13 physicians sent to reinforce children’s hospital
The Ministry of Public Health appointed new physicians to the staff of the Robert Reid Cabral Children’s Hospital in Santo Domingo. The hospital has been overwhelmed by patients due to an outbreak of dengue, the mosquito-borne tropical disease. Media reports say that any day there can be 40 children interned with the disease. A new hall at the hospital has been habilitated to care for dengue patients.

Four pediatricians, 15 nurses, four general practitioners, two surgeons, an infectious diseases specialist, an orthopedist, gastroenterologist, and other staff at the hospital were added to the staff at the Reid Cabral Children's Hospital.

On the day before their appointment, Vice President Margarita Cedeño had visited and reported that the situation at the hospital was difficult, and demand was more than the medical staff could handle.

Time to pay the vehicle circulation tax
The local Tax Agency (DGII) announces it is time to renew the tax on vehicle circulation (the “marbete”). The renewal season starts on 16 September and will end on 16 December. The DGII says the same rates will again apply. That is, vehicles dated up to and including 2014 pay RD$1,500; cars from 2015 onwards pay RD$3,000.

Some 1,374,321 vehicles need to get the 2019-2020 sticker.
Renewals can also be done online until 9 December at dgii.gov.do

Vehicle owners who do not renew in time will have to pay a surcharge of RD$2,000.

Dominican government wins Jamaca de Dios arbitration case
US and Dominican Republic dual citizens Michael, Lisa and Rachel Ballantine were not successful in their demand through the US-DRCAFTA treaty for compensation for US$41.5 million. Their counsel argued the government had set up roadblocks for their development of the Jamaca de Dios gated community and Aroma de la Montaña restaurant in Jarabacoa, La Vega province. Crowell & Moring LLP represented the claimants against the Dominican government. The demand was submitted on 11 September 2014.

The investors alleged that the Dominican Republic acted inconsistently with its obligations under Chapter 10, Section A, of the CAFTA-DR, with respect to National Treatment, Most-Favored Nation Treatment, Minimum Standard of Treatment, Expropriation and Compensation.

The Ministry of Environment maintained the expansion would be carried out in the protected area of the Baiguate National Park and violated environmental norms.

The dispute was overseen for the Dominican government by the Foreign Trade and International Foreign Treaty Agency (Dicoex). Dicoex is a division of the Ministry of Industry & Commerce that manages the free trade agreements for the Dominican state.

The Dominican government was represented in the case for Dicoex by Marcelo A. Salazar, director, Leidylin Contreras, deputy director and Raquel De la Rosa, director of the Prevention, Solution of Controversies and Investment Department. Also by legal advisor to the Executive Branch, Flavio Darío Espinal, and lawyers Nathalie Hernández and Sara Patnella of the same office; Patricia Abreu, deputy minister of Environment and Rosa Otero and Johanna Montero of the same Ministry of Environment. Arnold & Porter was the legal counsel in the United States for the Dominican government.

JCE: Electoral results will be available in record time
The Central Electoral Board (JCE) says preliminary results of the 6 October primary for the Dominican Liberation Party (PLD) and Modern Revolutionary Party (PRM) will be ready 10 minutes after the vote is closed. Final results will be in by 16 minutes, says the president of the Central Electoral Board (JCE), Julio César Castaños Guzmán. He said, nevertheless, there could be delays if a political delegate wants to double-check the vouchers deposited in the voting boxes with the print out for the automated election.

He said a pilot run will take place on Sunday, 8 September 2019, with the vote at 3,890 voting centers where 7,372 voting stations are being installed. The JCE says 7,422,416 persons can vote in the election.

PRM is considering a constitutional amendment to enable Medina to be President eight more years
The president of the Modern Revolutionary Party (PRM), José Ignacio Paliza, says the party will meet next week to discuss whether to vote in favor of a constitutional amendment that would enable President Danilo Medina to run again for President in 2024. The 2015 Constitution outlaws Medina from running for President again. If the National Assembly is convened to discuss constitutional reform, legislators by law cannot be limited in the reforms that are discussed. While not on the list for the discussion now, a reduction of the 50%+1 vote requirement could be approved. Medina was not registered as a pre-candidate, so he no longer can be included in the 6 October primary nor be a candidate in the 2020 general election.

As reported, the largest opposition party will be discussing voting for the unification of the municipal elections scheduled for 16 February 2020 with the presidential and congressional elections on 17 May 2020. The proposal has the backing of former President Hipólito Mejía, a PRM pre-candidate.

