6 October primaries: Gonzalo Castillo and Luis Abinader
Penn Shoen Stagwell had forecast a tie between former President Leonel Fernandez and emerging politician Gonzalo Castillo in the 6 October primary of the ruling Dominican Liberation Party (PLD). The polling company had forecast the numbers would be 46% to 46%.

On Sunday evening, with 99% of the votes in, the Central Electoral Board (JCE) vote count stream gave a very narrow victory in the PLD primaries to Gonzalo Castillo, the candidate endorsed by President Danilo Medina. Castillo had gotten an early lead in the vote count. Nevertheless, with 50% of the vote in by 5pm, the live feed total began to favor former President Leonel Fernández.

At that point, the vote was Gonzalo Castillo 363,029 votes or 47.66 to 364,536 votes of Leonel Fernandez, or 47.86% of the vote. Fernandez would keep a slight lead. At the 75% vote count, nevertheless, Fernandez’s lead began to level off. By 92%, Castillo was again leading with a minimal vote – 47.96 to 47.90% Fernandez (783,302 to 782, 335 votes) by 7pm. The last vote count, No. 12, gave Castillo the win with 48.62% of the vote to 47.38% of Fernández.

The JCE did not announce a winner, explaining all the votes needed to be accounted for.

Fernández did not accept the defeat. He called a press conference in the evening arguing anomalies in the process and that the vote count had been rigged. He attributed the irregularities to the source code of the software and to the installation of an algorithm that adulterated the results.

The president of the JCE, Julio César Castaños Guzmán in a press conference said the simultaneous primaries of the PLD and the PRM had been successful. He stated the JCE was open to reviewing the results. He said while only 60 voting stations were remaining, a winner would not be officially declared until all results were in.

Castaños Guzmán said the physical audit carried out revealed there were no inconsistencies. "These results make us proud the hardware, the software, the automated voting have worked well," said the JCE president.

Castillo had closed his campaign saying he was the continuation of President Medina. President Medina in the closing event endorsed Castillo with a hug. In turn, Fernandez had closed his campaign with the support of Vice President Margarita Cedeño, his wife.

Commenting on the primaries for Telenoticias SIN, sociologist Rosario Espinal said that the primary is evidence again of the deep divide within the ruling Dominican Liberation Party.

In the parallel Modern Revolutionary Party (PRM) primary, with 98% of the votes counted, Luis Abinader had received 278,486 votes or 74.05% of the total. His closest contender, former President Hipólito Mejía won 21.22% of the vote, or 79,811 votes. Mejía conceded defeat to Mejía.

The primaries served as a test run of the actual presidential, congressional and municipal elections scheduled for 16 February 2020 and 17 May 2020.

Gonzalo Castillo’s mom makes news on primary day
A video showing PLD presidential pre-candidate Gonzalo Castillo asking that his mom be allowed to vote again since she had mistakenly clicked “no one” instead of her son went viral on Sunday. It was one of the most shared posts on Whatsapp, to be followed by many memes. His mom had accompanied him to the Colegio Quisqueya where Castillo also voted. “She wants to vote, she wants to vote,” insisted Castillo in the video. The staff turned down giving his mom a second chance to vote.

In the UN: DR calls for support to Haiti
The Dominican Republic called for the situation in Haiti to be discussed in a meeting of the United Nations Security Council said Foreign Minister Miguel Vargas Maldonado. The DR is a non-permanent member of the council. The meeting was held on Thursday to call for dialogue in Haiti and greater involvement in that country of the international community. The economic, social and political crisis has escalated in Haiti. Groups are demanding the resignation of President Jovenel Moise. A shortage of fuel in Haiti has aggravated the situation and triggered more violent protests.

"As members of the Security Council, we call a meeting to be held today, calling for a national dialogue in Haiti and also for a greater contribution from the international community in this crisis," Vargas told reporters in Santo Domingo.

UN spokesman Stéphane Dujarric said on Tuesday that security incidents and road closures had affected humanitarian programs of the United Nations and non-governmental organizations.

Educating for dengue
Over the weekend, the National Health Service (SNS) held a series of seminars aimed at patient care, specifically for dengue, which is currently at the epidemic stage in several places in the country. 300 health care professionals participated. The SNS director, Chanel Rosa Chupany told reporters from El Caribe that the activity was part of the training to integrate the dengue protocols throughout the country. The training that began at the start of the year has reached over 5,000 persons. Chupany told her audience that the SNS has managed to get the hospitals in the system to reserve particular areas for patients with fevers and/or confirmed cases of dengue. The seminar featured talks by top medical staff and was partially sponsored by both the Pan Am and World Health Organizations.

Sad figure: 60% of kids in DR victims of domestic violence
According to UNICEF representative Rosa Elcarte, studies show that 60% of the children in the Dominican Republic are involved in some type of physical violence. Elcarte said that typically this type of violence was classed as correction by the parents. She advocated for parental education to correct the situation. For instance, she noted that three-year-olds are not capable of “sitting still” for long periods of time. She said there is a fundamental need for parents to understand exactly at what stage of development their child is at, so they can adequately talk and try to listen to the child. The consequences of not listening and “correcting” are depressed children, with psychological problems and who tend to become abusers themselves. These points were made during Elcarta’s presentation at the XXX Convention on Children’s Rights.

