Don't be alarmed about Wuhan virus, but get your flu shots
President Danilo Medina met with national and Pan American health authorities at the Presidential Palace on Monday, 20 January 2020 to address the risk of carriers of the Wuhan virus entering the Dominican Republic. The Dominican medical teams are following the recommendations of the Pan American Health Organization (PAHO).

Among those present for the meeting at the Presidency were Presidency Minister Gustavo Montalvo, who heads the 911 Emergency System; Public Health Minister Rafael Sánchez Cárdenas and the director of the National Health Service (SNS), Chanel Rosa Chupany. The government reviewed the protocols and preventive measures being taken.

Meanwhile, Dominican doctors are recommending to get the H1N1 flu shot, as this is the respiratory illness that is affecting people in this country this winter season. The Dominican Society of Infectology made the comment as the media reports on the spreading of the Wuhan virus (coronavirus).

"We ask people to stay calm and be aware that we have an important number of influenza cases in our country. We recommend getting the proper vaccination against it, and to maintain the normal preventive measures, such as frequent washing of the hands, covering the mouth if coughing or sneezing, and staying at home if you are sick. Do not travel in case of illness."

The president of the Dominican Society of Pneumology and Thoracic Surgery (SDNCT), Dr. Ivelisse Acosta said that the country does not have any reason to be alarmed as the risk of contracting the coronavirus is low.

As a preventive measure, health authorities say that two isolation halls have been set up. One will be at the Dr. Ramón de Lara Air Force Base Hospital in eastern Santo Domingo and the other at the Marcelino Velez Santana Regional General Hospital in the National District. The announcement was made by Public Health Minister Rafael Sánchez Cárdenas, and the PAHO representative in the country, Alma Morales.

N Digital reports that Dominicans that are studying in China are desperate to return to the Dominican Republic. There are three Dominican students stuck in Wuhan that fear to catch the disease. These are Melisa Santos, Misael Soriano and Jessica Santos. They said they are in contact with the Dominican Embassy in China that is assisting them in their attempt to leave Wuhan.

Chinese Embassy says it is in close contact with Chinese to prevent spread of the disease
The Embassy of China in the Dominican Republic issued an explanatory note about the measures being taken to avoid the spread of the Wuhan virus. The Embassy says it is in close contact with Chinese citizens in the country and that no suspicious cases have been found. It suggests that Chinese citizens who have just arrived to the country pay attention to their health and isolate themselves.

The Embassy encourages people to follow the Embassy's official Twitter account @ChinaEmbassyRD for official information. "You are welcome to actively interact with us on preventive measures and offer suggestions."

In addition, at the request of the Chinese Embassy, the Chinese community has canceled all kinds of celebration activities.

Remodeling takes forever at the Cabral y Baez Hospital in Santiago
It has been seven years since the renovation of the José María Cabral y Báez Regional University Hospital began in Santiago, It is the largest hospital in the entire Cibao.

According to El Caribe newspaper, estimates of the cost of the remodeling go as high as RD$2 billion. Since reconstruction began in 2013, at least eight "finish" dates have been offered by authorities, but none of these has been fulfilled. Some of the freight containers that were brought in to serve as temporary areas for patient care are still there, according to reporters.

In December 2019, the head of the Office of Supervising Engineers for State Projects (OISOE), Francisco Pagan, said that the work has been slow because of the complexity of the remodeling and reconstruction to meet seismic standards. He said the implementation of new seismic codes, also now used in places like Japan, Chile and California, USA, will ensure a safe care and work area for patients and medical personnel alike.

2020 National Literature Prize goes to writer León David
For all the merits of his prolific career as a poet, playwright, essayist and critic, with more than thirty published works, the writer León David was declared the winner of the 2020 National Literature Prize. The 10-member jury of the Corripio Foundation and the Ministry of Culture voted unanimously for León David.

León David is the pen name for Juan José Jimenes Sabater, who has had a fruitful career of 30 years. He will receive the award in a ceremony on 25 February. The award includes RD$2 million in cash.

Coalition for the Defense of Protected Areas asks TSA to stop construction of Leaf Bayahibe
The Coalition for the Defense of Protected Areas filed a request before the Superior Administrative Court (TSA) on Monday, 27 January 2020. The Coalition protests the construction of Leaf Bayahibe, a hotel project that has the backing of the Ministry of Environment and the Ministry of Tourism.

The Coalition seeks that the Ministry of Environment submit to a public hearing, and that work immediately stop on the development of the Leaf Bayahibe. The Coalition requests that Environmental Permit No. 3771-19 dated 14 January 2020 be suspended until the court rules on the dispute.

