Luis Abinader is now the leader of the opposition
With his clear win in the Modern Revolutionary Party (PRM) primary on 6 October 2019, 58-year old businessman Luis Abinader is the leading opposition presidential candidate. His challenge now is to grow the PRM and make new alliances to win the next elections.

Abinader is running for the second consecutive time for President. In 2016 he was also the presidential candidate for the PRM.

Abinader emerges as a candidate for an apparently unified party, while the ruling Dominican Liberation Party (PLD) seems divided in two, amid a post-primary crisis, reports Diario Libre.

The PRM primaries were limited to registered party members. Some 382,000 voted of 1.3 million who were eligible to vote.

In its political analysis, Diario Libre observes that the PRM now needs to ensure a repeat of the alliances with the Frente Amplio, Dominicans for Change (DxC), Dominican Humanist Party (PHD), and the Christian Social Reformist Party (PRSC). An alliance with the Alliance for Democracy (ADP) is also a possibility. The minority parties must choose their candidates by 27 October.

Leonel Fernandez defense team requests the JCE abstain from announcing a winner
The team of former President Leonel Fernandez requested that the Superior Electoral Court (TSE) order that the Central Electoral Board (JCE) not announce a winner of the 6 October 2019 Dominican Liberation Party (PLD) primary. Lawyers Manuel Fermín, Manuel Ulises Bonnelly and Namphy Rodríguez as counsel for Fernandez requested the suspension of the publishing of the official tally of the primary until a technical forensic audit is carried out. The claim is addressed to the Central Electoral Board and Gonzalo Castillo, the PLD pre-candidate who is backed by President Danilo Medina.

The TSE president Román Jáquez Liranzo announced it would hear the case on Thursday, 10 October 2019.

President Leonel Fernández is requesting a forensic audit of the equipment used in the primaries on grounds the results were altered. The preliminary results indicated Gonzalo Castillo won by 1.4% of the vote, some 26,690 votes. Days before the primaries, Penn Schoen Stagwell had forecast a virtual tie of 46% to 46%. The last bulletin published by the JCE showed Gonzalo Castillo the apparent winner with 48.72% to 47.29% of former President Leonel Fernández.

Previously, Fernández had requested that 100% of the vote be manually counted. The Central Electoral Board has agreed to physically count 100% of the votes.

JCE to recount all votes this time manually
Central Electoral Board (JCE) president Julio Castaños Guzmán announced there will be a 100% vote count. Castaños Guzman had said before that the votes of 821 voting stations that had remained open after the 4pm closing time. Castaños said the recounting of the voting tables would be transparent. The JCE also announced the procedure that would be followed for the new counting of votes.

Roberto Saladín will continue in the JCE
Roberto Saladín had announced on the morning of Wednesday, 9 October 2019, his resignation as a judge of the Central Electoral Board (JCE). Saladín is a former governor of the Central Bank and ambassador to the US government.

"As of this moment, 9 October, I present irrevocable resignation as a member of the plenary of the Central Electoral Board, period," were the words of Saladin.

His resignation came at a time when the results of the ruling Dominican Liberation Party (PLD) are being contested. The JCE last bulletin had shown President Danilo Medina's candidate, Gonzalo Castillo winning the primary. Former President Leonel Fernández contested the results. The manual count of the votes has been requested.

But around an hour later, Saladín announced to the press he would stay on. The president of the JCE, Julio Castaños Guzmán had already notified his replacement, José Lino Martínez, to take the position.

But less than two hours later, Saladín held a press conference to announce he was staying on.
There is speculation the announcement of the 100% manual vote count, had to do with Saladín revoking his resignation. There is also speculation he was irate over the protests made by the Leonel Fernández team that sought to delay the announcement of the results of the primaries ordering an audit that could take several weeks. Huchi Lora of El Día TV talk show said that Saladín was in favor of the total vote count. Saladín has not given the reasons for his earlier resignation.

José Tomás Pérez: Compare electronic and physical votes
Dominican ambassador United States, José Tomás Pérez remarked on Wednesday, 9 October 2019 that the annulment of the primary elections is not necessary. "The electronic votes and the physical votes are there. You don't have to cancel primaries. Let's just do the comparison," he said on his Twitter account.