Downed bridges cut off communities from Puerto Plata
As long ago as three years, the communities of La China and Bajabonico Abajo have been cut off from the rest of Puerto Plata province. Storms such as Hugo and Maria caused flooding that wiped out or severely weakened the bridges connecting these small villages to the rest of the province. This severely affects how this farm area gets its produce to market. The Ministry of Public Works (MOPC) has said that they are going to fix this situation, but as of this writing nothing has happened in over a year.

The president of a local neighborhood group, Rafael Antonio Rodriguez, told El Caribe reporters that rains force students to forsake a small causeway across the river and take motoconchos to school in Altamira, the district center. If they try and cross the river, they have to wade. The local mayor of Altamira, Fidencio Colon, said that in the case of the bridge in Bajabonico Abajo de Rio Grande, the situation dates from 2017, during hurricane Maria, when a flood wiped out the structure. The bridge in La China Vieja collapsed after being weakened by floodwaters, when a heavy truck tried to cross. The lack of a bridge cuts off the community from the new local cemetery, and forces people to travel over five kilometers instead of the 500 meters needed when the bridge is in place.

Among the communities that are now hard to reach are Palmar Grande Bajabonico Arriba, Agua Larga, Los Picos as well as even small places in the agricultural area of the Northern Mountains..

NY legislators say DR still major tourist destination
Senator Charles Schumer (D-NY) and Dominican-born Representative Adriano Espaillat (D-NY 13 District) said that the Dominican Republic continues to be a major tourist destination for people from the United States. They said that more than 2.7 million US citizens visited the DR last year as confirmed by the United States Embassy. The pair spoke during a press conference on evaluation of tourism in the Dominican Republic, and joined Asonahores president Paola Rainieri de Diaz on the podium.

Lots of nice things were said about the country, which has faced an onslaught of negative propaganda following recent reports of US citizens. The FBI gave its report to the Attorney General’s office last 16 September, but the results have yet to be passed on to the public. Schumer told reporters that as a result there has been an increase in tourism police, and the National Police, together with a major increase in CCTV cameras in tourist hotels and visitation areas.

Finegold (D-MA) says Cibao has rich culture
Barry Finegold, the Democratic senator from Massachusetts, USA told reporters that after his travels around the Cibao region in the Dominican Republic, he feels he can now better appreciate the rich cultural heritage of the area. He stressed the variety of activities, such as music, dance, food, sculptures and art in general, and the great hospitality he saw and enjoyed.

He travelled to Santiago, Salcedo, Tenares, San Francisco de Macoris and Moca, where he was able to see for himself how the people live, work and enjoy life. In what has to be a wonderful assessment for Mayor Abel Martinez of Santiago, the senator praised the cleanliness and order of the city, as he praised Martinez’ attempts to revitalize Santiago as a tourist destination.

Nagua feels a 4.0 earthquake
On Friday, the people in Nagua, Maria Trinidad Sanchez province, and many adjoining areas were given a jolt as a 4.0 earthquake on the Richter scale hit the zone. According to the National Seismological Center in the UASD in Santo Domingo, the quake hit at 5:50pm and was centered 6.7 km west of Nagua at a depth of 21 kilometers. No damages or injuries have been reported. La Romana also felt a quake of 4.0 just a few minutes before the one in Nagua.

Many people remember the devastation and deaths caused by a very large (7.0) quake that hit Nagua back in 1946, causing a tsunami that wiped out much of the city. Nagua, along with the entire eastern part of the Dominican Republic, faces the Puerto Rico Trench, the deepest canyon in the Atlantic Ocean and where the North American tectonic plate meets the Caribbean tectonic plate. This often results in quakes around the area.

Rains cause flooding in areas of the Cibao
The torrential rains that fell in most of the Cibao Valley, from Dajabón to Moca and La Vega, and as far north as Puerto Plata, caused some important flooding in both rural and urban settings. The rains affected Santiago, La Vega, Mao, Santiago Rodriguez, Espaillat, Puerto Plata and Dajabón. The Amina river and the dam at Guanajuma in Mao both overflowed and momentarily cut off several surrounding communities. The flooding of the Amina rivers interrupted the flow of traffic to Mao and Guatapanal. Civil Defense brigades worked into the night clearing debris from the roadway.

The overflow of the dam at Guanajuma, isolated the communities of Peñuela and Higüerito. In Santiago Rodriguez all of the surrounding rivers, Inaje, Guayubincito, La Cana and Guayubin were reaching flood stage as a result of the heavy rains. In Jarabacoa, at least eight houses were damaged by flood waters from the Yaque, in El Pozo. Urban flooding was the typical scene in Santiago de los Caballeros.

Dominican Film Festival
The second edition of the Festival de Cine Dominicana RD will take place 30 October to 6 November 2019. Some 70 films will be shown. The event will celebrate Dominican cinematographer Peyi Guzmán.

The Dominican film festival will take place at the Caribbean Cinemas of Santo Domingo and Santiago, and from 7-13 November in San Juan de la Maguana.

The festival opens with the world premiere of “La otra Penelope,” by Bladimir Abud starring Frank Perozo, Francisco Gattorno, Massiel Taveras, Shalim Ortiz, Richard Douglas, Amaurys Pérez, Mariela Encarnación, Francis Cruz, Miguel Ángel Martínez y Pachy Méndez, among others. The festival marks the world premiere of “Resguardo,” by Juan Ramón Martínez.

Retrospectives of the works of Peyi Guzmán (“Pue’to pa’ mi” by Iván Herrera), and “La isla rota”, by Félix Germán and “Lo que siento por ti”, by Raúl Camilo will be shown.

There will be masterclasses, workshops and talks.
