Dominican Republic seeks to expand its marine sovereignty
The Dominican Republic is preparing to start a legal battle to defend its maritime border with the United States, Great Britain, Haiti and the Netherlands. As reported in Diario Libre, the land area of the DR is 48,320 sq. km. The government claims it is an archipelagic state with rights to another 49,709 sq. km as an exclusive economic zone.

At present, the country is preparing to discuss and defend this claim before the United States, Great Britain, Haiti and the Netherlands. The category of archipelagic state was self-awarded in 2007 by Law 66-07. At the same time, the law created the National Authority of Maritime Affairs (Anamar) as the body responsible for ensuring the research, conservation and use of maritime resources.

The Dominican government has contracted the services of international litigation and arbitration lawyer Paul S. Reichler of the Washington, D.C. law firm Foley Hoag.

Pascual Prota, director of Anamar, says the country is optimistic an agreement on the limits can be reached with the parties without having to resort to an arbitration process. He said the Ministry of Foreign Relations has contacted the US, Haiti, the Netherlands and Great Britain requesting the talks and negotiations.

The archipelagic state claim includes the Banco de Montecristi, Banco del Pañuelo, Banco de la Plata, Banco Innominado, Banco de la Navidad, Banco del Caballo, Estrecho de la Plata, Estrecho de la Navidad, Estrecho de Beata, Estrecho de Alto Velo, Gran Cordillera Submarina de Beata.

Law 66-07 declared as Dominican maritime territory the bays of Manzanillo, the inland coastal area between the mouth of the Massacre River in Dajabon and Punta Manzanillo; Rincón, between Cabo Cabrón and Cabo Samaná; Samaná, between Cabo Samaná and Cabo San Rafael; Yuma, between Punta Espada and Punta Aljibe; Andres, between Punta Magdalena and Punta Caucedo; Ocoa, between Punta Salinas and Punta Martin Garcia; Neyba, between Punta Martin Garcia and Punta Averena, and Aguilas, between Cabo Falso and Cabo Rojo.

Diario Libre report shows senators not doing their jobs
Only five senators tracked 100 work hours on committees from 16 August to 26 July 2019, as reported in Diario Libre. These are Rafael Calderón (172:30 hours), José Rafael Vargas (172:10 hours), Charles Mariotti Tapia (170:40 hours), Arístides Victoria Yeb (111:30 hours and Santiago Zorrilla (104:40 hours). The senators make RD$320,000 base salary, plus much more in benefits and other payments. The normal workweek of Dominicans is 44 hours a week.

The senators with the best attendance record are: Amarilis Santana (55), Aristides Victoria Yeb (54), Rafael Calderón and Luis Rene Canaan (54), Cristina Lizardo (52).

Senators presenting the most excuses to be absent are: Tommy Galán (36), Heinz Vieluf Cabrera (29), Felix Bautista and Amable Aristy (23), Sonia Mateo (21), Felix Vásquez (20), Luis Rene Canaan (15), Reinaldo Pared Pérez (12), Manuel Guichardo and Pedro Alegría (11).

La Vega bishop: Government complicity with crime
On occasion of the celebration of Our Lady of Mercy Day at the Santo Cerro in La Vega, La Vega bishop Hector Rafael Rodríguez blasted that only government complicity with criminals can explain the drug and corruption networks that have operated impudently for years. The bishop called for the protection of the mother of God to the Dominican people and the environment.

The bishop also called for legitimate political factional struggles to not erode public tranquility and social welfare. He expressed his hope that the new generations of politicians not be contaminated. He called for strengthening the party system to strengthen the institutional order.

Monsignor Héctor Rafael Rodríguez also denounced rampant deforestation, logging of forests and indiscriminate extraction of materials by sectors of power, threatening the disappearance of rivers. "We are playing with fire. In general, we think more about the wealth obtained by this destruction than about the challenge posed to humanity by climate change," he said. The religious demanded that the National Congress approve the Territorial Ordinance Bill to stop the situation.

Fernández wants physical vote count, Castillo trusts in the JCE
The political team of former President Leonel Fernandez called for a parallel physical vote count during the 6 October 2019 Dominican Liberation Party (PLD) primary. The Central Electoral Board (JCE) had announced the vote would be physically counted at 20% of the voting stations. The JCE has asked for three university IT departments to confirm the reliability of the new automated voting system. The JCE did not accept proposals for an independent audit recommended by Participación Ciudadana and other identities.

The Fernández team does not trust the guarantees that the system cannot be hacked. Meanwhile, Gonzalo Castillo’s team says he trusts in the work of the Central Electoral Board (JCE). He called for a pact with the Fernández team to accept the results of the primary.

Asisa has Leonel Fernández ahead in PLD primary
Asisa polling company revealed on 25 September 2019 that 69.3% of those who say they will vote in the primary, would vote for former President Leonel Fernández and 29.4% for Gonzalo Castillo. Castillo is running for the followers of President Danilo Medina.

