DR Passport for Dominicano- location in Santo Domingo

My Dominicano friend is in the process of obtaining his passport, gathering documentation, etc. Where is the DR passport office in Santo Domingo? Is there a DR .gov website showing all of the documentation/information required for a passport? What is the cost? Is it a reasonably normal experience? Any information is appreciated.

Go to the Migracion Office on the Malecon. If you go down Churchill to the Malecon turn right and it is about one or two blocks on your right. I am not sure of the price, but it is best to pay the speedy price. I believe you need your birth certificate and cedula. If you go in the morning it is possible to get it the same day.
