I can't believe Superintendence of Power, George Reynoso would be so moronic to say that Dominicans should be expected to pay for power whether it is on or off, comparing it to buying a car in installments and paying, whether it breaks down or not.
Paying for electricity should be on a consumed basis as here in the States. You should only be expected to pay for the actual amount of kilowatts that you use, based on the meter reading. Reynoso must be in the pocket of the power distributors or Union Fenosa.

I guess under that logic you should pay a set rate and even if you use astronomical amounts of energy you don't pay a cent more than your standard monthly payment.
