Provinces in the DR?

Good Morning, just wondered if anyone can help me with a question. The DR is a country, (obviously) but would, let's say Puerto Plata, would that be considered a Province? Or would Puerto Plata be considered a city, although it does have sub-areas, within it, like Montellano for example. Strange question, I know.
