the 6 October 2019 simultaneous primary with the participation of the Dominican Liberation Party (PLD) and Modern Revolutionary Party (PRM) presidential pre-candidates is now available online.

The Central Electoral Board (JCE) says that 11,427 pre-candidates will participate. This is 6,710 for the PLD and 4,717 for the PRM. The primary is costing RD$2.4 billion. The voting stations will be open from 8am to 4pm.

The JCE says that 44,232 delegates of the PLD and the PRM will be staffing the 7,372 voting stations located in 3,890 voting centers nationwide. The voting stations will be run by 36,860 persons. The JCE is assigning 8,150 technicians to ensure the operation of the voting machines.

The JCE says it will run a test vote on Sunday, 8 September. For the test run, 20,000 party members will staff voting stations and 4,000 electoral technicians will be on hand to ensure the operation of the new automated voting machines. This is the same equipment that will be used in the February 2020 municipal elections and the May 2020 presidential and congressional elections.

Constitutional Court outlaws carryover votes for senators
The Constitutional Court (TC) rejected that votes for deputies be allocated to deputies. The TC says this violates the 2015 Constitution.

The ruling puts an end to the practice of carrying over the votes cast for deputies. Voters will now be able to cast votes independently for senators and deputies in the National District and all the provinces.

The JCE had allowed the practice in five provinces (La Vega, Puerto Plata, San Cristóbal, Santiago and Santo Domingo) and the National District.

Stop using state funds for campaigning
Modern Revolutionary Party (PRM) pre-candidate Luis Abinader's team urges the Central Electoral Board (JCE) to investigate if the government is using state resources to finance the internal pre-campaigns for Dominican Liberation Party (PLD) candidates. Senate president Reinaldo Pared Pérez, former pre-candidate Carlos Amarante Baret, and the Citizen Participation civic movement have warned that former Minister of Public Works Gonzalo Castillo is using state resources.

Jesús Vásquez Martínez, operations director for Abinader, said that the revelations are serious. He called for the Attorney General Jean Alain Rodríguez also to look into the matter.

More solar power for the national grid
The Dominican Republic's National Energy Commission (CNE) says that before the year is over, a 50-MW solar photovoltaic (PV) park will be in operation. As reported, the Washington Capital Solar Park has cost about US$75 million. US utility Dominion Energy Inc. is in charge of the construction in Mata de Palma, Guerra in Santo Domingo province.

When fully operational, Washington Capital is expected to generate around 110 GWh per year with its 201,000 solar panels over a 30-year life span.

Women Minister Janet Camilo on the murder of Anibel González
Women Minister Janet Camilo laments the murder of 30-year old lawyer Anibel González by her former husband, Yasmil Fernández Estévez (Ray Fernández). González had survived a first murder attempt less than two years ago. Camilo appealed to begin generalized education in gender equality to prevent violence.

Anibel González died on Sunday, 1 September 2019, after being shot three times by her former husband, who then committed suicide.

Camilo said on Twitter, "Being a woman in this 21st Century society remains a constant challenge. Every day we wake up at the risk of dying at the hands of a man we have loved at some point in our lives. Women are not forgiven for stopping to love," she said.

"To educate is to prevent, it is to teach to live in values, above all, to value life. It is to live exemplary lives as fathers, mothers, citizens, politicians, businessmen and businesswomen, communicators, priests, pastors, teachers, men and women. Educating will always give better results," she said.

Fernández Estévez was released from jail after serving less than two years. An investigation is ongoing into the many irregularities surrounding the release on behalf of prosecutors and judges.

Justice system fails Anibel González
The Attorney General Office provisionally suspended on 3 September 2019 two San Pedro de Macorís prosecutors that are under investigation in the murder case of 30-year old lawyer Anibel González. The prosecutors suspended are Pedro Núñez Jiménez and Margarita Hernández Morales. The first is the head prosecutor of San Pedro de Macorís, the second is the director of the Gender Violence Unit in the same province.

San Pedro de Macorís prosecutors, the Attorney General Office and judges violated more than a dozen protocols in the case of the murder of San Pedro de Macorís lawyer Anibel González, according to numerous lawyers who have been interviewed by the media on the case Diario Libre has pointed out that the Attorney General Office was alerted and could have prevented the murder, but did not act according to the law.

Anibel González, mother of three little girls, was murdered by her former husband, Yasmil Fernández Estévez (Ray Fernández). Fernández shot González in front of their three children and then entered into the bathroom of the dwelling to commit suicide.

González had feared that Fernández would attempt to murder her once he got out of jail. Her worst fears came to be.

Fernández was in jail sentenced to a mere five years for a previous unsuccessful murder attempt in which he attempted to murder his former wife and inflicted seven stabs. She survived.

