Earthquake . . . Can a building made with concreate and rebar ever really be repaired

I see a lot of pictures of buildings with fractures and breaks in the structure. Pictures on the church on the main square of puerto plata is a prime example. One of the spires (made with concreate and rebar) has a fracture at its base. I can't imagine how a fracture like this could ever be properly fixed. My suspision is that a lot of buildings with fundumental flaws are going to be panyeted over the cracks and then when another Earthquake hits of greater than 6.5 among other things that will come down, these "pre-fractured" buildings will be certified death traps.

I guess what I am saying is that the cost of the Earthquake is much greater than anyone expects, once all the building that need to be are condemed.
