"Washing" Currency?

When I visited the DR last spring, I was told that the government was in the process of "washing" the currency, and that I should avoid accepting any soiled, damaged or counterfeit bills, lest I be stuck with them. I had never heard of this practice before, but it turned out not to be a problem anyway. I am curious however if it's still an issue?

PS: I'll be visiting Puerto Plata in a few weeks (can't wait!). I'm surprised to find how much the exchange rate has changed since I was there a year ago (last year, I generally saw exchange rates around 25 pesos to 1 USD; now I hear it's near 50:1)

tHIS WAS A GOVERNMNET, sorry for yelling, sponsored effort to keep people from using their paper money as note pads. Banks will not accept any defaced currency. Businesses will not accept it either.
Now, your money, worth half of what it used to be, is cleaner anyway...
