5% tax on land sale

can someone tell me if this 5% tax on the sale of land is already applicable or does it still have to go through congress or wherever? if i were to purchase land this coming week, i would want to ensure that the seller pays it before i hand over the money. if not yet passed, any rumuour that it might be retro-active to an earlier date?

I've never heard of before

I've never hear of that tax.

The president decreed a 5% on exports recently, no on land buying.

If there is a new law about that not still approved by congress will have effect the day of its PUBLICATION by the president ON...

thanks ken! good idea. have done so. i definitely read it in dr1 news because i automatically thought of how many people would be affected by this in my area.
