Used Clothing imports reported to be allowed, but only 80KG/15days?

I read in the DR1 news that used clothing imports would once again be allowed in from Haiti, but restricted. The report states one group of people and only 80 kilograms per 15 days. That's like only 2 very large suitcases packed full and tight. That doesn't seem like much for a whole country.

The government announced today it would again allow the import of used clothing from Haiti. US charity organizations donate most of the clothes that are later purchased by merchants for re-sale in the Dominican Republic. Dominican merchants complained the used clothing had become big time business and was affecting their sales of new clothing. The government then banned the import of used clothing, which caused major protests at border towns.

Now Vicente Sanchez Baret, director of the Customs Department says that the government has agreed to the import of used clothing with restrictions. The government authorized members of the Asociacion de Mujeres Nueva Esperanza, in Dajabon, to import 80 kilos of second hand clothes free of duties every 15 days.
