real estate question

My husband is Dominican and a US citizen living in US. He's trying to clear up a family real estate problem and is unsure of where to get assistance. Eleven family members inherited a property; some have sold parcels despite not having title and those people have fenced off areas and built homes. Do we need legal documents to force these folks to move? We're willing to pay them back the money they paid for the property. Do we need a lawyer or can we take this to a local court to enforce property rights. Thanks for any advice!

First, the estate has to be settled. This is done through the Superior Land Court if all heirs are in agreement. Inheritance taxes also have to be paid.
