Why dont the IMF set conditions on expenditure before they release fund to DR

From any walk when money is borrowed it is usual for the lender to examine and keep track of the books, why cant the IMF set targets of expenditure to go to certain area, ie hospitals, relief for the poverty, essential and public services, etc. and keep a close eye on results. Barby

IMF money is targeted. It's targeted to pay the debt owed to JP Morgan, Banco Santander and the other bloodsuckers (which money was originally lent at exhorbitant interest rates and with either no dedicated project or a bullsh_t one). However, money is fungible, meaning that if you receive money targeted for debt payment, that frees-up other money that you can then use to buy reelection. What a great system for the crooks!

that's exactly why

the government has no chance of getting IMF money before thye will have a stable budget and means to make sure this budget is maintained.

If Hippo cannot offer a satisfactory way to guarantuee the moeny he will be loaned by the IMF will not go to replace real expenditures so he can finance his re-election with the money reserved for those real expenditures then he will not get money.