The primary of the ruling Dominican Liberation Party (PLD) will be on 6 October 2019. 60% of those interviewed said it was very probable or somewhat probable that they would vote in the primary. The PLD chose an open primary modality. This means any citizen eligible to vote in the 2020 general election is eligible to vote in the primary, regardless of political inclination.

The Modern Revolutionary Party (PRM) will also be holding its primary on the same day, but this is only open to the vote of persons registered as party members. Of those, 18% said they were sure or probably sure to vote. Of these 79% said they would vote for Luis Abinader, 16% for Hipólito Mejía and 1% for Wellington Arnaud.

In the case that the May 2020 election Leonel Fernández of the PLD would run against Luis Abinader of the PRM, Fernández would win with 53% and Luis Abinader would get 36% of the vote.

Vice President Margarita Cedeño ranked best in favorability of leading politicians in the Asisa poll. She rated 58%, compared to 52% of pre-candidate President Leonel Fernández, 52% for pre-candidate Gonzalo Castillo. Hipólito Mejía has a 29% and Guillermo Moreno 21%.

The Dominican Constitution bans President Danilo Medina from running for the Presidency or Vice Presidency in the 2020 general election. While he is not a pre-candidate, Asisa rated him with 52% favorability rate.

The poll was carried out 21-23 September 2019 with a sample of 1,481 eligible voters.

Sigma Dos shows Gonzalo Castillo leading Leonel Fernández
Mayjo Gutiérrez, director of the Sigma Dos polling company, announced results of a recent poll that shows Gonzalo Castillo defeating three-time President Leonel Fernández 40.6% to 34.7% if the primary were held on the day of the survey.

Gutiérrez says the results show that of those polled, 55.4% said they plan to vote in the primary, 39.9% says they will not vote, and 4.6% did not give an answer.

44.3% reported the opinion that Castillo would do a good government, compared to 35.2% who said the same for Fernández. The negative opinions were higher on Fernández with 59.2% compared to 43.4% for Castillo.

Six of every 10 Dominicans (58.7%) considers that Fernández should not have run for office.

The poll revealed that 48.2% consider the spending in political propaganda is adequate, compared with 45.8% consider the spending excessive.

When asked about the spending by Gonzalo Castillo, 47.3% say it is adequate, and 43.3% say it is excessive.

Sigma Dos poll showed that 61.8% of Dominicans rated the Medina government as good (12.8% very good and 49% good), while 34.5% has a negative opinion (22% bad and 12.5% very bad).

The poll was carried out 19-21 September 2019 with a 1,200 people sample and a margin of error of 2.8%.

Mejía says he has backing of David Collado
Presidential pre-candidate for the Modern Revolutionary Party (PRM) Hipólito Mejía tweeted an announcement of the support of National District Mayor David Collado to his candidacy. “We receive with pleasure the team of mayor David Collado that joins the work to consolidate the win of the H2O),” said Mejía who was President of the Republic from 2000 to 2004.

Most polls show Luis Abinader defeating Hipólito Mejía in the primary scheduled for 6 October 2019.

Eduardo Estrella: Moral revolution is needed
Dominicanos por el Cambio (Dominicans for Change) leader, engineer Eduardo Estrella says Dominican society requires that the authorities restore the money the people have lost to administrative corruption. He said the perception of the lack of consequences and penalties for corruption is behind the high ranking of the country in the recent Transparency International corruption poll. The Dominican Republic ranked second, behind Venezuela in overall perception of corruption by its citizens.

Estrella spoke after being interviewed following the Our Lady of Mercy mass by Monsignor Hector Rafael Rodríguez in the La Vega Santo Cerro shrine on occasion of the Day of Our Lady of Mercy.

He said Dominicanos por el Cambio would define its representatives in the election in the upcoming October general assembly.

Marino Zapete: Procurement irregularities benefit Attorney General’s sister
Radio and TV journalist Marino Zapete wants a government explanation for the around RD$1.2 billion paid he showed evidence that the state has paid to a company represented by Maybeth Virginia Rodríguez Sánchez, sister to Attorney General Jean Alain Rodríguez for supplying road construction materials and for road construction works. The Office of Engineers Supervisors of State Works (OISOE), a division of the Presidency of the Republic, and the Ministry of Public Works (MOPC) signed the contracts. Gonzalo Castillo was the minister of Public Works at the time. Today he is running for the presidential candidacy of the ruling Dominican Liberation Party (PLD) in the 6 October 2019 primary.

During his “El Jarabe” TV show on 25 September 2019, Zapete presented government certificates from the OISOE and the MOPC whereby the company represented by Rodríguez Sánchez received contract work without the required tenders, in violation of the Government Procurement Law. He also presented certificates that prove that Rodríguez had irregularly benefited with contract work when she was on the payroll of the OISOE with RD$60,000 a month as an administrative assistant. Rodríguez Sánchez was hired in September 2012, a month after President Danilo Medina took office for his first term.

