There are lots of people that are off the grid.
All of the Las Terrenas area is off the grid and have, according to Julio Cross "2 minutes per year" of blackouts. Everybody pays.
In the East, most of Bavaro and Punta Cana is off the grid. Same deal.
In Santiago, there are many private houses that are not on the grid. The Santiago Cathedral just cut their ties with Ede-Norte. They wre getting bills for 15,000 a month and no lights.!!