"We will see this issue in the next few days. The party cannot remain isolated from issues like that," said Paliza, the PRM senator from Puerto Plata.

This proposal, authored by the president of the Christian Social Reformist Party (PRSC), Federico Antún Batlle, has met with both support and rejection among the different sectors of Dominican society.

"The people are tired, very tired, let's not invent any more," the executive vice president of the Institutionality and Justice Foundation (Finjus), Servio Tulio Castaños Guzmán has said about the PRSC president's proposal.

His brother, the president of the Central Electoral Board (JCE), Julio César Castaños Guzmán, considers that "it would not be prudent to modify the Constitution at this time, it is time for the institutions to be strengthened, we should not be distracted.”

The PRSC and Hipólito Mejía are openly campaigning for instating the US model of two periods of four years and never again. But this would be after President Danilo Medina is allowed to run for another eight years, as of 2024.

Paliza spoke when interviewed on Hoy Mismo on Color Visión, channel 9.

He denied talks whereby the PRM would ally with the Dominican Revolutionary Party (PRD) for the next presidential elections. However, Paliza said that the leaders of both parties have always promoted a rapprochement.

The PRM was born after differences between the president of the PRD, Miguel Vargas Maldonado, and leading PRM politicians, Luis Abinader and Hipólito Mejía. "There have always been people on both sides who want to see the parties unite in that sense," Paliza said.

He explained the PRM’s main objective is to reach "a great alliance with all the organizations that want to take the Dominican Liberation Party (PLD) out of power.

"We are open to agreements, to conversations in search of an understanding," he said.

Paliza considered essential that the Central Electoral Board monitor the use of state resources in the current electoral campaign. He said the PRM is gathering evidence to demonstrate the use of public money by PLD presidential pre-candidates.

Paliza remarked that the party was ready for the 6 October primary. He said there is harmony between the presidential pre-candidates, Luis Abinader and former President Hipólito Mejía, and as a result. "The party will be the winner," he stated.

An estimated 1.3 million party members are registered to vote. During the primary, the party will choose around 4,000 candidates to elective posts in the municipal, congressional and presidential elections of 2020.

The constitutional amendment has the full support of President Danilo Medina’s followers in Congress. The spokesman for the ruling PLD Gustavo Sánchez says the constitutional amendment project is in the works, but there is no rush. He said the right moment has to be found and that there is no difference from doing it today or tomorrow.

Who will win the favor of President Danilo Medina?
Presidential pre-candidate Francisco Domínguez is confident he will be the winning candidate in the polls underway this week. The politicians Domínguez Brito, Andrés Navarro, Temístocles Montás, Radhamés Segura, Maritza Hernandez and Gonzalo Castillo are competing to receive the favor of President Danilo Medina in the ruling Dominican Liberation Party (PLD).

The aspirants to the PLD candidacy had agreed to let polls determine who would be the best candidate to compete in the 6 October 2019 primary against leading politicians, former President Leonel Fernandez, Melanio Paredes and Manuel Crespo.

The companies carrying out the polls are Greenberg, Gallup, Emevenca and Stella León. Preliminary surveys show the stronger contenders are Francisco Domínguez Brito, Gonzalo Castillo and Andrés Navarro.
The polls were held 2, 3 and 4 September 2019 in time for the 6 October 2019 primary. The results should be known by Sunday, or Monday, 8-9 September.

Francisco Domínguez Brito optimistic he will do best of Danilista candidates
Dominican Liberation Party (PLD) pre-candidate Francisco Domínguez Brito expressed confidence in the strength of his political project inside and outside the party. "We know the basic needs of the country because we have our sight and hearing in the hearts of the people," he added. "This has allowed us to prepare a government program that responds to the fundamental expectations of the people," he said when appearing in the TV program Tele 15 Magazine.

Francisco Domínguez Brito has been National District prosecutor, Attorney General, senator for Santiago, Minister of Labor, Minister of Environment, among other positions in government.

Judge clears Jake Mate in Cesar Emilio Peralta case
Judge José Alejandro Vargas of the Permanent Attention Office of the National District ordered the release of music promoter Yader Rafael Jáquez Araujo (Jake Mate) for lack of evidence presented by local prosecutors to keep him in jail.

Jáquez Araujo is included in the list of Kingpin Act-designated submitted by the US Treasury to local prosecutors. Jáquez was designated as a top official in the drug trafficking and asset laundering network allegedly led by César Peralta (César el Abusador). Jáquez Araujo had turned himself in on Friday, 2 September to face local charges. The US government has requested his extradition.

