From information on this web-site:

Will my one-day divorce be valid in the US or Canada?
For the judgment to be valid abroad, it needs to be certified in the Office of the Attorney General of the Dominican Republic as well as in the Foreign Relations Ministry and the embassy or consulate of the country where the divorce is to be valid. The authentication of the final decree of divorce, with translations by an official government translator, is part of the services provided by law firm for the established fee.

My question is: Do the British Embassy certify such documents should a UK citizen wish to divorce (mutual consent) in the DR?

Yes, they do. But this does not mean that the British Government is accepting the validity of the divorce. The Embassy just certifies that the officials signing the documents are really who they say they are.

For the final word on the validity of a Dominican divorce in a foreign jurisdiction, the parties should always consult with an attorney (solicitor) licensed to practice in that jurisdiction.
