For what it is worth and being from South Africa, my experience is that if I fly in from any of the surrounding islands, I never get asked for a visa at the airport. My son, flying in from the US, has to have a visa to depart the US. We have never been asked for visa's on the DR side. Just walk in and buy the tourist card. In our experience, it is harder to get on the airplane than to get through DR immigration.
