Your best bet in Santo Domingo/Boca Chica is to go a few days in advance to Club Nautico in Andres de Boca Chica. There are about a dozen large private fishing boats that will take you out for charter. You will do much better than booking through a hotel excursion desk. Casa de Campo in La Romana is the only other place for a real tournement style fishing charter. It will cost you a pretty penny for a full day considering the current cost of diesel.
