Tell me about Johnny Cake stands

I have been hearing about these street vendors who sell Johnny Cakes. I probably have the name wrong. Correct me, please. I would like to know more about these? What are they like? Who can sell them? Do locals and others all buy these to eat? What is the price? Are they fried? Oil?

They are fried in oil and are thin. They usually put catsup on them. They are nothing like the Johnny Cake my mom used to make. I think the name came to the island the last time the US invaded the DR.
