Well if you are calling just to say you arrived you can call from the airport, last time I used one of the call centers in Puerto Plata it was RD$7/minute, so a 4 minute call for US$1.
Of course if is just to see if your plane didn't crash your loved ones could just call the airline about a half hour after expected arrival and ask them, probably a toll free number too!
You can also rent a cell phone down there if you plan on making several calls.
