Voting for US citizen

I have been living here for 8 months. I still don't have a cedula, so I am here as a tourist. Can I vote? Where? Is it as simple as going to the embassy with my passport or is it a major ordeal?

Your a couple weeks late to vote absentee besides unless you had your ballot sent Fed Ex or other private mail carrier, you would have never got it anyway.

This depends upon the state you were last a resident of. In New Mexico one can request an absentee ballot until tomorrow. They also accept faxed ballots with a copy of a disclosure statement from the county clerk for people overseas. I think theororetically one could still apply for absentee ballot and vote in New Mexico if legally qualified to do so.