His tweet came after the contesting of the primary results by former President Leonel Fernández. The JCE had indicated that with 100% of the vote count in Gonzalo Castillo, who had the backing of President Danilo Medina, had twenty-six thousand more votes than Fernández. The JCE, nevertheless, has not yet announced the winner of the primary.

"I know the honorable members of the JCE and consider them incapable of associating to commit fraud. The electronic votes and the physical votes are there. Primaries should not be overridden. Let's just do the comparison. If this helps the unity of the PLD," stated Pérez, a member of the party's political committee.

Rubén Maldonado retracts accusations against Jochy Gómez; says he has no proof
Deputy Rubén Maldonado says he cannot accuse computer expert José Ángel Gómez Canaán (Jochi) of hacking the Central Electoral Board (JCE) system. He now admits he does not have proof of the altering of the results. Maldonado on Tuesday, 8 October 2019 had made the hacking accusation.

Maldonado is a backer of former President Leonel Fernandez who competed against Gonzalo Castillo for the Dominican Liberation Party (PLD) presidential candidacy in the 6 October 2019 primary. He had accused Gomez of sabotaging the results of the automated vote.

"We are investigating but so far there is no evidence against the Jochi Gomez, but that there was fraud through hacking, there was. We received reports from people who claim that this young man participated in the fraud and that's why we gave the information," said the Leonelista congressman.

Maldonado made these statements in response to a request from Jochi Gómez's lawyer, Carlos Balcácer, who demanded a public retraction from the deputy.

On the other hand, the insisted Leonel Fernández was the winner of the open primaries of the PLD.

Max Puig of APD believes there was fraud
The board of the Democratic Alliance Party (APD) warns that opposition parties need to see themselves in the mirror of what has just happened with the Dominican Liberation Party (PLD). "If there was fraud in the party's primaries, either in its entirety or in part of the process, the same will happen in the 2020 elections," the party said in a written statement.

APD president Max Puig said he is convinced there was fraud in the election. He recalled the JCE had opposed the equipment and software that would be used in the primaries be reviewed and audited by external institutions and by the political parties themselves.

Jesus Cabrera disputes Puerto Plata Mayor win
The Dominican Liberation Party (PLD) pre-candidate for mayor for the city of Puerto Plata, Jesus Rafael Cabrera, filed a challenge before the Municipal Electoral Board of Puerto Plata. He alleges the results that favor incumbent Puerto Plata Mayor Walter Musa are fraudulent. Cabrera has the backing of the political team of Temístocles Montás. He filed a judicial motion demanding the manual counting of the votes. The JCE bulletin showed an apparent win of Mayor Walter Musa with 12,305 votes to Cabrera's 8,595 in the Sunday, 6 October 2019 primary.

What goes around, comes around: Leonel impeded vote recount in 2010
Acento news portal recalls that when President in 2010, Leonel Fernández did not accept a vote recount of votes cast for the PLD and PRD candidates in Pedernales. The recount had the backing of all the judges at the Central Electoral Board (JCE) at the time. Instead, Fernández strongly opposed the initial JCE position for the recount of votes in Oviedo, Pedernales. The difference could decide whether the senate seat for Pedernales province went to the PLD or to the PRD. The Presidency would request the JCE judges review their decisions and a new vote of the judges on the matter was split. Judges Mariano Rodríguez, Leyda Piña and John Guiliani voted against the recount. Judges Aura Celeste Fernández and Eddy Olivares voted for the recount. The PLD candidate, Dionis Sánchez was then voted senator for Pedernales for a six-year term, thanks to the strong support from the Presidency.

Acento recalls that the judges that changed their position and voted in line with the President's request would continue to be JCE judges. A source told Acento: "What goes around, comes around. Look at Leonel's case now. How much would he like to have judges for whom transparency and truth prevail."

90% of Dominican women do not press charges for domestic violence
A recent poll carried out by the National Statistics Office (ONE) reveals that only 10% of Dominican women that have been victims of gender violence have presented charges in the judiciary. The finding was presented during the workshop "Measuring Violence Against Women."

The director of the National Statistics Office, Alexandra Izquierdo said the information helps the understanding of the issues and formulation of concrete public policies. Likewise, Women's Minister, Janet Camilo said that the statistical information will assist in taking action in favor of women.

The poll revealed that in the Dominican Republic nine out of every 10 women 15 years or older have suffered from domestic violence and did not report this. 59.3% of these instead made light of the situation. 14% said they did not press charges because they had hopes their spouse would change.

