car import with a twist

i have a friend who wants to import a car to dr for business purposes. he doesn't have or want permanent residency. he doesn't want to get burnt by high import duties and taxes. if he were to sell the car to my wife, a dominican, then she flip it back to him in dr, would that work to avoid paying high duties and/or taxes?

You would have to think someone in the aduana would notice the car arriving in the port no matter who was buying it, so this would be pretty hard to do.

sorry, i thought someone once told me with permanent residency you only had to pay the tax and not the duty. or they were substantially lower. maybe it was they were duty free as personal effects when one moves there. guess that was wrong.