The Public Prosecutor's Office had identified Jáquez Araujo as the right-hand man of César Emilio Peralta, and his drug trafficking and asset-laundering network. As reported in Listin Diario, the prosecutors had accused Jáquez Araujo of actively promoting and supervising nightclub properties of Peralta, and channeling funds from these into the financial system. The prosecutors had pointed out that the nightclubs Flow Gallery Lounge, Aqua Club, VIP Room were places used as meeting points to coordinate the laundering of assets from drug trafficking. In the local prosecutor file, Jáquez Araujo is said to have coordinated the personal security for César Emilio Peralta, given his military experience. Jaquez Araujo is a former Air Force officer. The prosecution said that for the security operations, Jake Mate used an ID that identified him as part of the presidential guard of the Primer Regimento Dominicano.
But apparently, the prosecutors did not prepare a good case, and Jáquez Araujo was permitted to go free.

Meanwhile, detective Angel Martínez protested on his YouTube program about the lenience of the Tax Agency (DGII) with the nightclubs that the US Treasury says were operated by the Cesar Emilio Peralta Drug Trafficking Operation. These includes those under Jake Mate. Angel Martínez is the same detective who months before the US filing of the Kingpin Act had announced on his YouTube channel that he was sharing his file on the drug trafficking and money laundering operations of the Cesar Emilio Peralta network with the US law enforcement agencies.

Winners of the Huawei Seeds for the Future competition
Huawei Technologies Dominicana announced the ten winners of the Seeds for the Future 2019 program.

Seeds for the Future is Huawei's flagship social responsibility program. It seeks to cultivate local ICT talents, promote local employment, increase people's understanding and interest in the ICT industry and encourage the work of building a digital community.

Huawei is sending the winning students to China to live a learning experience in knowledge and innovation.

The winning university students were presented at an event held at the Hotel Real Intercontinental attended by university rectors, professors, students and their families.

DR vs Germany: David vs Goliath?
The Dominican Republic national basketball team is keeping alive the dream of making it to the Tokyo Olympics 2020. During the FIBA World Cup being played in China, seven direct tickets to the Tokyo Games will be awarded. The DR team has taken the first step forward, by winning its games against Jordan and Germany in the first rounds. The DR is now among the top 16 teams of 32 teams that move to the second round of the World Cup.

The media around the world has applauded the feat of the Dominican team. On its roster were no NBA or European League players, and the team is the shortest of all playing in the World Cup.

Germany has four NBAs on its national team roster -- Dennis Schroder, Maxi Kleber, Isaac Bonga and Daniel Theis. The NBA players did not make the difference: the DR defeated Germany 68:70.

Besides its lack of NBA or European League stars, the average height of Dominican players is a mere 194 cm (6’3 inches), according to an AFP press note.

The Dominican team members are playing with heart and many players have a family legacy to defend. Four members of the team are offspring of former outstanding Dominican athletes. FIBA names Ronald Roberts Jr., Dagoberto Peña, Juan Miguel Suero and Ronald Ramón.

The team captain is Victor Liz, who along with Eulis Baez and Ricardo Ramón played with the team in the Spain FIBA World Cup in 2014.

The Dominican national team next faces France, ranked third in the world, on Friday, 5 September at 8:30am. France has NBA players Rudy Gobert, Evan Fournier, Nicolas Batum, Frank Ntilikina, and Vincent Poirier on the team.

Four Dominican models made the cover of Vogue
“This is the fashion that unites us,” reads the cover of Vogue Mexico and Vogue Latin America. Four Dominican models are on the cover of the September issue that coincides with "fashion month."

The models are Licett Morillo, Manuela Sánchez, Annibelis Baez and Ambar Cristal Zarzuela. The women appear clad in black clothes and smiling in the middle of a field. “This is the fashion that unites us” is written in Spanish underneath the image.

Karla Martínez, editor in chief of the magazines stated: “As a top publication with high print and social reach, I want Vogue Latin America to be a platform where we highlight the diversity in Latin America and celebrate all types of beauty.”

The magazine’s Instagram, the magazine calls out: “¡Orgullo dominicano!” “#LicettMorillo, #ManuelaSánchez, #AnnibelisBaez and #AmbarCristal, the Dominican models who are conquering the world’s biggest runways are on the cover of #VogueLatinoaméerica.”
