This is an Excepted Service appointment. Initial appointments to the Peace Corps normally do not exceed 30 months, but they may be extended for up to 5 years.

A six-month trial period is required.

This is a full-time position.








Duties
The APCD for Small Business Development is responsible for the design and implementation of the Peace Corps Small Business Development project. In addition to overall management of the project, the APCD is responsible for identifying and developing job placements for Volunteers; collaborating closely with post?s training contractor; and for providing Volunteer support including guiding and counseling Volunteers in their cross-cultural adaptation and professional development. The APCD/Small Business Development represents the Peace Corps to government officials and non-governmental representatives in order to identify and develop the project, select sites for Volunteers, and to assure support of Volunteers during their service. This position requires travel up to 40% of the time and a candidate who can provide guidance and counseling to Volunteers on a twenty-four hour basis.

Career Ladder
FP-3 (equivalent to GS-13) is the full performance level for this position. If selected from this vacancy announcement at the lower grade level, the employee may be considered for promotion without further competition.

Required Qualifications
In order to be considered for this position, applicants must be U.S. citizens, must not have been employed in intelligence-related activities. All education and experience requirements must be met by the closing date of this vacancy announcement. Applicants must have at least 52 weeks of specialized experience, equivalent to the next lower grade in the normal line of progression, which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Knowledge, skills, and abilities are those that demonstrate performance of the duties and responsibilities as outlined above and must have included:

1) Knowledge of international development and community-based development in a multicultural context. (Successful candidates will have at least three years of recent and relevant experience)

2) Skill in the designing, implementing, management and evaluation of small business enterprise development programs, microfinance programs and/or projects. Successful candidates will have at least two years of recent and relevant experience)

3) Written and spoken fluency in Spanish..

Desired Qualifications
Applicants meeting the required qualifications will be further evaluated on the following: 4) Skills in business development for micro-entrepreneurs and community economic ventures and/or credit and savings mechanisms, including credit training programs;

5) Demonstrated ability to provide organizational development for institutions that serve business and economic development interests;

6) Knowledge of regional or country specific economic development programs;

7) Skill in interpersonal communication skills including counseling, leading and guiding Volunteers.

8) Skill in training, designing and facilitating methods.

9) Demonstrated ability to create effective economic development partnerships with local and national government officials, NGOs, financial institutions, donor organizations, and other Volunteer organizations;

10) Knowledge of basic Peace Corps philosophy and operations, including report writing.

I am writing to ask for assistance in connecting to someone in the DR Peace Corps community who is working on special education projects. I am a educator in New Jersey and am doing some research on the cultural interpretations of physical and educational disabilities in DR. I will be down in DR in August and would like to discuss the current status of special education and children and family impressions of disabilities with some of your volunteers. I would also like to get a chance to talk with some families who have disabled children in different locations throughout DR. Any help you can give is very appreciated. Thanks.