Meanwhile, environmentalist Adolfo Lopez insists the construction of Leaf Bayahibe is illegal. He says that the land where Grupo Globalia has begun construction of the 96-cabaña Leaf Bayahibe hotel was purchased for US$18 per meter when the price of beach land in the area was US$200 per meter, as reported in Noticias SIN. Lopez makes the statements in a video that has circulated on social media.

"He [Pepe Hidalgo] spent a little money to get it converted from a national park to a national recreation area, to see if he could build the hotel," says López in a video. He alerts that if the construction is allowed, several other large companies who have also purchased protected land will then be able to carry out their own developments.

López says building the hotel would take the coastal part of the park away from the general public and would destroy pre-Hispanic archaeological sites, caves with rock art, endangered animal populations, and the coral reefs.

López says that in 2018, Resolution 0009-2018 was published for the use and management of the national recreational areas and specifically the National Recreational Area Guaraguao-Punta Catuano of the National Cotubanamá Park (Park of the East). The regulation establishes that neither hotels nor tourist apartments can be built in the area, nor other infrastructures can be built in this area.

Environmentalists say the construction violates Protected Areas Sectorial Law 202-2004. Resolution 009-2018 was signed by then Environment Minister Francisco Domínguez Brito to close any legal loophole in the legislation that banned construction in the area.

Interviewed on Sol de la Mañana talk show, Dominguez Brito said the environmental impact permission issued by the Ministry of Environment needs to be revoked.

The National Cotubanamá Park is an essential area for sea turtles, it has 170 species of birds, 26 species of amphibians and reptiles and more than 200 species of insects. Also, it has 50 endemic species of plants, i.e., plants that are only found on this island. The area is also a natural water reserve.

As reported, Hidalgo had been after developing the land he bought for cheap in 2000, but all ministers before Environment Minister Angel Estevez had had not allowed the development. The environmentalists say that the legal requirements for the environmental permit were not met. Estevez has been lax about private operations in protected areas. He has authorized avocado plantations in the Sierra de Bahoruco National Park, and potato plantations in the Valle Nuevo National Park.

The proposed hotel would go up at the same sight where Spanish cooperation helped build an environmental watch station.

Gallup-Hoy survey: 59% say there is more corruption
Gallup-Hoy asked eligible voters: "From what you have seen and heard, do you think there is more corruption in this government than before, the same corruption as before, there is less corruption than before, or no corruption at all?"

59% of those polled consider there is more corruption and this government is more corrupt than its predecessors.

29.5% percent say that corruption is the same as before. 9.8% believe it is less and for 0.4%, there is no corruption.

The Gallup-Hoy poll took place 16-21 January 2020 and 1,200 persons were polled. The poll has a +/- 2.8% margin.

Gallup-Hoy survey: What has the Medina administration done best
Gallup asked eligible voters: "So tell us, according to what you know, what is the best thing the government of Danilo Medina has achieved?"

Of those answering the Gallup-Hoy survey, 58% said investing in education is the Medina administration's best achievement.

The Gallup-Hoy poll has a confidence level of 95%. The Gallup-Hoy poll took place 16-21 January 2020 and 1,200 persons were polled. The poll has a +/- 2.8% margin.


Gallup-Hoy poll: PRM and PLD city government tied
40.2% of the citizens eligible to vote in the 16 February 2020 municipal election would vote for either the candidates of the Dominican Liberation Party (PLD) or the Modern Revolutionary Party (PRM). Gallup-Hoy says the two leading political contenders are tied.

Analysts say the PRM would be the big winner because it would win many city governments now under PLD leadership. The PRM at present has only 46 city governments, while the ruling PLD has 106.

Abinader would win second-round vote
According to findings of the Gallup-Hoy poll, no political candidate alone has enough votes to reach the 50%+1 vote needed to win in a first round.

To the question: "If there were a second round for who would you vote?," 53.3% of those polled for the Gallup-Hoy poll said they would vote for Luis Abinader of the Modern Revolutionary Party (PRM).

The ruling Dominican Liberation Party (PLD) candidate Gonzalo Castillo would receive 30.2% of the vote and former PLD president, Leonel Fernandez would receive 15.3% of the vote. Fernandez had aspired to be the PLD candidate but split to create the People's Force Party after claiming fraud in the 6 October 2019 primary. Fernandez has been President of the Republic from 1996-2000, 2004-2008 and 2008-2012.

Gallup-Hoy asked eligible voters who they would vote for if the candidates in the second round election were Luis Abinader and Gonzalo Castillo. 58% said they would vote for the PRM candidate, and 36% for the PLD candidate.