Attorney General Jean Alain Rodríguez is in charge of prosecuting the Odebrecht corruption scandal in the Dominican Republic. When serving as Public Works Minister, Gonzalo Castillo oversaw the construction of several road works carried out by Odebrecht that have not been independently audited nor included in the Odebrecht prosecution case. Media reports have signaled these out for irregularities.

Heavy rains result in two deaths in the Cibao
While Tropical Storm Karen took a north course when passing by Puerto Rico, the large storm did bring intense rains to the Dominican Republic. There was flooding in Constanza when Tireo River overflowed, damaging roads and bridges. Residents in the farming area said the damages to agriculture will be significant.

The Center for Emergency Operations issued alerts for Santiago, La Vega, La Romana, Valverde, San Juan, Santiago Rodríguez, Espaillat, La Altagracia, Hato Mayor, San Pedro, Monte Plata, Baoruco, Monseñor Nouel and Dajabón.

The National Meteorology Office (Onamet) forecast rains will continue affecting the northwest, northeast, north, southwest, central mountain range and the border provinces.

The Civil Defense reported the deaths of 56-year old Edilio Antonio Torres and 40-year old Wilkin Cruz on Sunday, 22 September 2019, due to flooding of Maguana River in Monción, Santiago Rodríguez. They were driving through the intense rains in a Suzuki jeep that was dragged into the river waters.

Relief crews say they avoided other tragedies by popular river bathing sites and closing these off in San José de las Matas, Jánico, Amina, Sabaneta, Jarabacoa, Yásica, Jamao Al Norte, Gaspar Hernández and others in the provinces of Santiago, La Vega, Santiago Rodríguez, Puerto Plata y Valverde. The COE warned residents to not visit these sites on days of intense rains.

Ana Rosa adds one more Pan Am gold to DR
Judo athlete Ana Rosa’s silver medal was upgraded to a gold medal after Brazilian Rafaela Silva was penalized for doping in the 57-kilo competition in the 2019 Pan Am Games. Brazilian Silva, Olympic champion in Rio 2016, was stripped of the gold medal she had won in the Lima, Peru Games for fenoterol, a bronchodilator banned by the World Anti-Doping Agency (WADA), Panam Sports reported on Wednesday, 25 September 2019.

Last Friday, at a press conference held in Rio de Janeiro, Rafaela Silva denied having cheated. "I'm clean," said the 27-year-old judoca. "I don't use that substance, I don't have asthma, I don't have anything, I don't have authorization to use that substance," said Silva, who believes she may have been contaminated by being in contact with the daughter of a friend who frequently visits the center where she trains.

"The only person who used that substance was the daughter of a friend of mine who trains at the Reaçao Institute (in Rio de Janeiro). I have this habit of letting babies suck my nose. In doing so, I inhale what she releases into my body. It could have been one of the ways," she explained.

In addition to the Brazilian athlete, six other athletes tested positive for doping at the Lima Pan American Games, which were held from 26 July 26 to 11 August. This includes Dominican baseball players Audrey Perez and Osvaldo Abreu. Also Brazilian cyclist Kacio Fonseca, Puerto Rican bowler Jean Perez, Peruvian handball player Brian Cesar Paredes and Colombian basketball player Narlyn Tathiana Mosquera, Panam Sports said in a statement.

Edanco 2019: Contemporary Dance Festival
Starting Friday, 27 September 2019, the Edanco dance festival brings international and national dance performances to venues in Santo Domingo. Edmundo Poy is the organizer of the annual event. There will be presentations at the Palacio de Bellas Artes, Casa de Teatro and Centro Cultural de España. This year, Spain is the guest country. Contemporary dance groups from the United States, Colombia, Costa Rica, Croatia, Slovakia and Canada are also booked for the festival.

Performances will continue through 6 October 2019. Tickets are RD$200 at the venues.

The Centro Cultural de España presents Semanas de España en República Dominicana. The event opens on 8 October 2019, Carmen Paris’s “En Síntesis” performance at the Palacio de Bellas Artes, at 7:30pm.

Paloma O’Shea International Piano Concert at the National Theater
The winners of the first three prizes of the Paloma O’Shea International Piano Concert from Santander, Spain will perform on 30 October 2019 at 8:30pm at the Carlos Piantini Hall of the National Theater. They will be accompanied by the National Symphony Orchestra conducted by José Antonio Molina.

Aisha Syed returns to Carnegie Hall
Dominican violinist Aisha Syed is booked for a 10 October 2019 performance at the Carnegie Hall of New York City. She is returning to Carnegie’s Zankel Hall after an acclaimed sold-out performance. The performance is part of her Heritage World Tour, which is taking her to 11 countries across the Americas, Europe, and Asia. The concert comprises pieces that form her diverse musical identity as a Dominican with a Pakistani background growing up in the United Kingdom who later moved to the United States.

The New York-based Dominican Heritage and Culture Society (DHCS) presents the performance as their third annual concert with proceeds supporting their newly established scholarship fund. DHCS scholarships will be given to underserved young Dominican talents pursuing their dreams in music, art, history, literature, and the performing arts.

Tickets are US$75-US$150.
