7.5 million registered to vote in 2020
The Central Electoral Board (JCE) announced on Saturday, 19 October 2019 that the voting list for 2020 has closed with 7,497,040 eligible voters. Of these, 3,828,786 are women and 3,658,254 are men.

But the JCE says that by May 2020, the number will have increased to 7,505,507 as young men and women reach the 18-year old voting age. This will be 10.66% more eligible voters than in the May 2016 elections.

The JCE announced that of the total 589,497 voters are eligible to vote abroad. This is 320,587 women and 268,910 men. This is up from 384,526 voters for the general election in 2020.

President Medina lashes out against Fernández
The personalized dispute between President Danilo Medina and former President Leonel Fernández continues to be public. On Monday evening, President Danilo Medina responded to former President Leonel Fernández's Sunday, 20 October 2019 party resignation speech during a "plenary assembly" called at last minute. Social media carried photos and videos of the mixed attendance. Contradictorily, Gonzalo Castillo, the presidential candidate chosen by the PLD for the May 2020 general election, did not speak at the event. "He is the candidate of our party and we have to protect him," said Medina. Medina said that Gonzalo is a phenomenon and will win the May 2020 election.

During the half-an-hour speech, President Medina in an enraged tone, responded to statements made by Fernández in his Sunday speech. In the improvised speech, Medina shared his recollections about party history. He said he did not like gossip, but the facts are facts…

Medina spoke of his high tolerance with dissidence. He said those who have been fired have been because they have shown disrespect for the figure of the President of the Republic. He highlighted nothing has come free for him in life. He accused Fernández of not supporting him in his attempts to reach the Presidency. He spoke of his challenges in the party regarding his presidential aspirations and those of Fernández. Medina denied he was obstinate in wanting to be President all his life.

Medina commented that Fernández never thought of competing and losing the presidential candidacy, and as this is the first time he loses, he cannot accept that a man until then unknown beat a "champion" with 25 years running in an electoral campaign, in just 27 days of campaigning.

"What is my crime, the crime I have committed is that I did not fail. And I am going to say it today, I have done it better than him," he said.

Political analysts observed that Medina's speech was about me, me and me.

Will Margarita Cedeño stay or will she go?
With the division within the Dominican Liberation Party (PLD), social media is on fire with one question. What will Vice President Margarita Cedeño do now that her husband, former President Leonel Fernández has left the ruling party? Fernández announced on Sunday, 20 October 2019 that he was leaving the party to create the La Fuerza del Pueblo political party. Fernández had been president of the PLD for the past 12 years.

Just weeks before the primary, Cedeño had publicly supported her husband in his campaign to become the presidential candidate for the PLD. Earlier she had promoted her own candidacy as a third way to ensure the internal unity of the party.

Her term ends with that of President Danilo Medina on 16 August 2020. This is Cedeño’s second term as Vice President. Her office is in charge of a wide array of social programs. Previously, she was First Lady for the three terms of President Leonel Fernández.

Will David Collado run for President?
National District Mayor David Collado says he is considering offers from political organizations that want to register him as their presidential or vice presidential candidate for the 2020 elections. Collado remarked the offers had come via third parties and he had not had any meetings directly with any political party president.

Jose Ignacio Paliza, the president of the opposition party, the Modern Revolutionary Party (PRM), has said the party has reserved the position of National District mayor for David Collado.

Domingo Contreras announces his plans for the National District
Ecologist Domingo Contreras has begun to tell the people what he would do if elected mayor for the National District in the 16 May 2020 municipal election. He promised to rid the Avenida Duarte of its shantytown appearance, promote the adequate management of solid wastes, and divide the capital city into districts for better municipal management.

Contreras was elected the ruling Dominican Liberation Party (PLD) candidate in the 6 October 2019 primary. This is the second time he sought the nomination. In 2016 he lost to former Mayor Roberto Salcedo, who in turn, later would lose to Modern Revolutionary Party (PRM) candidate David Collado.

Will Leonel Fernández be allowed to run for President in 2020?
Administrative Minister of the Presidency José Ramón Peralta says that the Electoral Regime Law 15-19 prevents Leonel Fernández from aspiring for the presidential candidacy for another political party. He said the law does not allow a person who has been defeated in a primary to run for another party.