In another scenario, if the candidates were Abinader and Leonel Fernandez, 57% said they would vote for Abinader and 31% for the People's Force candidate.
In a third scenario where the candidates were Castillo and Fernandez, 45.3% said they would vote for Castillo and 37.8% for Fernandez.

The Gallup-Hoy poll was conducted from 16 to 21 January 2020, and has a confidence level of 95%. The margin of error is +/- 2.8%. 1,200 eligible voters were polled.

ANJE will hold discussions with municipal candidates on 5 February
The National Association of Young Entrepreneurs (ANJE) announced their municipal debate will take place on 5 February 2020. The mayor candidates for the National District and Santiago will be broadcast at 8 pm on a TV station to be announced.

ANJE says that all the candidates for Mayor for the National District will participate in the debate. For the Santiago de los Caballeros debate, six of the seven participating candidates have confirmed.

The confirmed candidates for the 2020 municipal debates for the National District are Carolina Mejía for the Modern Revolutionary Party (PRM), Hugo Beras for the Dominican Revolutionary Party (PRD), Marcel Fonfrias for the Institutional Democratic Party (PDI), Juan de Dios (Johnny) Ventura for the Christian Social Reformist Party (PRSC), Domingo Contreras for the Dominican Liberation Party (PLD), Bartolomé Pujals for Alianza País (ALPAÍS) and Michael Miguel Holguín for the Green Party.

The mayor candidates confirmed by Santiago de los Caballeros are: José Ulises Rodriguez for the Modern Revolutionary Party (PRM), Rafael Cruz (Papito) for the Social Christian Reformist Party (PRSC), Juan Gilberto Serulle for the Dominican Revolutionary Party (PRD), Deivi Salgado Jiménez for Alianza Pais (ALPAIS), Yasser Serulle Ferdinand for the Socialist Green Party, and José Eugenio Martínez for the Civic Renewal Party (POCR).

ANJE also announces that in April the congressional and presidential debates will take place. The congressional and presidential election is set for 17 May 2020.

Pais Posible only announces its congressional candidates
The brand new País Posible political party has yet to announce its presidential candidate. In the assembly of delegates held on Sunday, 26 January, at the La Mancha Hall of the Barceló Santo Domingo, the party selected its 207 congressional candidates for the 17 May 2020 general election. There has been speculation National District Mayor David Collado could be chosen the party's presidential candidate.

After the congressional candidates were unanimously approved by the delegates to the Pais Posible convention, the president of the party, Milton Morrison, proceeded to swear them in. The party was assigned the last box on the ballot, or No. 27.

Punta Cana has become a regional hub for foreign trade
The Punta Cana International Airport (PUJ) is the largest port of entry for tourists to the Dominican Republic. It is also the leading airport in number of airlines flying into a Latin American or Caribbean airport.

Exporters are now using the many air connections for freight lift. Franklin Núñez, president of the Dominican Association of Customs Agents (ADAA), says Punta Cana International Airport is already third in the region in cargo shipments. He mentions that Colombia is using the airport to get their cultivated roses to Russia in less than 48 hours.

"Planes arrive from Colombia to Punta Cana, the roses are unloaded from one plane to another in 30 minutes and from there they go to Russia. We are a regional cargo distribution hub," Núñez said.

Núñez announced that the IV International Congress of Authorized Economic Operators that will be held in Punta Cana from 13-15 February 2020 with the participation of the directors of customs agencies from the Dominican Republic, Guatemala, Panama, Uruguay, Spain and Paraguay.

Two men shot to death in suspect drug dealer-related killing
The National Police is investigating the case of two men found shot dead on Monday, 27 January 2020 inside a blue CRV Honda SUV parked off the Punta Cana Boulevard. The victims were identified as Rafael Sánchez Doñé, 43, and Juan Carlos Lorenzo Encarnación, 42, both from San Cristóbal province but residing in Punta Cana.

The bodies were sent to the National Institute of Forensic Sciences (Inacif) in San Pedro de Macorís for autopsy.

El Caribe newspaper reports on speculation the case is related to drug trafficking. One of the deceased is allegedly a local drug dealer. The investigators say that two firearms were found inside the vehicle.

A video circulating on social media shows the SUV with eight bullet holes on the side glass of the co-driver's seat and on the front glass on the driver's side.

The Tigres del Licey need to win tonight in Santo Domingo or the Dominican Professional Winter Baseball Championship will go to the La Romana team, the Toros del Este. The Toros defeated the Licey 8-0 in the Monday, 27 January game to break the 3-3 tie in the 9-5 playoff series. The 4th game had been tied until in the 7th inning, when to the delight of their fans, the Toros unleashed the fury of their sluggers and clinched the important game.