This time, she did not make it after receiving three bullet wounds from Fernández, who later would commit suicide. Fernández was the owner of a furnishings company.

In the case, Attorney General Jean Alain Rodríguez has ordered an investigation into the murder of lawyer Anibel González by her ex-husband. Rodriguez acknowledges that the 6 February 2019 agreement that allowed for Fernández to leave the jail violated the general principles of the National Plan Against Domestic Violence.

Fernandez Estevez was jailed in December 2017 for the attempted murder of his ex-wife. However, in January of this year, he was released after securing the abovementioned agreement with the Justice Ministry. Neither the victim nor her lawyer were present when the agreement was reached with the prosecution and the deceased killer.

Attorney General Rodríguez has appointed assistant Attorney General Bolívar Sánchez, and the head of the National Plan Against Domestic Violence, Ana Andrea Villa Camacho to investigate the case. They have summoned three of the prosecutors from San Pedro to be interviewed, including head prosecutor Pedro Núñez and the domestic violence prosecutors, Luz Aurora Almonte and Margarita Hernández.

Luz Aurora Almonte had rejected the signing of the agreement and removed herself from the case. She previously notified Attorney General Jean Alain Rodríguez, the coordinator of gender violence Ana Andrea Villa Camacho and the inspector general of the Justice Ministry Bolivar Sanchez of the irregularities. When Almonte handled the case, she had accused Fernández of charges that should have meant 30 years in jail.

Hernández, who is the director in San Pedro de Macoris of the domestic violence office in San Pedro de Macoris, would take charge after Almonte rejected the agreement. Under Hernández, the gravity of the accusations were reduced and the agreement was signed enabling Fernández to prematurely leave the jail.

The president of the Lawyers Guild (CARD), Miguel Surun Hernández, has also called for an investigation as to how Fernandez Estevez could be released from jail for attempted murder after just over a year.

The whereabouts of the spouse of César "El Abusador"
Media is reporting that Marisol Franco is at the Palacio de la Justicia jail. There was speculation that the spouse of accused drug capo César Emilio Peralta "El Abusador," is part of negotiations with the Kingpin Act-designed fugitive. The US is seeking to have him expatriated to the US, where he would answer charges of drug dealing and money laundering.

According to El Día newspaper, Franco was allowed to return to her apartment in Naco Blue Tower under strict security measures.

A hearing would have been had on Monday, 2 September, but this was postponed for Friday, 6 September with Judge José Alejandro Vargas.

Franco's lawyer, Rafael Taveras, has denied that there was any agreement, and if there were, it would be a judicial kidnapping, he said, as one person could not be arrested, hoping that another would hand himself or herself into the authorities.

When asked about her whereabouts on Monday, the Public Prosecution Service limited itself to say she was under their jurisdiction.

Franco’s lawyer stated that the assets she holds have nothing to do with her husband. These assets include a RD$500,000 Mercedes SUV, and an apartment she obtained from her previous marriage.

Another arrest in the case of El Abusador
On Monday, 2 September 2019, another of the people sought after by authorities in connection with the drug-dealing ring headed by César Emilio Peralta (El Abusador) handed himself into the Public Prosecution Agency.

Bueno Alcequiez is the owner of the Alan Dolar currency exchange business, which is located in Villa Juana, and which was raided by authorities on 20 August.

There have now been 16 arrests in connection with the case, and 12 of them have had different coercive measures applied.

More Dominicans to be deported from the USA
More than 30,000 Dominicans qualify for "accelerated deportation" which has been introduced by the United States as of 1 September 2019, whereby those foreigners who have broken the law will be deported.

If a person has been living in the country illegally, be they students or tourists, the Immigrations and Customs Enforcement agency (ICE) can deport them, without these having to appear in court as in the past.

Immigration expert Roque Leonel Rodríguez said that the main interest of ICE is to deport those with criminal records, and those who are in the country illegally.

The new measure establishes that ICE can detain any person in the street, ask for documents. If ICE can prove the person is illegally in the country, arrest and deportation are now in order.

According to Rodriguez, there are more than 10,000 Dominicans in United States' jails, with between 3,000 and 5,000 deported each year.

US Coastguard repatriates illegal immigrants
The US Coast Guard Cutter Heriberto Hernández has repatriated 12 migrants to the Dominican Republic after a Navy patrol boat stopped an illegal voyage in the Mona Passage waters near Puerto Rico on 31 August 2019. Nine men and three women were on board an 18-foot makeshift boat detained at sea.

More flights suspended due to Dorian
The operator of the Las Americas International Airport, Aerodom has announced more flights to the United States have been suspended due to the passing of Hurricane Dorian. Hundreds of passengers are stranded at the Las Americas airport due to the suspension of flights by several airlines including American Airlines and Jet Blue. There are large queues as passengers look to reschedule their flights. Airlines recommend that people check online or by phone before traveling to the airport.

