What are those green bins in sosua?

just curious....

Could someone tell me what those large green bins with a tin cover on them are? There seems to be one place on the North side of the Highway with about 100 of them...

They are garbage cans.
The city bought them to distribute them all over .
The problem was that the truck that needs to empty them regularly
was to big to get around.

So they could not be used.