Of the 4,083 women, 68.8% admitted to suffering domestic violence throughout their life, and 55.9% said this had occurred in the past 12 months. 76.4% said the aggressors were classmates and 31% mentioned being victims of a teacher or professor. In the workforce, 603% said they were victimized by their bosses, 37.8% by colleagues and 21% by clients. 8.4% said the aggression had occurred on the street, in a park or the beach.

The poll said gender violence can be psychological, physical, verbal or economic.

The results of the “Encuesta Experimental sobre la Situación de las Mujeres 201” were presented by the ONE.

The InterAmerican Development Bank (IDB) provided technical and financial support to the poll that was undertaken by the Ministry of Women (MM). Some 4,083 women of 15 years or older were polled at 5,259 households nationwide.

The workshop took place 8, 9 and 10 October 2019 and was organized by the National Statistics Office with the backing of the IDB in the Dominican Republic.

Inka Mattila: "Old recipes don't work anymore"
The new resident representative of the United Nations Development Programme (UNDP) in the Dominican Republic, Inka Mattila told El Caribe media group that all citizens need to be players in development today. She explained that these are new times for the UNDP. "At UNDP we learned that old recipes don't work anymore. We are putting a lot of emphasis on the use of technology and technological solutions,” she said.

The UNDP representative recommended that the potentialities in equity, productivity and resilience be harnessed and that democracy be respected.

The UNDP resident representative indicated that the upward mobility of the vulnerable class towards the middle class is limited by the so-called "low productivity trap." She says strategies that favor productivity and innovation are required.

A Finnish national, Inka Mattila is an economist with a master's degree in Social Sciences and Economics from the University of Helsinki (Finland). She speaks Spanish, English and Finnish and is fluent in Swedish and German. The Dominican Republic is her tenth country of residence. Before her current appointment, Mattila was UNDP Deputy Country Director in Bogotá, Colombia (2014-2019).

Japanese pears in Constanza!
The Dominican Agrarian Institute (IAD) announces the first harvest of Japanese pears grown in Constanza, La Vega. The 500-meter high mountain valley has proven to have ideal soil and climate conditions for the cultivation of the coveted fruit. There are expectations for good export prices in the international market, as reported in N Digital news platform. Pear-growing experts from Matsudo, Japan had assisted in the planting of the trees in January 2018.

DR qualifies for CONCACAF Pre-Olympic Tournament
The Dominican Republic's Women's national football team won second place in the Caribbean qualifiers for the Confederation of North America, Central America and the Caribbean (CONCACAF), Women's Olympic Qualifying Championship, held in Trinidad. This means the national team for the first time gets to compete in next year's CONCACAF Pre-Olympic Tournament. Trinidad & Tobago won first place. The Dominican team only lost to Trinidad & Tobago in the tournament.

Media coverage on the event highlighted the competitive level of the Dominican team. No team was able to score against the Dominican women.

Dominicans open NORCECA defeating Mexico
With the support of the large Dominican community that lives in Puerto Rico, the Dominican women's national volleyball team defeated Mexico 3-0 (26-24, 25-11, 25-14) in their opening match at the NORCECA Women's Continental Championship at the Roberto Clemente Coliseum of San Juan, Puerto Rico.

The 8-13 October 2019 championship will allot three tickets to the final four Norceca Olympic qualifier that will be played in January. The Dominican Republic has already qualified to the final four. The Norceca Women's Championship is being streamed on Norceca TV at www.internetv.tv

The Dominican team is fresh from taking part in the FIVB Women's World Cup where they finished with a positive record of 8-7, and is one of the pre-tournament favorites at the Norceca Continental Championship.

Marcos Kwiek, head coach of Dominican team said: "All my players are starting players because they are all at the same game level. We can switch players and use different line-ups depending on the opponent. It's better if we are challenged because that way we play more and the team gets in better shape".

Gabriela González, head coach of Mexico: "We lacked a bit more physical condition to perform the three sets and this also made it hard to keep our mental condition. The Dominican Republic is physically very strong. I believe we gave an important step showing a good level in the first set".
In a game on Wednesday, 9 October, the “Caribbean Queens” defeated Trinidad & Tobago 3-0 with scores (25-7, 26-13 and 25-9).
