Default How often are power outages and no water in SD?

I've been reading some of your posts, and it seems like power outages happen daily and no water too. Is this *everywhere* in Santo Domingo? Would this also happen if I lived in a nice apartment/area in SD? Also, how often do hurricanes happen a year? Not sure- just learning about the DR and planning on living there for a year (for a fellowship) so I would appreciate any elaboration. Thanks!

There are apartments with 24/7 generator backup. There are others with generator backup that might be turned off during certain parts of the day for economy. Also, there are apartments with their own wells and pumps or cisterns and pumps for "guaranteed" water. If apartment living suits you, they can be an excellent option for a number of reasons of which security is a big one.
