Carolina Mejía and Hugo Beras join forces
It's official. On Tuesday, 4 February 2020, Hugo Beras announced his support for Carolina Mejía, the daughter of former President of the Republic Hipólito Mejía, who is running for mayor for the National District on the Modern Revolutionary Party (PRM) ticket. Carolina Mejia is the secretary-general of the PRM, but is a newbie to city government management. Beras is a professional communicator and a local transit expert. Previously, he had been critical to the administration of Mayor David Collado. Now he announces he is joining Collado’s team. Collado is backing Carolina Mejía for mayor of the capital city.

Before the switch in party allegiances, Beras had been running for National District mayor on the Dominican Revolutionary Party (PRD). He resigned on Monday, 3 February 2020 to instead back Mejía.

Carolina Mejia and Hugo Beras said they have formed the Alliance for Santo Domingo. Beras said in the press conference on 4 February that he commits to work non-stop to ensure a win for Mejia on 16 February 2020.

Beras said that he belongs to a new era of politics and citizens that live with purpose, aiming to do good and leave positive marks. He did not give details on the reasons that motivated him to choose to back Carolina Mejía.

For her part, Carolina Mejia thanked the former PRD candidate for his support and confessed that from the beginning Beras had unfolded a good electoral campaign and municipal project.

Meanwhile, in a separate press conference, Miguel Vargas, president of the PRD, announced on the same Tuesday, 4 February the signing of an agreement with the Dominican Liberation Party (PLD) to support that party's candidate for mayor of the National District, Domingo Contreras. This pact was made in response to Hugo Beras' resignation from the PRD party candidacy. Vargas Maldonado called Beras’ resignation "unjustifiable and irresponsible."

"Despite the monolithic support of the entire party structure in the capital, the backing received by the national leadership of the party and all the political support possible, the person who held the candidacy for mayor, in an unjustifiable action by any citizen who intends to serve the country from a public function, irresponsibly informed us that he will not continue to lead his project," said Vargas, who is president of the PRD but also the Minister of Foreign Relations for the Dominican Republic.

Vargas Maldonado urged his party colleagues to now vote for Contreras, saying that this candidate represents the best option for the city of Santo Domingo.

The PRD has been a political ally of the ruling PLD since 2015, when the party supported a constitutional amendment project to allow the re-election of President Danilo Medina.

PRM: There is no time to formalize Domingo Contreras and PRD alliance
Miguel Vargas, president of the Dominican Revolutionary Party (PRD), announced on Tuesday, 4 February 2020 the party would be backing Domingo Contreras, the PLD candidate to mayor for the National District in the 16 February 2020 municipal election. Nevertheless, it is yet to be seen if this backing can be more than just an intention.

Dionisio de los Santos, the Modern Revolutionary Party (PRM) IT delegate to the Central Electoral Board (JCE) says there is no time for the PRD and PLD to formalize their alliance. He said the deadline for municipal political alliances has already expired.

The PRD was left without a candidate after their National District mayor candidate, Hugo Beras, resigned to campaign for Carolina Mejia of the PRM.

In a press conference on Tuesday, 4 February, the president of the PRD also announced city councilors that were running on the same ticket with Hugo Beras were asked to resign to back the PLD candidates.

PRM will record the purchase of ballots at voting stations
The deputy general coordinator of the Modern Revolutionary Party (PRM) campaign, Jesús (Chu) Vásquez, warned that the PRM will have teams that will be in the vicinity of the voting centers taking photos and recording any acts of buying ballots that may occur. He says the videos and photo evidence will be presented as part of complaints filed with the electoral boards where they happen.

He says teams of trained people are being set up to be vigilant and avoid actions that could lead to electoral fraud. Vasquez made the observation when interviewed on El Despertador on Channel 9.

The Central Electoral Board (JCE) has said that it will station 64,000 electoral police military police at the 4,169 voting locations nationwide.

Masks and gloves to greet passengers at local airports
Airport staff at Las Americas International Airport (SDQ) are wearing gloves and masks to assist passengers entering the country. This is a preventive measure in these days of the coronavirus scare. Immigration inspectors receive the visitors with their masks when checking travel documents. Customs personnel are now wearing plastic gloves made of special plastic on both hands as well as masks to cover their mouths and noses.

The preventive measure applies to the personnel working in Customs at the airport in the operation of the X-ray machines, and for Migration inspectors operating, including those assisting with the Autogate system that allows for the quick check-in and check-out of passengers.

The Ministry of Public Health has placed portable thermometers at airports to be used to detect travelers with fever upon their entry into the country.

Students would be isolated for 2 weeks to ensure they will not spread the virus
If the Dominican government manages to evacuate and bring back the five Dominican students who are in Wuhan, China, they will be placed in quarantine, under observation, until it is proven that they are not infected with the virus. Public Health Minister Dr. Rafael Sánchez Cárdenas made the announcement. He said efforts to evacuate them are being handled by the Ministry of Foreign Relations.

Dr. Sánchez Cárdenas said the protocol calls for the students, once arriving to the airport, to be taken directly to where tests and assessments will be carried out until the incubation period of the virus has passed, which is usually up to 14 days.

The Health Minister was interviewed when at the Dominican Medical Association (CMD), where he signed an agreement with the president of the association, Dr. Waldo Ariel Suero, that contains 13 points, including pensions, a commitment to joint efforts to achieve a salary increase by 2021, the establishment of primary care in the subsidized regime and the promotion of research, among others.

More irregularities disclosed on Cotubanamá National Park land dispute
Diario Libre newspaper investigative reporters disclose that the official title documents for the disputed plot of land 24A where Grupo Globalia announced construction of a 96-cabaña luxury beach front hotel apparently were tampered with. The newspaper shows the documents with smudges from “liquid paper” and typed over.

Likewise, in its follow up of the story, El Dia carries statements by former National Parks director Omar Ramirez who clarified that the certification authorizing the construction cited by the head of Globalia, Jose (Pepe) Hidalgo, was shortly after revoked, long before the company had purchased the property.

Environmentalists protested the construction stating that this was legally prohibited. After widespread opposition in the media, President Danilo Medina called for a suspension of the construction and ordered a presidential commission to look into the legalities. The members of the commission are Environment Minister Angel Estevez, who had issued the environmental permit for the construction, as well as Presidency Minister Gustavo Montalvo and legal advisor to the President, Flavio Darío Espinal.