Peralta cited Article 134 of the law, which states “those who have been nominated to be a candidate for a party, political movement or alliance, which they are a member of, cannot be nominated by any other party, political movement or alliance in the same electoral process”.

Peralta said that Fernández was being obstinate, wanting to be President for the fourth time, and “violating the laws” of the country in the process.

He also rejected the accusation that there was fraud in the primary.

In an interview on Telemicro, Channel 5 TV, he went on to say that research recently carried out has shown that the PLD, without Leonel Fernández has more than 50% preference among the electorate.

Talking about Fernández’ speech, broadcast on television on Sunday 20 October 2019, he said he did not speak about the future but only spoke of hate and resentment.

More PLD members resign to follow Leonel Fernández
More members of the Dominican Liberation Party (PLD) have announced their resignation from the party, following the resignation of former President Leonel Fernández on Sunday 20 October 2019. Political analysts say 25% of the party members could leave to back Fernández.

Central Committee member and president of the Permanent Conference of Latin American and Caribbean Political Parties (Coppal), Manolo Pichardo has resigned, due to what he called the departure from the original ideas and values that were in place when the party was created.

Other members of the PLD Political Committee that have resigned to join Fernández in the proposed La Fuerza del Pueblo new party are former Vice President Rafael Alburquerque;, Minister Without Portfolio Bautista Rojas Gomez; former attorney general Radhamés Jiménez, former Interior & Police Minister Franklin Almeyda Rancier and former public health minister Bautista Rojas Gomez.

Other resignations from the PLD in less than a week are Gustavo Rojas Lara, Joaquín Gerónimo Berroa, Henry Merán, Demóstenes Martínez and Freddy Pérez. Also senators Manuel Güichardo (Valverde) and Prim Pujals Nolasco (Samaná).

Deputies that have resigned from the PLD to follow Fernández are:
Rubén Maldonado, Carlos Guzmán, Adalgisa Fátima Pujols (Santo Domingo province), Juan Carlos Quiñones (Puerto Plata), Juan Comprés (Duarte); José Luis Cosme (Maria Trinidad Sánchez); Demóstenes Martínez (Santiago), Orlando Espinosa (San Cristóbal); Marcos Cross (representing Spain) and Levin Suriel (representing the USA).

A report in Listin Diario highlights how the resignation of Fernández and announcement he is leaving to form another political party changes the composition of forces in Congress. This will affect important bills, such as the National Budget, that are pending for approval this year. There are 222 legislators, of which 32 are senators (31 provinces and the National District) and 190 deputies (178 for provinces and the National District, five national deputies and 7 overseas deputies).

Gonzalo Castillo announces minority party support
PLD presidential candidate Gonzalo Castillo received the support of five minority parties. The parties that announced they would ally with the PLD and register Castillo as their presidential candidate are the Popular Democratic Party (Partido Demócrata Popular -PDP), Alternative Democratic Movement (Movimiento Democrático Alternativo -Moda), Civic Renovator (Cívico Renovador -PCR), Christian Democratic Union (Unión Demócrata Cristiana - UDC) and Liberal Action (Acción Liberal -PAL).

In accepting the support, Castillo spoke of how he shares with these parties the principals of plurality and democratic convergence. He spoke of his interest in together advancing toward the social, political, economic and cultural development of the country.

Gonzalo Castillo was sworn in as candidate by the presidents of the five parties: for Moda, Emilio Rivas Rodríguez; for the PCR, Jorge Radhamés Zorrilla Ozuna; for the PDP, Nelson Didiez Nadal; for the UDC, Luis Acosta Moreta (El Gallo) and for the PAL, Maritza López de Ortiz.

Attending the event were the campaign manager for Castillo, executive vice president of the Dominican Public Electricity Corporation Rubén Jiménez Bichara; the PLD Central Committee member Francisco Domínguez Brito; the secretary of electoral affairs for the PLD, Sports Minister Danilo Díaz; the executive director of the Center for Exports & Investment, Marius de León, among others.

Demóstenes Martínez resigns running for the PLD
Deputy Demóstenes Martínez joined several Dominican Liberation Party members who announced on Monday they are resigning to follow former President Leonel Fernández. Fernández had announced he was resigning from the party after a 46-year long membership.