Hurricane Dorian caused catastrophic damage in the northern islands of The Bahamas. It is now moving northward alongside the coastline of Florida, with Hurricane Category 2 strength. The storm has decreased in strength, but is now larger, with storm winds reaching out more than 175 miles from the center.

Barça football academy relocates to the Unphu
The Barça Academy in the Dominican Republic has begun its seventh season with a change of venue, having moved to a new site on the playing fields at the Pedro Henríquez Ureña University (Unphu). The opening ceremony was attended by Barça legend and World Cup winner with Brazil in 2002 Rivaldo Ferreira, who spoke highly of the quality of the new facilities, among the very best in the Dominican Republic.

The traditional ribbon cutting was preceded by speeches from the Barça Academy's partners, led by Fabeka Lebrón and Janet Rivera, as well as the rector of the Unphu, Miguel Fiallo.

Rivaldo then took his turn to address the crowd, encouraging the athletes at the Barça Academy to "train hard every day to achieve excellence and to be great students and even better citizens". He then took the honorary kick-off, the first ever at the venue, and left two footprints and his signature on the floor.

The ceremony continued with the presentation of the different teams for the new season and ended with words from the International Project Director (DPI) of the Barça Academies in the Americas, Xavi Mondelo, and the recently appointed Local Project Director (DPL), Daniel Meca, who was trained as a coach at Barça Escola Barcelona.

Barça Academy first started operations in September 2013. A number of players from the school have been called up for international duty at different youth levels.

Dominicana's Got Talent airs this Wednesday, 4 September
Families and friends are planning get togethers to see the first weekly episode of the Dominicana's Got Talent reality show. The show is set to air on Color Visión, Channel 9, from 8 to 10 pm as of Wednesday, 4 September 2019. The project masterminds, Gilberto Morillo, Tuto Guerrero, Nashla Bogaert and David Maler, have carried out months of auditions to prepare for Wednesday's first show. 8,000 people participated in the auditions to choose 200 contestants.

The hosts for the show are Pamela Sued and Frank Perozo. The judges are Milagros Germán, Raymond Pozo, Waddys Jaquez and Nashla Bogaert.

Bogaert says the program will show Dominicans’ capacity to do things and the persistence of those who go after their dreams. She said the program will celebrate diversify, talent and Dominicans in general.

The winner of the first prize-winner will receive RD$3 million in cash, a vehicle and all the media exposure.

Contestants will compete in 16 chapters of 120 minutes each.

Il Pomo d'Oro and Joyce DiDonato at the National Theater
The Ministry of Culture and the Fundación Sinfonía announce the presentation of Il Pomo d'Oro on Friday, 18 October 2019. Il Pomo d'Oro Orchestra is a prize-winning orchestra founded in 2012 and named after the opera Il Pomo d'Oro by Antonio Cesti. Based in Italy, the orchestra is best known for vocal recitals and operas. The ensemble specializes in authentic performances of music from the Baroque and Classical periods.

Conducted by Russian orchestra director Maxim Emelyanychev, the orchestra will play a program with works by Hasse, Corelli, Haydn, Vivaldi and Bach.

A second performance is the pastiche opera "In War and Peace" scheduled for Saturday, 19 October. Il Pomo d'Oro will accompany US mezzosoprano Joyce DiDonato, winner of several Grammy Awards.

Performances will be at the National Theater. On both evenings, 18 and 19 October, performances will be at 8:30pm.

FIBA World Cup: It's all in the family for Ronald Roberts and Dagoberto Peña
Two Dominican-Americans have gained lots of satisfaction after the national basketball team reached its goal. The team defeated Jordan and Germany to move up to the second round as one of 16 teams to make it of the 32 teams that are competing in the FIBA World Cup in China.

In reporting on the games, FIBA highlighted how while Ronald Roberts and Dagoberto Peña are playing with the team for the first time, they carry with them lots of Dominican sports family history.

The players were key in the two victories of the Dominican team against Jordan and Germany. Germany was playing with three NBA players, the DR team has none.

María Castillo and Xiomara Rodríguez in "El Reencuentro"
Opening on 20 September at the Sala Ravelo of the National Theater, "El Reencuentro" is described as an emotional roller coaster that pits two very different sisters against one another.

Veteran actresses María Castillo and Xiomara Rodríguez play the stellar roles in the award-winning Spanish play by Ramón Paso. One of the sisters is an outstanding artist who believes herself to be superior and deserving of everything. The other, is a woman who may appear to most as a loser, but who has a lot to say.

Waddys Jáquez is the play director. Raul Mendez is the producer.
