I need informatin (cost, availabity,contact sites,and any personal experiences with, etc.) about air travel within DR, especially between Santo Domingo and Santiago both scheduled and chartered.

The only scheduled flights were cancelled some time ago because they were not very popular (they were somewhat expensive). People usually travel by bus to Santiago if they don't drive. It's a two hour non-stop ride that costs less than 10 dollars. The prefered bus company is called Metro Tours, and it's located on the Winston Churchill avenue, right across the street from Plaza Central mall. They have departures to Santiago every hour starting at 6:00 am every day.

FYI

There is a company in Herrera called Carib aAir (?) that has charter flights. Pimco also do this from Santiago

This is not cost effective unless your time is very, very expensive...
like Johnny Cockran(?)

take a bus, it leaves you in the middle of town a RD$40 peso cab ride from anywhere...
