As a US citizen, can I use a birth certificate and photo ID instead of a passport to travel to DR?

Yes, but....

A birth certificate and license is sufficient. If you are a female and have had a name change due to marriage, you will need a copy of your marriage license just as a precaution. My sister was asked for hers once but another time it was not requested.

Yeah, but

do get a passport. It is the best ID document you can have and eliminates any anxiousness you might have.