Demóstenes Martínez had been elected in the PLD primary on 6 October 2019 to run for deputy in the congressional election in May 2020. In his letter to Reinaldo Pared Pérez, secretary-general of the Dominican Liberation Party (PLD), Martínez requested that his candidacy not be registered before the electoral agency. Martínez said the candidacy was won in an election plagued with irregularities.

According to an agreement signed between former President Leonel Fernández and President Danilo Medina in August 2019, Martínez should have been named to preside over the Chamber of Deputies. Medina did not honor the agreement and his followers in the Chamber of Deputies voted instead to reelect Radhamés Camacho, a strong Medina supporter.

Gold exports increase
The value of gold exports has increased by 9.3% from January to August 2019 over the same period last year. Gold prices are up, reflecting global economic uncertainties.

According to the Customs Agency (DGA), overseas sales totaled US$934.48 million, or around US$80 million more than in August last year. Looking at volume, the number of kilograms exported increased by 37.1% to nearly 30,000 kilograms this year.

The price of gold is now around US$1,500 an ounce, the highest in six years, and some 21.6% higher than October last year. This means more revenues for the government. The Barrick Pueblo Viejo gold mine has paid the state US$1,685 million in direct and indirect taxes.

Edenorte explains reasons for blackouts
Santiago and other Cibao provinces have been suffering from an increase in blackouts. Edenorte, the power distribution company, issued a press release to explain these. In the meantime, complaints have been increasing about the constant power outages, especially in the southern part of Santiago.

The company states that there was an overload in the transmission network and that technicians from the Dominican Electrical Transmission Company (ETED) are working on the problem.

In addition, in September, several generating plants were out of service, affecting service in the 14 provinces that make up the Cibao area.

AES Dominicana says northwest should be for renewables
The president of AES Dominicana, Edwin de los Santos recommends that the focus for power generation in the northwest be renewables – wind and solar energy and not natural gas. AES Dominicana is the country’s sole provider of natural gas, from its terminal located on the southern coast in Andrés, Boca Chica. The company understands it can supply the country’s demand.

Montecristi and its Manzanillo deepwater port have been in the media as a possible second location for a natural gas terminal.

In 2018, after the signing of diplomatic relations with the People’s Republic of China, reports of the signing of a memorandum of understanding for the construction of major infrastructure in the Manzanillo Port in the northwest with a Chinese entity were published. This included a natural gas terminal.

Sources indicate that the US government objected to Chinese participation in the northwestern strategic geographic area, and proposals would come from the United States for the construction of the port area. At present a study is underway to determine the feasibility for the venue construction by a United States company. The US Trade and Development Agency (USTDA) has announced a donation of US$1.2 million for a feasibility study on the construction of a natural gas terminal and natural gas power plant in Manzanillo, Montecristi. This would be a first step to interest other US companies in a tender for the construction of port and energy infrastructure facilities in the northwest.

Energy and Mines Minister Antonio Isa Conde has stressed that competition is important in the natural gas market. US company AES Corporation operates the country's largest natural gas infrastructure in the Andrés, Boca Chica area on the south side of the country. Isa Conde said a north coast location is of strategic convenience for security reasons in a country like ours that is on the path of Atlantic Ocean hurricanes.

Montecristi is the country's closest point to the United States. The United States is a major natural gas supplier to the Dominican Republic.

In the interview with El Dia, Edwin de los Santos of AES Dominicana explained that by 2023 the energy matrix of the country would be primarily natural gas, coal-fired and renewables, with gradual reduction to a minimum of fossil fuel dependence.

Toque Profundo announces 30th anniversary concert
The leading Dominican rock band, Toque Profundo has scheduled a 15 November 2019 concert at the Teatro La Fiesta of the Jaragua Renaissance Hotel. The band says they will play their 30 most memorable songs.

Most of the musicians and performers that have been with the group over the past 30 years will participate in the commemorative concert, said Tony Almont, group director and founder. Also taking part in the concert are members of the Caribbean Philarmonic Orchestra under José Ureña, with its 37 members. Musical arrangements are by Samuel Ureña.
